Topic: General Number:18 Created:2/7/2003 Pending The utility plan is highly conceptual at best. Please submit utility plans according to the Larimer County Urban Area Street Standards, as well as a completed utility plan checklist (LCUASS appendix E), a soils report, etc. 3.11.03 - Repeat - The City's development review process does not separate the engineering (construction) plans from the rest of the review. Please submit detailed engineering plans at this time. The single -sheet preliminary utility plan is still insufficient. 5.6.03 - Thank you for submitting more detailed plans. Please see the plans and the utility plan checklist for additional comments. Number:19 Created:2/7/2003 Resolved The site and utility/grading plans do not match. Please see the attached handout for the detail to use. 3.11.03 - Repeat. Number:21 Created:2/7/2003 Pending Any proposed work to be done offsite will require letters of intent from affected property owners and completed offsite easements submitted to the City prior to final City signoff of the plans. 3.11.03 - Thank you for the letters of intent already provided, but several items are still missing: -The letter from CSU needs to also address the need for a 15' utility easement along the Shields Street ROW, as well as the intent to provide an emergency access easement onsite. Page 1 -Letters need to be provided from all affected property owners to the south of the site whose properties will be impacted by the construction of the new sewer line. The county's online records indicate 3 different property owners for affected parcels, yet the letter from CSU indicates that the university has the ability to grant the needed construction easement(s). Please clarify. 5.6.03 - Please provide legal descriptions and sketches, etc. as required on the attached handout regarding the process for dedicating easements and ROW to the City. For private easements needed for this project, please provide copies of the completed easements. Number:22 Created:2/7/2003 Unresolved Gray lines on the plans are too light to be reproducible. Please darken them so that they are. 3.11.03 - Repeat for the Utility plan sheet. See LCUASS Appendix E-6 for document quality requirements. These requirements apply to all sheets, including site/landscape. All redlines should be relayed to the appropriate consultants for their use in revising plans, then returned to the City with the next submittal. I have not been able to identify this area on the plans. Please clarify. 5.6.03 - Repeat Number:73 Created:4/4/2003 Resolved According to Water/Wastewater, if the sewer connection out to Lake is utilized, resulting in upgrading the size of the connection, the existing easement for this line will need to be widened to a total of 30 feet - 15 feet on each side of the pipe. This is prohibited under LCUASS, so please divert the water to an under -walk drain and re -grade this area to prevent the flow of water over the public walk. Both streets running east -west and intersecting Burton are named James Court. They are labeled correctly on the Utility plans. (The sidewalk needs to be widened to abut the property line, and edges of sidewalks are required to have at least 2' of clearance from retaining walls.) 5.6.03 - Repeat Topic: Utility Plan Number:23 Created:2/7/2003 Resolved Please show existing features (parking lots, buildings, streets, etc.) offsite for a minimum of 150' beyond project limits in all directions. If either streets are lacking in ROW to meet the Master Street Plan, please dedicate ROW to standards as required by the Land Use Code. James Court is a Residential Local needing a total width of 51' - this development would be responsible for half that width from the centerline of the existing road, or 25.5 feet. Shields is a 4-lane arterial, with a total ROW requirement of 115 feet. This development is also responsible for improvements to these streets to bring them up to current standards. 5.6.03 - please provide dedication documents for the new ROW. For example, the standard utility easement along local street ROW is 9 feet, while along arterials it is 15 feet wide. 3.11.03 - Repeat - Please dedicate the 15' utility easement along Shields Street. 5.6.03 - Repeat. Final limits are to be determined in the field by the City Engineering Inspector. All repairs are to be in accordance with City street repair standards. Please widen to the edge of the proposed ROW. It may be adjusted in areas to save trees, but, in general, needs to be wider (min 55). 5.6.03 - Repeat. Department: Transportation Planning Issue Contact: Tom Reiff Topic: General Number:42 Created:2/19/2003 Resolved The site/landscape plan is different than the submitted utility plan. It is unclear which proposal is correct and should be reviewed. Please clarify which proposed plan is correct. Number:43 Created:2/19/2003 Resolved It is recommended that a fence not prohibit students that may be walking to CSU from James Court. Consider placing bollards at the edge of the development and James Court to allow direct pedestrian access to CSU. FOLLOW-UP COMMENT (3-19-03): It is still recommended that students and or residents be able to walk or bike between lots. If parking is a concern for residents on James Court, than parking policies need to be made clear to future residents at the CSU dormitory that all personal vehicles must be parked in the lot provided. Number:44 Created:2/19/2003 Resolved A meeting is requested to discuss the pedestrian and bicycle porosity in this area as discussed in the West Central Neighborhood subarea plan. Number:46 Created:2/19/2003 Resolved There is a discrepancy between the site / landscape and the utility plan on the driveway cut onto James Court. One plan has it identified for emergency access only, while the utility plan has it open for public access. It is requested that the drive be open to both emergency vehicles and the public. FOLLOW-UP COMMENT (3-19-03): The driveway cut onto James Court is still requested to allow for full access to the parking lot and not be limited to emergency vehicles. (5-7-02) A site and landscape plan showing all necessary improvements is needed as part of the submittal. Number:47 Created:2/19/2003 Pending Please dedicate the required right of way (ROW) for James Court and Shields St. with this submittal. James Court is a local street which consists of a 51 foot total ROW, and Shields St. is a 4-Lane Arterial with a 115 foot total ROW from centerline. A sidewalk (detached preferred) will need to be constructed along the frontage of James Court from Shields St. and connect to the existing attached sidewalk along Burton Court. FOLLOW-UP COMMENT (3-19-03): Since the sidewalk along James Court will be attached an additional foot of concrete is required, which would increase the width to 5' 6". However, this does not include the 6" curb. The total width of the sidewalk and curb should be 6 feet. (5-7-03) It is difficult to Page 5 determine from the Utility Plans the width of the sidewalk along James Court. As stated previously the minimum width of the walk and curb from the Shields St. walk to the walk on Burton needs to be 6 feet if attached, while accounting for a smooth transition into existing walks.
