The variance request to Standard Drawing 707 in the Larimer County Urban Area Street Standards to reduce the southern driveway for Otterbox — New Headquarters site (Lots 2 and 3, Block 82) to a one-way driveway with a 12-foot width is granted provided that the south driveway one-way configuration is an exit only as identified in the request and that "no entrance one-way signs" are posted at the driveway visible from the street, but not located within the right-of-way. The variance requested is to reduce the minimum width of a high volume drive from twenty four (24) feet as required in LCUASS Standard Drawing 707 to a width of twelve (12) feet. The existing elements at the location of the southern entrance do not allow for a twenty four (24) foot minimum width without the destruction of precious trees that have co -existed with urban development for many decades. The southern driveway has been designed to access the parking area located to the south and west of the proposed building. A potential concern is for vehicles to access the western parking area safely and through proper vehicle movement. Through additional "2-hr Parking" located along Meldrum Street, it is felt that clients visiting OtterBox — New Headquarters will park within the designated street parking, leaving the access primarily to employees working within the proposed building. The southern drive is proposed as exit only and has been designed with proper signage to deter access from Meldrum Street. Through the proposed design, a single drive lane width of twelve (12) feet will be maintained as required through Standard Drawing 707. The vehicle movement of the entrance will be maintained by utilizing 15' curb returns as required through LCUASS Table 8-1. Another potential concern is access to the western parking area by emergency vehicles. Through a dedicated Emergency Access Easement and by design, emergency vehicles will have access to the western parking area through use of the northern drive access. The southern access will be for public use only. It is viewed that with reducing the width of the drive to twelve (12) feet, maintaining proper geometry, proposing one way access through proper signage and designating the southern drive as public use only, the variance request to LCUASS Standard Drawing 707 will not cause any adverse impacts to safety, maintenance, or any other public welfare.
