Dear Mr. McCabe:
Staff has reviewed the preliminary application for Helmshire House PUD and
has the following comments to make:
1. Any changes to existing utilities would be at the developer's expense.
2. On -site detention must be provided or a variance must be granted by the
Storm Drainage utility. A written variance request should be directed
to the Storm Drainage utility.
3. Any existing sidewalk along the site must be upgraded to City standards
as part of the proposed development, including a handicapped ramp at the
corner of College and Garfield. The width of existing walks must be shown.
4. The existing R-O-W of College and Garfield must be shown on the site plan.
5. Fire access can be provided from the alley and/or Garfield Street. The
drive around the front of the site is not needed except for loading
purposes.
6. The entire alley between Garfield and Pitkin Streets must be improved
as part of this project.
7. The parking as shown on the site plan along Garfield Street is within
the R-O-W and, therefore, unacceptable. The number of spaces provided
is inadequate for both proposed uses, (i.e., 36 spaces required for hotel/
inn units plus 2 spaces per every 3 employees and 54 spaces for apartment
units). Staff will not support a variance to the off-street parking re-
quirements due to the existing parking useage along Garfield. Handicap-
ped, motorcycle, and bicycle parking must also be provided. Stall lengths
must be 19' or 17' with a two -foot overhang and wheel stops Provided.
8. Staff would suggest the proposed structure be shifted toward the southwest
corner of the site, deleting the drive -around lane, in order to provide
additional parking.
9. Building envelope dimensions must be given.
10. The height and materials of the proposed fence must be specified.
11. Existing vegetation must be shown on the site plan as well as any vegeta-
tion proposed to be removed.

12. Exterior lighting needs to be addressed.
13. Greater detail needs to be provided regarding the proposed architectural
elevations (i.e., buildidng materials, elevations from several directions).
14. An attorney's certification statement is needed on the site plan. Both
the property -owner's and attorney's statements need to be signed prior
to Planning and Zoning Board review of this proposal.
15. Greater detail must be provided in order to evaluate the energy conserva-
tion criteria for "Business Service Uses." The site would not achieve
any credit for being part of a center.
16. The site is not within 2000 feet of a neighborhood shopping center for
Density Chart credit. Greater detail and commitments are needed for the
evaluation of Density Chart credit for energy conservation and automatic
fire extinguishers.
Five copies of the revised site plan reflecting these comments must be submit-
ted to this office by Thursday, June 9, 1983. By Monday, June 20, colored
site plans, elevations, and an 8z" x 11" reduction must be submitted. If

Dear Harry:
Staff has reviewed the final PUD submittal for Helmshire House PUD and has
the following comments to make:
I. A 6 foot easement is needed for Light and Power along the west side
of the existing alley.
2. The existing water and sewer services must be used or abandoned at
the main.
3. The nearest fire hydrant needs to be shown on the site plan. A
hydrant may be required, depending on the location of the nearest
existing hydrant.
4. All property lines and their dimensions need to be indicated on the
site plan.
5. The legal description needs to be amended to include that portion of
land east of the alley.
6. Bicycle racks need to be shown on the site plan.
7. All signs must comply with the sign code.
8. The height and materials of the decorative fence need to be specified.
9. Wheel stops or curbing must be provided for parking stalls using the
two -foot overhang.
10. A ramp needs to be provided for the handicapped parking stall.
11. The developer is responsible for repairing any damaged curb, gutter
or sidewalk.

12. Walks adjacent to the parking overhang areas need to be 6 feet wide.
13. Ramp designs should be on utility plans (rather than the site plan)
and designed to City standards.
14. Access and utility easements are needed. Locations will be determined
with utility plans.
15. The attorney's certification used on the site plan has been superceded.
16. Shifting the trash dumpster to the west could improve sight distance
along the alley.
17. The landscaping plan does not allow for the two -foot overhang of
parking stalls along Edwards Street and along the east side of the
alley. Tree locations proposed in these areas would conflict with
the overhang.
18. Some landscaping along the north and east sides of the building would
also be affected by widening the walkways to 6 feet.
19. The mylar of the landscape plan submitted to this office must be
24" x 36" in size. Reproducible mylars of the site plan and building
elevations must also be submitted.
20. Owners' signatures on both the site plan and development agreement
will be required by 4:30 p.m., October 20, 1983.
Five copies of the revised site and landscape plans reflecting these comments
must be submitted to this office by Monday, October 10, 1983. On Monday,
October 17, 1983, the colored site plan and 8z" x 11" reductions are due. If

COMMENTS:
1. Existing water and sewer services must be used or abandoned at main.
2. Revise transformer sizes.
3. New building may need to be sprinklered. Siamese connection would
need to be located near the back of the proposed structure.
4. Revised drainage report will be needed.
5. Any curb, gutter and sidewalk needing repair or damaged during con-
struction must be repaired by the developer.
6. Staff would encourage donation of the existing structure, rather than
demolition. Ken Waido is contact person regarding donation.
7. Setbacks along College of proposed structure need to be evaluated. Staff
would recommend shifting the proposed structure farther to the east.
8. The introduction of retail uses, as well as the additional 10 units,
will require additional parking. The adequacy of the proposed parking
will be evaluated by staff.
9. Architecture of proposed wing should blend with that of approved structure.
