We have reviewed the staff letter dated May 03, 2006 and have the following
comments:

parking overhangs the walk, the minimum width is 6 . Either way, the width
should be clarified.

[4126106] Offsite easements must be dedicated by separate document. TDRF fees
and filing fees will apply. A letter of intent is required if you are planning on
providing emergency access as shown on these plans. As discussed at the
4126106 meeting with City staff, it would be acceptable to transition the existing
offsite 20' wide double fire lane into the proposed on -site 30' lane, but a detail
showing how this would work should be provided, and approved by PFA prior to
hearing.
The proposed layout has been discussed with PFA and approved.

Preston Center 3rd as extending onto your site, along with a circle at the east

used should be vacated with the plat.

In general, please coordinate better with the original Preston Center 3rd plat.

proposed building.

Rd must also be designated as utility easements. The electric utility system will
be installed immediately south of the access drive from Gifford Ct. eastward.
Also the public access easement along the western side of the building must be a
utility easement that encompasses the electric transformer shown.

[4126106] ACCESS: The Emergency Access Easements from the various filings
are difficult to interpret. Bottomline, we acknowledge the 26-foot to 30-foot fire
lane that runs west -east to the south of the structure, but we also require a fire
lane be dedicated over the north -south drive aisle that connects to Timberwood
(see redlines). The EAE must be dedicated on the plat. The fire lane must be
visible by painting and signage, and maintained unobstructed.
Acknowledged. An EAE has also been added in the parking area to the east of the
building.

[4126106] AUTOMATIC SPRINKERS: The building must be equipped with an
approved, automatic fire -sprinkler system. The Fire Department Connection for
the sprinkler system must be located on the fire lane side of the building, for
accessibility.

[4126106] STANDPIPE: Buildings 4 or more stories in height must be equipped
with a standpipe capable of supplying 100 psi to the highest habitable level; a fire
pump may be required to attain that pressure. The Fire Department Connection
for the standpipe must be located on the fire lane side of the building, for
accessibility.

[4126106] WATER SUPPLY. A fire hydrant(s) is required. Hydrant spacing and
water flow must meet minimum requirements based on type of occupancy.
Spacing and flow requirements for a commercial structure are 1,500 g.p.m. at 20
psi residual pressure, spaced not further than 300 feet to the building, on 600-foot
centers thereafter.
An existing fire hydrant was approved and constructed with Filing 3.

fronting the property, and posted with a minimum of six-inch (6) numerals on a
contrasting background. (Bronze numerals on brown brick are not acceptable). If
the structure is addressed off Harmony Road, we require monument signage at

[4126106] Water quality is required for the site. If the regional pond is to be used,
the water quality volume needs to be for the entire area that drains to the pond
and not just the 3 acres. Water quality can be provided on -site if you just want to
supply the volume for the site.
The revised calculations and the proposed water quality structure account for the entire
area tributary to the filing three water quality/detention pond.

[41281061 Per Preston Center 3rd Filing partial stormwater certification dated May
18, 2001, the detention pond volume is 4% short of the designed volume. This
issue, along with designing water quality mitigation for the entire 3rd filing and
reseeding (landscaping) the pond, can be addressed at final compliance. Per
phone conversation, the owners of the lots in the third filing will all participate in
these requirements for the regional pond. A repay could be put into the
development agreement for this project, however the owners may work this out
on their own.
As discussed with Stormwater the additional 4% volume was accounted for. See
section 4.4 in the Final Drainage Report.

ground area per tree/per island). Some of them only contain shrubs.
The landscape islands along the drive, south of the building, do not contain trees
because there is an existing 8" water line that runs east and west and minimum
separation clearances can not be maintained.

Comments from Current Planning;
The plat must be called Preston Center Fourth Filing, being a replat of Lots Two
and Six of the Third Filing. The P.D.P. can be called Harmony One at Preston
Center Fourth Filing. For marketing purposes, the project may be called Harmony
One.
Changed as such.
The center is allowed a maximum 5.00 spaces per 1,000 square feet of gross floor
area. Please describe how the proposed 176 spaces serving a 50,000 square foot
building does not put the Third Filing over the 5.00 spaces per 1,000 maximum.
50,000 s.f./ 1,000 s.f. = 50 x 5 = 250 maximum allowed spaces. This building is parked
at a ratio of approximately 3.5 spaces per 1,000 square feet. This ratio is under the
ratio allowed by the Third Filing.
