Dear Dick:
This letter is response to your question regarding the City's position on cross -access
between the platted lots within the Park South Commercial Plaza Minor Subdivision.
The subdivision was reviewed by the City in 1994, and the Carmike Cinema went
through use -by -right land use review with a site plan submittal through the Zoning
Department in January of 1995.
A number of documents discuss the need for cross access between the three platted
lots The Conceptual Review comments on the Cinema dated June 14, 1994 request
that the traffic study evaluate internal circulation for the entire site including the
undeveloped lots (2 and 3). Also, the letter states that shared access may be
necessary for the internal access to work. The Engineering Department file has
comments to the Zoning Department from January of 1995 which request cross -access
between Lots 1 and 2 about half way between Horsetooth Road and the southern lot
line of Lot 2. In addition, the minor subdivision plat dedicated a 50 foot wide access
and utility easement along the common lot line between lots 2 and 3 from lot 1 out to
Manhattan Avenue. Finally, the traffic study dated October of 1994 includes trips from
the entire site, including lots 2 and 3, in the projected volumes at the entrance points off
of both Manhattan Avenue and Horsetooth Road. Therefore, an internal cross -access
and circulation system was assumed in the traffic study.
