I'm sure you are aware of the recent problem the City of
Fort Collins had with contaminated water entering the
potable water distribution system. These situations are
difficult to prevent due to the nature of the cause, hazard-
ous cross -connections. Unfortunately, it seems most cr�—
c are discovered in this manner.
Although difficult to prevent, in most cases the problem is
usually cleared up within a 24 to 48 hour period with effective
flushing of the lines and proper disinfection techniques. This
brings me to the purpose of this letter. It is very difficult
to properly flush and disinfect contaminated water mains where
dead ends occur without a fire hydrant, flushing hydrant, or
blow -off. Without a flushing device and/or looped distribution
lines, contaminated water may remain for long periods of time.
All future water mains in the City of Fort Collins should be
installed with this potential hazard in mind. The mains should
be l000ed where beneficial and economical, and where dead -ends
occur, a flushing device provided. All existing dead -ends in the
distribution system should be provided with a flushing device.
The Town should also institute an active cross -connection control
program.

3. I had hop d the seven (7) foot sidewalk o`n Horsetooth
Road would be installed this week, but weather conditions
and anticedent moisture have prohibited that. F & F
Concrete Company is standing by to install the walk just
as soon as conditions allow. A signed contract for
$7,122.50 exists for that walk installation.
4. The four (4) foot walk on Stuart Street at Stonehenge
Fourth and Sixth Filings will be installed by the original
deadline of December loth if weather allows: At this time
the sprinkler heads and sod have been removed and subgrade
preparation is scheduled next. F F, F Concrete Company
has tentatively scheduled the installation of that walk
for late November. A signed contract for $5,940 exists i
for that walk installation.
S. The request for sidewalk only on the west side of Landings
Drive with development of approved utility plans for The
Wharf at The Landings, Phases I and II was viewed favorably
by your staff. There are no homes fronting on Landings
Drive in Filing I and the entire length has been land-
scaped. According to a document they referred to, for
a P.U.D. sidewalk on one side only is acceptable under
that condition. We appreciate that very much.
6. Mr. Stringer was to determine if there are more than the
two areas of pavement failure that I referred to in my
letter of October 2nd.to Bob Zakely that need repair. I
have informed Sterling Paving Company that repairs are
necessary. I would like to have that repair completed
this year, but fear it may take longer considering the
season.
7. Again, I am afraid the short stretch of sidewalk along
Breakwater Drive, and in fact completion of Breakwater
Drive to Lemay Avenue by Golden Meadows is stymied until
condemnation by the City of property for the northerly
extension of Lemay Avenue is accomplished. Until then
access must be maintained along the dam of Warren Lake.
We will be happy to complete our portion of Breakwater
Drive improvements (totaling approximately $2,500.00)
as soon as possible.
I assured your staff that when other items of concern surface now or in the
future I will work as best I can to handle them efficiently and toasatisfactory
end.
The approximate cost of all the improvements listed above is $20_25I000.. I
ask that my assurance that these improvements will be"made will -suffice,- Lf
that is not acceptable, Osprey Homes, Inc. will escrow the funds during banking
hours next week.

and refusal of any other building permits that your builders might
request.

Dear Dennis:
The following correspondence is in regard to the constructed detention
pond "C" of the Stonehenge 6th filing P.U.D.
The as -built drawings for the aforementioned pond that you supplied
to the City through James H. Stewart F, Associates, Inc, shows the
pond being constructed approximately 3 feet higher than was originally
approved by the City. This is a very drastic deviation from the
originally approved pond.
Originally this pond was approved in conjunction with the Stonehenge
master drainage plan. This master plan showed the contributing area
to each pond through the grading plan for the P.U.D. This plan has
been disrupted by the construction of the pond that took place.
So in order to approve this pond, it shall be required to show a revised
master drainage plan with supporting calculations for the affected areas.
Again, this master drainage plan should show overall relationship the
ponds have with one another and the final grading plan for the con-
tributing area to each pond.
Also, the flow that is discharged from pond "C" should be intercepted
in a catch basin in Stonehenge Drive at the already existing culvert
across Stonehenge Drive.

From reviewing the revised detention pond on Stonehenge 6th Filing P.U.D.;
I have the following comments. - -----= -- _ ._
If I read the report correctly, the catch basin that is proposed at the
outlet of Detention Pond "D" will intercept the discharge from Detention
Pond "C" and the surface flow from Hunter Court.
Also, the culvert under Stonehenge Drive will be responsible for the
discharge from Detention Pond "D".
Combining the flows mentioned above, the culvert will have to handle
over 7.4 cfs. Some alterations should be made to this culvert to
adequately handle this combined flow.
In addition, Mr. P4arc Engemoen, of our office, has had numerous conversations
with Mr. Dennis Donovan and Mr. Bill Blackwell regarding the same matter..

