As I indicated to you over the phone this morning a problem has surfaced with
the proposed design of the major storm conveyance system for the aboved
referenced project. Bill Blackwell explained the proposed design to Bob Smith
and myself yesterday. As I understand it the concept of the design is to route
the major storm runoff from the Larimer No. 2 Canal overland through the private
drive - parking area, instead of in a drainage channel as was originally
proposed, to the drainageway located approximately in the middle of the project.
After talking with the Assistant City Attorney about this proposed design he has
indicated that the City should not approve this concept due to the potential
hazard of high velocity water endangering life and property within the parking
area. Bob Smith has agreed with this recommendation and will require an
alternative design that will reduce the potential hazard.
There is another problem regarding the proposed design for the major storm
conveyance system and possible credit for basin fees. As you are aware since
there are major storm drainage improvements that are required as stipulated in a
Master Plan (Canal Importation improvements), these improvements can qualify for
a credit in the basin fees. However since your proposed design is a significant
change in the recommendations in the Master Plan the Storm Drainage Division
cannot justify approving any credit.

Per our meeting on August 7, 1984, I am enclosing copies of
calculations performed to determine the water surface elevation
and the flows which could be accomodated for the double box
culvert at the southeast corner of Prospect II P.U.D.
As you are aware, we designed the box culvert and roadway
crossing to pass the 100 year storm flows of 870 cfs as indicated
in the "Storm Water Importation Canal Study" prepared by Resource
Consultants, inc. The original design called for a total
clear opening of 4' x 18' for the box culverts, but was
inadvertantly constructed as 4' x 16' (double 4' x 81). The
calculations performed were to check the effect of the water
surface elevation due to the restricted size of the box culvert.
The original design called for a water surface elevatin of 20.5
at the crossing. At this elevation, the amount of water being
passed is 810 cfs. Calculations were then performed to check to
surface elevation to pass 870 cfs. As indicated in the enclosed
sheets, a water surface elevation of 20.7 will allow 904 cfs to
pass.

RE: Prospect Road Improvements at Prospect II
It has come to my attention that there are signs of settlement
on the curb, gutter and street adjacent to an existing manhole
approximately 40-feet west of a storm sewer inlet on the south
side of Prospect.
According to the agreement Sterling Paving had with the developer,
it was up to the City's Sewer Department to replace, raise,
backfill and compact these manholes prior to road work proceeding.
It is my feeling that due to improper compaction, the settling
has occurred and I also feel that these repairs should be made
as soon as possible inorder to eliminate any further deterioration
of the asphalt and curb and gutter.
Before repairs are made, please contact me at 221-6605 so we can
go over the areas and the guantities of asphalt and curb and gutter
that will need to be removed.

Dear Dave:
Per your request, I have inquired as to whether the 4' x 2'
box culvert for the Larimer #2 Outlet Channel, as shown on sheet
5 of 8 of the Prospect II Utility Plans, needs to be constructed
with Phase II of the project. I discussed this with Tom Gathman
of the City of Fort Collins Storm Drainage Utility and he
confirmed that it does not need to be constructed at this time.
However, please be aware that it may need to be constructed at a
later date and the location as shown on the plans needs to be
kept free of any structures or obstructions that could be damaged
in the future.

I have reviewed the City records on Prospect II PUD and find no record of a repayment
agreement for the improvements to Prospect Road.
The City has recently completed widening Prospect Road west of this site, but this parcel was
not assessed any of the construction costs.
