I am requesting, on behalf of Mitchell and Co., that you initiate a re-
quest to the City Council for vacation of a part of Stanford Road south of
Monroe Drive. Stanford was platted in the Strachan Subdivision as a
collector street with a 100.00 foot wide right of way and a 60.00 foot wide
pavement. We are requesting City Council vacate the west 11.00 feet of the
right of way which will be consistant with the present City standards.
The description of the portion to be vacated is as follows:
A part of Stanford Road which begins at a point which bears N 000
14' 30" W 18.77 feet from the Southeast corner of Lot 2, Strachan
Subdivision, First Filing, Fort Collins, Colorado, and run thence
N 00° 14' 30" W 706.38 feet; thence along the arc of a 15.00 foot
wide radius curve to the left a distance of 23.56 feet, the long
chord of which bears N 45° 14' 30" W 21.21 feet; thence N 89° 45'
30" E 11.00 feet; thence along the arc of a 15.00 foot wide radius
curve to the right a distance of 23.56 feet, the long chord of
which bears S 45° 14' 30" E 21.21 feet; thence S 00° 14' 30" E
626.05 feet; thence along the are of a 298.80 foot radius curve
to the right a distance of 81.33 feet, the long chord of which
bears S 070 33' 20" W 81.07 feet to the point of beginning.

Dear Ms. Harmon:
Per your request through Mr. Michael Herzig, a visual inspection of the
Public improvements in the Strachan 3rd Filing development has been
completed. It appears that all of the obligations for the current
conditions have been met. There are other obligations that would be
required if the development is built as Strachan 3rd Filing. However, the
improvements as proposed for the Foothills Mall Expansion will supersede
those shown on the Strachan 3rd Filing utility plans.
Hopefully, this answers any questions you may have regarding the required
improvements for the Strachan 3rd Filing development. If you have any

PROJECT DESCRIPTION:
Request to vacate a portion of a sewer easement dedicated on Lot 3 of Strachan Subdivision, 3rd
Filing, located at the northwest corner of Horsetooth Road and Stanford Road.
RECOMMENDATION: Staff recommends approval of Resolution PZ95-20
EXECUTIVE SUMMARY:
The Owner has requested the vacation of a portion of the 20 foot wide sanitary sewer easement
which runs adjacent to the existing building on Lot 3 as shown on the attached sketch. The
easement was recorded in 1977 and the building was completed in 1982. At this time, the Owner
cannot receive title insurance for the property until the encroachment into the easement is
eliminated. The City Water and Wastewater Utility has been notified of the request and has
worked with the Owner to resolve the issue of the area required for maintenance of the existing
sewer line in the easement. Therefore, there is no objection to the request for easement vacation.
All public and private utilities have been notified of the proposed easement vacation and have no
objections.

Dear Mr. Linder:
The City of Fort Collins Engineering Division recognizes
the existing dedicated right-of-way width for Stanford Road
through the referenced subdivision is excessive by today's
standards.
Therefore, this office, through the Planning Office and the
City Attorney's office, have recommended the City Council
pass an ordinance vacating the west eleven feet of the
right-of-way. This ordinance has been prepared for Council's
consideration on the consent agenda for November 18, 1980.
We cannot, of course, guarantee that Council will approve the
ordinance.but we are not aware, at this time, of any reason
they would not approve.

Dear Mark:
With reference to our recent conversation, the City Council
passed a resolution on March 17, 1981 accepting the "Fort Collins
Urban Growth Area Master Street Plan" which classifies
J.F.K. Parkway as an arterial street from Harmony Road to
Monroe Street.
Therefore, adjacent to Strachan, Third Filing, (which includes
the Arena), J.F.K. Parkway is classified as an arterial street.

This is to request that the West half of the existing concrete pan
that crosses John F. Kennedy Parkway on the South side of East Horse -
tooth Road be eliminated. It has been broken and is in poor shape.
A 4.00 foot curb inlet will be built on both the island in Horsetooth
Road and on the South curb of Horsetooth Road so the pan can be
eliminated. The ten year design storm flowing to the South curb inlet
is 5.8 c.f.s. which will enter a 4.00 foot curb opening.
If this is approved, it will eliminate a pan on an arterial street
which is now considered to be a poor situation.
Please let me know your decision at your earliest convenience since,
as you know, the construction of this area is progressing. Thank you
for your attention to this matter.

Dear Dick:
Your request to delete the concrete cross pan in the vest lane
of J.F.K. Parkway at the south flowline of Horsetooth Road is approved.
The addition of storm drains with curb inlets at this intersection
should eliminate the nuisance flows and improve the riding comfort
at this intersection.

Dear Maury:
This is to inform you of our plans concerning the potentially unsafe situation
we have inadvertently created adjacent to East Horsetooth Road at our Consulting
Associates building site. We plan on installing a tubular steel rail fence
anchored in concrete approximately 100' long located as shown on the attached
sketch. We will probably paint it to blend with the building, or a dark bronze
to match the aluminum window framing. Don Bundy of ZVFK is currently producing
a drawing depicting this, which I will forward to you.
We are also planning on doing some railroad tie terracing to alleviate the steep
grades between the sidewalk and street and sidewalk and building. This will save
excess water runoff and allow better positioning of sod and ground cover and give
a place for snow to be swept aside and off the street during the winter. Kevin
Lamon of Bath, Inc., and I have met several times concerning this and are moving
towards what I feel are acceptable solutions. We have been waiting for the final
grading of the building (which is being done this week) to really be able to see
what we have to deal with. Let me assure you that we will consult and cooperate
with you and solve this problem. It slipped by me, ZVFK, Stewart & Associates,
and the City, and was an unexpected surprise; but we'll take care of it.