It has recently been brought to my attention that Osprey Homes
has failed to honor its obligation to install a sidewalk along
Lemay Avenue adjacent to the Osprey properties. I refer to your
letter of 'cbruary 12, 1980 in which it is stated, the installation
of this sidewalk will occur no later than the 1981 construction season.
In addition, the sidewalk alignment and grade would be coordinated
through the City Engineer's office. To date neither of the above
items has occurred.
The City now finds it necessary to require that the sidewalk along
Lemay Avenue be installed.
We would appreciate your cooperation in this matter and urge you to
submit the necessary construction drawings to our office for approval
as soon as possible.

RE: Detention Pond "C", Stonehenge 6th Filing
Dear Mr. Rosenthal:
Recently, complaints have been made to this office re-
garding unfinished work at the above referenced detention pond.
In response to these complaints several members of Fort Collins
City staff conducted a site inspection of this area on June 23,
1983. As a result of that inspection staff concluded that
both landscaping and drainage work were necessary by the de-
veloper, Osprey, in order to bring the area up to City standards.
With respect to the storm drainage concerns, the following
work is necessary:
1. An orifice plate must be installed on the upstream
end of the 18" outlet culvert located on the north end of the
pond. The correct orifice size is shown on the current
Vineyard I utility plans.
2. The existing overflow channel located on the south-
east end of the pond must be upgraded to the description
stated in the current Vineyard I utility plans. That des-
cription states that a 25 foot overflow weir must be installed
at the elevation shown on the plans.
3. An "as built" survey must be submitted indicating
the existing volume of the pond in order to check it against
the required volume as indicated in the drainage report.

With regard to the landscaping concerns, the following
observations were made:
1. The north 2/3 of the pond has been seeded and shows
a fair level of grass establishment. However, this section
has a heavy broadleaf weed growth in the grass. To bring it
up to standard, the broadleaves should be sprayed and the
area overseeded with grass to provide a solid stand of relatively
weed free grass.
2. The south 1/3 of the pond does not appear to have been
seeded at all. The ground is covered with weed growth and no
grass is established. This section needs to be cultivated,
graded and seeded to provide a solid surface of grass.
The City is confident that Osprey Homes shall address these
matters earnestly and will initiate corrective measures immediately.
I shall personally reinspect the area on July 22nd to insure that
City standards have been met in all respects.

RE: Stonehenge Pond C 7 Existing Capacity
Dear Mr. Mercer:
It is our understanding that your department has some question as to the
capacity of Pond C located in the Stonehenge P.U.D. The purpose of this
letter report will be to present our findings relative to this capacity.
Pend C is located south of Stonehenge Drive and east of Brumal Court in the
Stonehenge P.U.D. The pond receives storm water from Stonehenge Sixth
Filing, Vineyard Filing I, and Vineyard Filing II, presently under con-
struction. These flaws are released from the north end of the pond into
the south gutter of Stonehenge Drive.
On July 7, 1984 our subcontractor, G & E Survey,
d the pond
site and area upstream to an elevation of 49640., From this einformation
they Produced the attached contour map and table outlining the total and
incremental volumes of ,the ponding area.
Based on the field survey and drainage report prepared by Cornell
Consulting Company in November 1980 for The Vineyard it na T At
the existing pond capacity is less than that required by
design. Two areas contribute to this lack of adequate capacity. The north
east side of the pond by Stonehenge Drive contains approximately 120 linear
feet of berm which, elevation wise, lies below an elevation of 4965.4. The
lowest point in this section of berm lies at 4964.9; five tenths (0.5r) of
a foot below the maximum design water surface. The other area is located
by the overflow weir on the east side of the pond. Lowest elevation in
this area is 4965.1; three tenths (0.31) of a foot below the maximum design
water surface.
Maximum capacity of Pond C as it exists and prior to overtopping of the
berm is 0.66 acre-feet. Raising the berm at the two locations to 4965.4
will produce a volume of approximately 1.08 acre-feet. This volume
coincides with the design volume contained in the Cornell report.

It should be noted that if the berm is raised to 4965.4 no free board would
exist in certain areas. Should the water surface exceed the 4965.4 eleva-
tion overtopping of the berm would occur causing water to flow into the
adjacent lots. Sheet 9 of 10 of the Vineyard Filing I construction draw-
ings show Fond C and related contours. This sheet shows a 4966 contour
around the pond. This serves two apparent purposes. First, it maintains
free board above the design water surface. Secondly, it helps define an
overflow weir on the southeast boundary of the pond. The intent of this
weir is to outlet flows anticipated in the Cornell report but not
anticipated in the design accomplished, by others, prior to the Cornell
report. Since the top of the berm around the east and southeast boundary
of the pond is less than 4966, the area would have to be raised to reflect
the intent of Sheet 9 of 10 and the Cornell drainage report.

