Gentlemen:
This is to advise you that Detention Areas "C" & "E", Stonehenge 4th
Filing, Fort Collins, Colorado, have been graded. Detention Area "E"
has been graded according to the Grading Plan by Cornell Consulting Company
except the outlet weir has not been completed. The pond has the planned
detention capacity and has been landscaped. Detention Area "C" has been
graded to contain the planned detention capacity, however, the outlet
flows over the top of the walk into the South gutter of Stonehenge Drive.
The earth berm has been raised to compensate for the bottom of the pond
being raised. The developer eliminated the pipe in order to construct
a tennis court on Tract "A" near Lots 8 and 18.

Dear Bob:
It was decided by my development staff to install sidewalk adjacent
to Stuart Street in Stonehenge 4th and 6th filings. The work will
be contracted with F 8 F Concrete.
It is unfortunate we did not catch it at the time utility plans were
drawn. However, that is our error, and we will abide by the utility
plans.
My apologies for taking so much of your time on a rather insignificant
matter.

Dear Reid:
We have received Dick Rutherford's letter dated February 26, 1979
regarding the changes to the detention ponds on Stonehenge, Fourth
Filing. Please be advised that the changes indicated are not in
compliance with the approved utility drawings for this subdivision,
nor do they provide adequate detention or an acceptable outlet for
the drainage on this site. I have discussed with Bill Blackwell
of Cornell Consulting Company several alternatives for correcting
this situation. However, until a solution acceptable to the City is
provided, there will be no additional building permits or certificates
of occupancy issued for structures within this subdivision.

Re: Stonehenge IV Drainage
Dear Mr. Engemoen:
This is in response to your letter of March S, 1979 addressed to
Mr. Reid Rosenthal. We have discussed the situation with Reid and
propose to alleviate the problem associated with drainage at Stone-
henge IV as follows.
We will re -excavate the existing 12-inch RCP and extend it with a
12-inch diameter RCP storm pipe. We will route the storm drain around
the tennis court providing a channel, as appropriate, to the existing
detention area. In your opinion, would junction boxes with lids be
acceptable as manholes for the line?
In addition, grading around the detention pond south of Stonehenge
Drive will be re -worked to assure proper delivery of storm water.

Dear Reid:
I appreciate the time you took to discuss development coordination
with me. I think each of us have a better understanding of the
other's point of view. In an effort to better understand the
financial problems a developer faces, I have taken your suggestion
and arranged to talk with Dave Gilfillan of the First National Bank.
In fact, Bob Zakely, Mauri Rupel and I will all be talking with him.
As we have discussed at our recent meetings, there are a number of
construction items on the utility plans for both Stonehenge and
The Landings which are significantly behind schedule. I believe
we are in agreement concerning the need for these improvements,
but it is important for both of us to know the proposed timing
for their construction. Most of these items have been discussed
a number of times with our inspection staff, but there seems to be
some confusion about when they will be completed. Please submit by
July 11, 1979 a letter indicating the date by which each of these
improvements will be completed.
A. Items which are not yet built and are overdue for construction:
1. Approximately 12 to 15 feet of curb, gutter and sidewalk
to tie Stonehenge with Parkwood on Rollingwood and Brook-
wood.
2. Sidewalk on the south side of Stuart Street from Rolling -
wood to Welch Street.
3. Sidewalk on the south side of Breakwater Drive where the
street was relocated to accomodate existing trees.
4. Street signs in the 3rd Filinq of The Landings.
B. Items which need additional work in order to make them
functional:
1. Install an outlet in the detention pond south of Stuart
Street in Stonehenge-4th Filing.
2. Detention and drainage systems on The Landings subdivisions.

C. Items which should be under construction now in order to
have them completed in accordance with the schedule out-
lined in the utility agreement or the City Code. For
example:
1. All the improvements on Horsetooth Road adjacent to
The Landings subdivision.
2. Sidewalk on the south side of Stuart Street adjacent
to Stonehenge 6th Filing.
D. Many items which have been constructed do not appear to
be in conformance with the plans. Please submit plans
showing any changes that were made during construction or
have your engineer verify that the following items have
been constructed according to the plan.
1. Detention system in Stonehenge 4th may not be graded
properly.
2. The installation of the tennis courts in Stonehenge 4th
resulted in a change in the drainage system. We have
no plans reflecting the change.
3. The bridge at The Landings inlet was not constructed
according to the plan.
4. Catch basins on Breakwater Drive have been changed to
walk drains.
5. The intersection of Horsetooth and Landings Drive does
not drain well.
In addition, I received a copy of the letter you sent to Gwyn
Strand concerning payment of utility bills and various credits
owed to you by the City. You indicated a credit of $3,492.00
for oversizing of Stuart Street. A payment for the street over -
sizing has been processed through this office in the amount of
$2,569.87. We agree with your charges for base course, however,
the reimbursable portion of the paving cost was overestimated.

RE: Status of Reid Rosenthal Is development work
Enclosed is a copy of a letter which I hand delivered to
Reid on Saturday, July 8, 1979.
Since then I have talked with Tan Mannschreck twice in an
effort to get the dates for completion of the items indicated
in my letter.. During our most recent conversation..which was
yesterday in my office, he pranised to submit a letter to me
by Friday with the necessary dates. I informed him that I `mould
be sending another letter to Reid by Monday if I didn't have
the dates by then. The letter to Reid would indicate that
no more certificates of occupancy and building permits will
be issued until the dates for completion of Reid's work
are resolved.

Dear Reid,
There has been much discussion lately concerning unfinished work in your
Stonehenge and Landings developments. So that there will be no mis-
understandings as to what the City will accept as completion dates on this
work i enclose a list of remaining public improvements and required dates
of completion:
A. The following items must be completed by October 5, 1979.

1. Submit an "as -constructed" set of drawings to the City Engineer's
office showing grades and utility locations, Landings and Horsetooth
intersection.
2. Submit to the City Engineer verfication from your engineer that the
detention ponds in the Landings subdivision are of the design
capacity, and are located and sloped in accordance with approved
plans.
3. Submit to the City Engineer, plans for your proposed changes on
the detention and drainage system, Stoneham 4th and- t► filings,
The following items must be completed by October 31, 1979:
1. All improvements on Horsetooth Road, as shown on approved utility
plans, landings lst.
2. Install four (4') foot sidewalk along the south side of Stuart
Street, Stonehe4ige_4th_and 6th if not deleted by Council October 3,
1979.
3. install four (4') foot sidewalk per landings 1st utility plan along
the east side of landings Drive.
4. Complete all Landings detention and drainage systems as shown on
approved utility plans.
5. Complete the required detention and drainage systems in the Stonehenge
4th and 6th filings.

b. Make repairs to streets in the Landings subdivisions which were
damaged due to incomplete storm drainage as a result of detention
systems not being coupleted.
7. Install a four (41) foot sidewalk along the south side of Breakwater
Drive at Lenay, Landings 3rd.
Failure to meet these deadlines will result in building permits and certi-
ficates of occupancy being withheld in the affected areas.
