The following comm ary and final P.U.D. for Soundtrack are ottered: 1. Additional right-of-way should a dedicated along College Avenue to provide capability to match the doub a left turn bay proposed for the north side of the intersection as part of t e Gateway at Harmony Road P.U.D. 2. A Soils Report needs to 3. Show the existing submitted. on the Mason Driveway entrance. 4. Realign the ramps itj/front of the store so they line up with each other. 5. The utility plans ,lo not show a fire service line. The fire service line must be a minimum f7q 6 inches. This diameter may be less if specifically designed for the proposed fire sprinkler system. 6. Please indicayb the distance from the curb cut on Mason to the curb cut for Wal-Mart to the south. 7. The utility plans should include a section on signing and striping 8. Staff q estions the location of the trash enclosure along the College Avenue fronts Wouldn't this be better located over by the installation bay? It would seem more trash would be generated by the installation operation than the u loading operation. Also, Note #3 is too vague. The trash enclosure shoul consist of materials to match the building's exterior. 9. Has it been decided whether the entry feature will be a fountain or seating area? Please provide a schematic indicating the height, dimensions, sign copy, and monument treatment. Staff strongly discourages pole signs and reader boards. Total square footage will be reviewed carefully to assure a level of quality for this important intersection. (The Gateway at Harmony Road was closely scrutinized for overall signage.) 11. Note #I1 should state that signage must conform to the specifications allowed on the P.U.D. in addition to the requirements of the Sign Code. 12. Motorcycle and bicycle parking must be provided 17. The landscape plan indicates that existing trees will have to be moved along College Avenue. It is the City's position that this site has lost enough trees over the years and that these trees should not be moved unless absolutely necessary. Please submit a justification for removing these trees to Mr. Tim Buchannan, City Forester, Department of Parks and Recreation. 18. Staff applauds the specification for a Camperdown Elm. This is a quality tree but may be difficult to find. The landscape contractor should be notified as early as possible in order to locate this tree. 19. The final comment refers to the long and tortuous approval process for the Arbor Plaza P.U.D. and the treatment of the natural riparian habitat of Mail Creek. As you are well aware, the loss of the Mail Creek generated substantial controversy in the community at large and the downstream residents in particular. The P.U.D. and plat show that the Mail Creek area is now an out parcel and not given any additional landscape treatment. Staff feels that between the Arbor Plaza development and the Soundtrack P.U.D. that there is a responsibility to turn what remains of Mail Creek into an aesthetically pleasing feature. Simply adding a retaining wall appears insufficient. It is Staff's contention, therefore, that this area should be upgraded to include an imaginative use of native landscape materials that would be low maintenance and yet promote a sense of quality open space. tony Hughes Letter May 18, 1989 n This concludes Staff comments at this time. In order to stay on schedule for the June 26, 1989 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions are due June 7, 1989. PMT's, colored renderings, 10 prints are due June 19, 1989. Final mylars and site covenants are due June 22, 1989. I suggest that we meet to discuss these comments at your earliest convenience. Dear Mike: MIAI 2 4 I The Fort Collins -Loveland Water District and the South Fort Collins Sanitation District have reviewed the above mentioned project, and submits the following comments: 1. General notes are to include the following: All water line and sanitary sewer line construction shall conform to the most recent Fort Collins -Loveland Water District and South Fort Collins Sanitation District specifications and regulations. The current General Note #1 should be corrected by deleting sanitary sewer and water. 2. The water lines shall have a minimum horizontal clearance of 3' from the curb and gutter. 3. The 1" copper service line is to be relocated to the west side of the fire hydrant valve. 4. The typical bedding detail should indicate a 4" minimum gravel depth beneath the pipe. 5. The water service detail for curb stops is to be included on the detail sheet. 6. The fire hydrant detail is to be included. 7. Box 580 Fort Collins, CO 80522 RE: Soundtrack At Arbor Plaza Revised Plat and Construction Plans Rick: Attached for your consideration are the following items: Redline comments from initial submittal, 2 sets. 2. Revised plans, including plat, 3 sets. 3. Revised Drainage Report, 3 copies. 4. Retaining wall structural design notes, 2 copies. 5. Quantity takeoffs, 2 copies. Project No.: 794.1 Comments from the south district have been addressed in the revised plans, and a copy of the plans have been submitted directly to Terry Farrill for review. We will procure district signoff prior to submitting the mylars to the City. I would point out the following items to you: We have shown on the utility plan a 4" fire line to the building for the internal sprinkler system. as the building has not been designed, and the sprinkler system sized, we do not know the demand for this service line. Discussion with Terry Farrill indicates a 4" line is the most likely size. Please advise if this presents a problem with the Fire Authority, we can change if necessary. 2. The plat has been changed to show the additional right-of-way for College Avenue, also a portion of Tract A has been described as a separate easement to facilitate a future agreement for access maintenance among other buildings between South Mason and the two arterials. Additionally, there has been a transfer of ownership from Arbor Plaza Associates to Matmar (same people, new corporate name), which included various easements, including one for the existing 42" storm sewer on the site. The previous easement on the plat has been changed to reflect this. We have depicted the existing alignment for the Walmart access road on the road plan and profile; the centerline of which does match our proposed access road. Existing striping on South Mason has been shown, no changes are proposed. The only proposed traffic control improvement is a stop sign at South Mason. We did not show existing signing and striping on the arterials as no changes are proposed, nor will traffic be affected during construction. 4. The structural plans for the retaining wall have been changed to reflect a review of the design by an independent structural engineer, and to add a hand railing to the wall. The parapet should be high enough to stop a vehicle jumping the curb; the railing is intended for pedestrian sightseers. I believe the landscaping plan will be changed to add vegetation below the wall on the west and east ends. 5. The building architect in Denver requested a change in the site grading plan, which in turn affects the drainage somewhat. The concept and proposed Improvements did not change, but the numbers required some adjustment. The report and the plan have been changed to reflect this. Project No.: 794.1 Drainage Report Glen: Pursuant to our phone conversation regarding the drainage report and related construction drawings for the Soundtrack project, we have made the following changes to the drawings. First, as I indicated on the phone, the grading plan had been revised to remove the interceptor swale between the proposed building and College Avenue and Harmony Road at the request of the building architect. Inspection of the existing contours indicated that the area draining to both the arterials did indeed increase, which would result in a higher contribution to the gutter flow. To remedy this we have changed the grading plan to once again include this swale, which will decrease the area draining to the street. The resulting area is still somewhat greater than the existing condition, however the increase is minor (260 square feet), and runoff will be appreciably the same as the existing condition. Second, we have added a baffle plate to the storm sewer stilling basin detail on sheet 7 of 7. A concrete baffle similar to the Bureau of Reclamation details would be difficult to form for a structure of this size, therefore we propose to have a quarter inch steel plate fabricated to be bolted to the top of the basin sidewalls. Additionally the basin sidewalls were raised to a level above the crown of the storm sewer to completely contain the discharge. This steel baffle plate has the advantage of being removable should maintenance efforts require access to the sewer. Please call should you have questions or comments.