Dear Greg:
As we recently discussed, the City will continue to withhold building
permits and certificates of occupancy in The Vineyards and Stonehenge
6th PUD's until the following items are completed:
1. The berm along the eastern side of the detention pond must be
raised to a minimum elevation of 4966.0 feet, as shown on
Sheet 9 of 10 of The Vineyards Filing I construction drawings.
2. An appropriately sized orifice plate must be installed on the
upstream end of the 18" outlet culvert, as shown on The Vineyards I
utility plans, Sheet 10 of 10.
3. The inlet area from Brumal Court into the pond must be redesigned
and rebuilt so that it will accept nuisance flows from the street
and move them unimpeded into the pond. Please keep in mind the
problems with sedimentation, stagnation and maintenance currently
plaguing the nearby residents, and redesign accordingly.
4. Proposed changes to the pond need to be submitted by a registered
professional engineer to the City for approval prior to installation.

4th Filing, regarding water main stub going toward Priam
Drive.
2. Soils report (Forthcoming)
3. Detention Calculations
Please also note that net driveway lengths are equal to or less
than 100 feet in all cases. For example, Driveway "B" end
station is 1+25.00 from centerline intersection of Adam Drive.
When Adam Drive right-of-way width is subtracted (25 ft.), the
net length is 100 feet.
It was noted that two curves on Priam Drive are underdesigned for
25 m.p.h. traffic. Approval of the plat for development is
considered to be implicit approval of street curvature design.
The plat for this development has been approved. In addition,
obviously this is a relatively short street hence traffic volumes
will be law.
It is also noted that the looped water lines, where not adjacent to
individual properties may be reduced somwhat in diameter to facilitate
deposit prevention. Mr. Tan Hayes, of your staff, has this under
advisement.
In addition, please be advised that sidewalks on driveways and on
one side of cul-de-sacs have been eliminated.
If we can be of any further assistance in this matter, please
advise.

5. Finally, an as -built survey will also be required from the
engineer when all work is completed verifying that the
constructed volume matches the design volume, and the
entire pond was constructed as designed.
As we discussed, you have agreed to send to me a time table for
completing these items so that the City can eventually approve
the final construction and release its hold on permits and C.O.'s.

Dear Reid:
This letter will confirm our discussion in my office yesterday morning.
We have issued engineering releases for building permits on the remain-
ing condominiums in the third phase of Stonehenge, Sixth Filing, lots
74-77 and 98-102. Before any certificates of occupancy will be released
for any of these units, the detention system within this phase must be
completed and approved. Also, any requirements in terms of utilities,
including any water line loops required by the City, must be completed
and approved at that time.
The City is presently considering the phases of your development to be
those listed by lots in the utility agreement and shown on the drawing
we examined in ny office. If you wish to change these phases, please
notify us at least a week in advance of requesting additional permits
so that we have an opportunity to re-evaluate the utility phasing
requirements.
Finally, I am sure you are aware that the City has been more than
cooperative in the past in terms of working around the various construction
problems you have encountered on both the Fourth and Sixth Filings of
Stonehenge. However, from this point on, we intend to strictly enforce
the conditions of the utility agreement regarding the issuance of
additional permits in terms of the completion of utilities, particularly
storm drainage. And we expect, as the weather permits, that you will
continue to correct the remaining problems in Stonehenge, including the
detention system in the Fourth Filing and the sidewalk along Stuart Street.

Dear Reid:
During the week of May 21st it was discovered that the
newly installed water main on Solstice Drive just north
of Welch in Stonehenge 6th was directly beneath the curb
and gutter on the west side of the street. In a telephone
conversation I had with you later the same week I told you
that before any further work could proceed on that street
your engineer would have to submit to the City Development
Engineer a plan which shows the existing locations of the
curbs and gutters, water mains, and sewer mains on Solstice
for review and to determine what will be necessary to correct
the current problem with the water main.
To date we have not received these plans. Please let this
letter serve as a reminder of our discussion. Also, it is
obvious that without plans and necessary reconstruction,
building permits and certificates of occupancy cannot be
issued on the portion of the street in question.

Dear Reid:
Recently we inspected the trench left by crews from Allen
Plumbing & Heating where they had tied sanitary sewer service
from the Assembly of God Church into your Stonehenge 6th
subdivision sanitary sewer. It became apparent during
this inspection that the 8" sewer main which comes off of
Solstice Drive north into what was called Aries Court
between Manhole Nos. 5G-6 and 5G-7 is directly beneath
the west curb and gutter in that cul-de-sac. Obviously
either the sewer or the curb and gutter have been mislocated.
This configuration of the sanitary sewer cannot be maintained
by the City until it is installed as shown on approved utility
plans for Stonehenge 6th. Because this might necessitate
relocation of the sewer we will be unable to release
certificates.of occupancy on any building which ties into
this line.
Please have your engineer submit a set of plans on this area
to the City Development Engineer showing the existing con-
figuration of curb and gutter, water main, and sewer main so
a determination can be made as to how to best correct the problem.

