I recently received a letter from Alden Hill on behalf of Mr. F. W.
Michael regarding Mr. Michael's property at approximately the intersection
of Prospect and Taft Hill Road. Enclosed in that letter was a copy of an
earlier letter addressed to the City dated September 17 from Mr. Hill
explaining the problem. My letters indicated that copies were sent to
you. I assume that someone is looking into this matter and that you will
let me know if I am to take any action on it; and therefore, unless I
hear from you otherwise, I will take no action.

Dear Mr. Michael:
I received a copy of your letter of February 12, 1974, to Mr. Alden T. Hill
concerning a drainage problem on your property. The original letter calling
this to our attention came from Mr. Hill to our Mayor. At that time, I ver-
bally discussed the matter with Roy Bingman, Community Development Director,
and Arthur E. March, Jr., City Attorney. A letter was sent to Mr. March in
November, 1973. Enclosed is a copy of my letter dated December 31, 1973, to
Mr. March on the subject.
I do not know whether Mr. March has been in contact with Mr. Hill. However,
since the original letter was addressed to us from your attorney, I felt it
proper to have our activities handled by our City Attorney. I am requesting
Mr. March to contact Mr. Hill to discuss this matter. After the two attor-
neys meet and discuss the matter, it might be advantageous for all of us to
get together.
I do not know what the City liability, if any, is on this project or what the
solutions are. However, it is important that we try to work together, and I
apologize for your not receiving any response on this matter.

The following is in response to your correspondence inquiring the status of
the repairs of the underground tile drainage system in and near Sonoran View
Estates at the intersection of Taft Hill Road and Prospect Road.
As you are aware, City crews have spent a considerable amount of time either
repairing the underground tile, trying to locate the tile system in the area,
or the cleaning of the drainage ditch on the east side of Taft Hill Road.
In regard to the repair of the underground tile system, activities by Street
Department crews have spanned a number of years.
Correspondence quoted in your letter verifies City crews attempted to repair
any tiles that were damaged. City street crews have tried on numerous occasions
to do this and in many instances found no tile to repair.
I am surprised by your correspondence, because I think the City has acted
in your behalf toward the repair of the system.
If you have any comments or questions regarding the above, please feel free
to contact me.

Dear Mr. Keckter:
As we discussed on the telephone recently, the lot you are
considering purchasing on Longsworth Drive is part of Sonoran
View Estates Subdivision. The plat I have examined shows that
this was a County Subdivision in 1960 and was annexed into the
City in the mid-1970's. This subdivision does not meet the
current street or water supply standards. There are no water
lines or fire hydrants. Because our practice has been to
apply the current standards for single family subdivisions at
the time of development or change in land division, we have no
mechanism to retroactively require water supply or fire
hydrant requirements on existing, platted subdivisions.
I have examined the engineering files at the City and find no
water supply or fire hydrant requirement.
If you purchase a lot in this subdivision, you should be aware
that the closest usable fire hydrant is approximately 1400
feet from the end of Longsworth Drive. This would reduce our
fire suppression effectiveness if a fire should occur and may
affect your insurance rating.
