ENGINEER: Marc Virata ❑ No Problems 0 Problems or Concerns (see below or attached) Comments: • The two driveways of the crescent type drive need to have the driveway approaches to them removed and replaced with driveover curb and attached sidewalk to match the existing sidewalk. This would require additional street cuts onto Roma Valley Drive. • Because of -the multiple patching shown, the cuts to remove the driveway approaches and the distances between these all, the City Inspector has determined that a continuous full -width mill and inlay instead of patching shall be required from the furthest west "patch" to the furthest east "patch". • Because of the mill and inlay requirement, sanitary services that arc no longer used and are within the mill and inlay section should looked at being abandoned and removed. • 'the plans note that sanitary sewer services are to be abandoned in place, does this mean that they will simply be left alone in their current state? • Is 500 square feet requirement for drainage being adhered to for the driveway? • Provide a detail of the new driveway and ensure that concrete to the property line is noted on the plan set. • What is the distance between the centerline of the new driveway off Roma Valley Drive and the Roma Valley Drive/Mail Creek Lane intersection? LCUASS requires a 175' separation between centerlines. • Add City, County and District Approval blocks as well as general notes to the plan set. • It is my understanding that a minor amendment is required to be approved in the City for this process. • Legal descriptions should be submitted to start the process of vacating easements. • Additional comments may be made with the submittal of 90% type of drawings. • Traci Downs at the County offered the following comments in an email received 4/8/02 at 10:19am: ♦ "Sorry about the delay in my response regarding the plans from JR Engineering. Fortunately, we do not have any major concerns with the widened access oft of Mail Creek Lane. 1 lowever, an Access Permit must be issued by Marc Lyons in our office prior to any work within the County right-of-way. Fle can be contacted at 498-5709 for more information on the access permit and any requirements associated with the permit." " • The plans now show two patches on the south side of Roma Valley Drive and a continuous patch along the north side of the road. In discussion with the City Pavement Engineer, the previous requirement regarding a full -width mill and inlay is still applicable and required. This is consistent with LCUASS 25.5.2.D which requires a mill and inlay when 3 or more cuts are proposed within a 75-foot long roadway section. The City Pavement Engineer does concur with the suggestion that the mill and inlay requirement may be waived if care is taken during the construction along the north side of the roadway not to impact the existing road surface. The plans should still be revised to reflect the mill and inlay requirement over the entire area where patching is now shown, with a note referencing this to state to some effect that "The mill and inlay as shown may be waived if care is taken during the construction along the north side of Roma Valley Drive not to impact the existing pavement. The patching for the street along the south side of Roma Valley Drive shall then be determined in the field by the City Engineering Inspector. All repairs to be in accordance with City Street repair standards." • The plans show access ramps for the driveway off Roma Valley Drive that are not typical per LCUASS. This design is satisfactory to Engineering provided the following: - Concrete is extended on the driveway as redhned. - Sidewalk is carried through the driveway. - Right-of-way or an access easement is dedicated across this section. • Legal descriptions and deeds of dedication should be submitted to start the process of vacating and dedicating easements/right-of-way. Mylars will not be signed off until the documentation is provided. • It is noted that the separation between the centerline of the new driveway off Roma Valley Drive and the Roma Valley Drive/Mail Creek Lane intersection does not meet LCUASS separation requirements but Engineering has approved of this variance from standards. • Add the City signature block on the two detail sheets. • Per Ted Shepard, Current Planning does require a minor amendment for this proposal. This minor amendment is for proper documentation within the Miramont Vallcy P.U.D. Provided the comments above are addressed and other departments/entities arc satisfied with the submittal, mylars may be submitted. Mylars submitted to the City for signature should already have signatures from both the District and Latimer County. Development Review Comments — Page 2