Dear Reid:
on June 18, 1979, Dave Stringer of the City Engineer's office
drove past your Stonehenge 6th development and noticed that a
berm and sprinkler s'�em iiad been placed directly behind the
vertical curb and gutter on Stuart Street. Approved utility
plans for the area show a 4' sidewalk behind the curb and gutter.
This is the same situation as on Stuart Street in Stonehenge 4th
where a berm and sprinkler system was installed and 4' sidewalk
shown on approved utility plans omitted. You were informed of
that error over a year ago and I have correspondence from your
contractor, Keifer Concrete, dated February 9, 1979, that this
4' walk will be installed with work to begin this spring.
Please be advised that the walk along Stuart in the 6th filing
should be completed at the same time in order to avoid possible
delays in the release of building permits and certificates of
occupancy in this filing.

Dear Reid:
One of the City construction inspectors recently discovered that the
utility plans for the Sixth Filing of Stonehenge Subdivision did not
require a seven -foot wide sidewalk to be installed adjacent to Lemay
Avenue in conjunction with this development. This is an oversight
which we apparently did not discover during our review of these plans.
This sidewalk is required by the City Code and specifications, and we
trust that you will take the necessary steps to construct this sidewalk
along the lemay frontage of the Sixth Filing. In addition, please note
that I am forwarding a copy of this letter to Dennis Donovan of Cornell
Consulting Company. We will need an as -built which includes this
sidewalk and the appropriate bike ramps at radii prior to final
acceptance of this subdivision.
As always, the City will reimburse you for installing a seven -foot wide
rather than four -foot wide sidewalk along Lemay. If you wish to have an
addendum to your utility agreement for the Sixth Filing which further
guarantees this participation, please advise me so that I may prepare
the document.
The City regrets any inconvenience this apparent omission may have caused
you. However, considering the number of utility plans which Cornell prepares
and the number of plans the City reviews, I suppose it is inevitable that
such a detail is occasionally overlooked. Regardless, your cooperation in
clearing up this matter will be greatly appreciated.

Re: Stonehenge Subdivision, Sixth Filing
Dear Sirs:
Recently your company completed the concrete work in the above
referenced subdivision. however, the catch basin on Dryden
Court was not built according to the details specified on page
13 of the approved utility plans.
Because plate steel is very slippery when wot, the concrete top
catch basin has been specified for new construction of this
type.
- Since I had several discussions with the formsetters on the jobsite
concerning this catch basin, and Mr. Fd Kiefer called this office
to specifically inquire about this catch basin, I do not understand
how this error could bave occurred.
Before any concrete work in this subdivision is accepted by the
City, this catch basin must be removed and replaced according to
approved utility plans within thirty (30) days. If this situation
is not corrected by September 25, 1979, I will have no choice but
to take action against your bond. I sincerely hope these measures
will not be necessary and thank you in advance for your cooperation
in this matter.

Dear Roger:
After delivering my letter of November 7th to your office on Wednesday,:.
morning, I met with Mauri Rupel, Dave Stringer, and Bob Smith to discuss
our Stonehenge and Landings developments. As always, they were cooperative
and helpful in reaching agreement as to the methods of completing our un-
finished work.
I believe that only one detention pond in Stonehenge remains unsolved as
to the ultimate development. The pond is built now and presently has only
a very small portion of its upstream basin developed. -It is not a hazard
to the public as it exists now, and I will work with Bob Smith for agree-
ment and construction of that pond.
Otherwise, agreement was reached on the following points:
1. The "As -built" drawing of the Horsetooth Road and Landings
Drive intersection needs additional information provided.
I will have Mr. Dick Rutherford of Stewart G Associates
provide that information next week. Your staff agreed that
no reconstruction of the intersection (other than raising
a manhole in the entrance island) will be necessary. That
manhole will be raised as soon as George Weitzel, who
installed the sewer, can schedule the work.
2. With the exception of the detention pond in Stonehenge
mentioned above and another, (Pond D), scheduled for
,construction as soon as weather allows, we agreed that
the detention systems are adequate. Orifice plates are
to be installed on all release structures (culverts)
requiring one. I will submit a drawing of the type of
orifice plates to be used with the culverts in November
after discussions with contractors. After approval by
your staff, I will order the installation of all detention
pond release structure apparatus to be completed by May,
1980.
