BOX 580 FORT COLLINS PLANNING and DEVELOPMENT DEPARTMENT RAD 522 EXT. 652 November 21, 1983 Mr. John Dengler DENGLER ARCHITECTS 141 South College, Suite 10 Fort Collins, Colorado 80521 Dear John: Staff has reviewed the application for preliminary plan approval of the Pros- pect II PUD and offers the following comments: 1. Sidewalks should be dimensioned on the site plan. 2. The sidewalk along Prospect Road does not meet City standards. Please revise. 3. North arrow is pointed in the wrong direction. Please correct. 4. Some of the parking islands do not allow for fi- e truck turnaround and should be redesigned. 5. New and existing fire hydrants should be indicated on the site plan. 6. All existing and proposed utility easements should be shown on the site plan. A fifteen foot minimum setback/utility easement as measured from the rear of sidewalks or curbs as applicable will be required for instal- lation and maintenance of utilities. Eight foot utility easements will be required along all public streets. Any easements to be vacated to accommodate the revised plan must be submitted to and approved by City Council. 7. The site plan should indicate adequate security lighting of all parking areas and buildings. The Police Department recommends a map be provided at each of the project entrances depicting the building and street address layout. Also, prominently displayed street addresses for each of the buildings for ease in locating by emergency vehicles is recommended. 8. Site plan should indicate building envelopes and dimensions. 9. The final site plan should indicate distance of each of the building envelopes to at least two platted property lines. Mr. John Dengler From: Joe Frank November 21, 1983 Page Two 10. All signs must comply with sign code. 11. The Statement of Planning Objectives should be revised to include a statement of design methods to reduce energy consumption including expected savings. 12. Please clarify legal description as indicated on the site plan. 13. The phasing plan should indicate the approximate date construction of the PUD will occur, including phasing of public improvements and recreational areas. 14. The applicants will be required to submit a traffic impact analysis per City guidelines. 15. The site plan should indicate the width of the ROW and pavement for Heatheridge Road. 16. The site plan should indicate the setback distance from buildings and parking along Prospect Road. Staff recommends the applicants re-evaluate the plan in terms of setting the parking back from the setback lines of buildings long Prospect Road. 17. The applicants should provide evidence indicating the mitigation measures being taken to reduce the privacy impact of buildings X and IX on the adjacent "apartment" complex. 18. What treatment is being proposed along the irrigation ditch to minimize any hazard to life or property? Please clarify. 19. Staff recommends the applicant re-evaluate the plan in terms of elimina- ting the "Y" intersection of the parking drives at the corner of build- ings XIV, XIII and XV. 20. A sidewalk connection should be provided along the parking drive along the south side of Building VII. Please revise. How will sidewalks be treated? Where sidewalks abut parking overhangs, they should be six feet in width. 21. Parking islands should include low lying shrubs in addition to trees. Please indicate on site plan. 22. Location of bicycle parking for buildings I, III, VI, XVII, and XVIII, should be indicated. 23. Staff questions the location of some of the trash areas in terms of presenting site distance problems and access. 24. Motorcycle parking should be removed from parking islands and be relo- cated in the parking lot area. Mr. John Dengler From: Joe Frank November 21, 1983 Page Three E5 25. Foundation plantings should be indicated on the site plan. 26. Shade trees should be provided along Prospect Road at a minimum of 40 foot intervals. Evergreens, shrubs and berming should be intermixed with this treatment. Please revise. 27. Evergreens, shrubs and berming should be provided between the parking lots and abutting public streets and properties. 28. Additional screening should be provided between buildings X and IX and the adjacent residential units. 29. The site plan should indicate that each unit will have a private outdoor area, e.g., private yard, patio or balcony. 30. The lake area cannot be considered for credit as active open space. Please correct site plan. I recommend we meet as soon as possible to discuss the above comments. Revisions to the plans should be delivered to me no later than Monday, December 5. Also, on Monday, December 12, 82"xll" reductions and colored renderings should be submitted to me. The existing drainage easement must be vacated. City Council action is required on this item. 2. It appears that part of Tract A of Prospect Greens is part of this planned unit development. Please clarify. 3. The footbridge southwest of building 11 must be a minimum of ten feet wide to allow for fire access. Please note on site plan. 4. If parking space sizes are to vary in different areas, the size should be specifically called out. Tire stops will be required on 19 foot spaces where they abut sidewalks. Please note. 5. Minimum width of walks should be 4 feet rather than 44 inches. 6. Ditch company approval of the plans will be required prior to Planning and Zoning Board review of the final plans. 7. Additional off -site easements will be required. 8. The southernmost drainage easement is an irrigation easement. Please revise. 9. The specific wording of the off -site street improvements per Planning and Zoning Board condition should be noted on the site plan. John Dengler From: Joe Frank January 23, 1984 Page Two 10. On site plan, please make the envelope lines darker. The building foot- prints should also be noted. The 8-plex building envelope scales to less than 66 feet. Please clarify. 11. The pool and deck area must be within a building envelope. Please show dimensions. 12. Each building envelope must be dimensioned from at least two platted property lines. Please revise. 13. All signs must comply with sign code. 14. I have not received the final landscape plans or building elevations. These plans should be submitted by Friday, January 27, 1984. Additional comments on these plans will follow. 15. The eastern curb cut to Prospect Road will need to be built in its entirety as part of Phase/7-. Access easements will be required. The owner of that property will need to sign the plan documents. 16. The sidewalk connection at the northern curb cut to Heatheridge Road is very faint. Please revise. 17. A dimension of 41,000 square feet active open space area is less than the 50 foot minimum required by the PUD regulations. Please revise. 18. The exact height of buildings should be indicated rather than 40 feet. 19. On Tuesday, February 21, 1984, signed mylars of the site plan, landscape plan, building elevations, and subdivision plat should be submitted. Also on that date, 82"xll" reductions of all plans in addition to 10 full size copies of the site plan and landscape plan should be submitted. A signed copy of the Site and Landscape Covenants should also be delivered on that date. Colored renderings will be required on February 21, 1984. I recommend we meet as soon as possible to discuss the above comments. Revi- sions to the plans reflecting the above comments should be delivered to me no later than Wednesday, February 8, 1984.
