Response: Acknowledged Department: Stormwater Utility Issue Contact: Basil Harridan Topic: Drainage Report Number: 20 Created: 3/7/2005 [317/05] Please discuss in the report how the calculated impervious area in this site would compare to the one assumed in the SWMM model done in conjunction with the PVH Infrastructure plans. Response: This is discussed we have noted that this is 88% impervious but was anticipated for this portion of the site. Topic: Grading Number: 18 Created: 3/7/2005 [3/7/05] Please extend the grading of Swale A to show how it ties in to the existing swale draining to the south. Response: We have extended the windo to show this In this interim grading condition, Swale A crosses over a proposed sanitary sewer line, please make sure that the sanitary line will have the necessary cover in the interim condition. Response: The storm sewer now crosses underneath the pipe. This is shown in the profile Topic: Plat and Easements Number: 29 Created: 3/9/2005 [3/9/05] Clarify on the existing easement on Tract A what portion of that easement will be retained and what portion will be vacated. Response: We have made the whole area a access, drainage and utility easement. Please provide a copy of the off -site easement required for the off -site Swale leading from this site to the existing swale south of Lot 2. The plat currently shows the 30 foot drainage easement in the parking lot to be cut-off by a Utility and Emergency Access Easement, please make sure that the drainage easement for the proposed storm sewer is continuous. Please vacate the existing portion of the drainage easements on the site Response: The plat does vacate existing easements. Topic: Utility Plans Number: 19 Created: 3/7/2005 [3/7/05] Please clarify what will happen to the existing equalizer pipe leading from Pond 393 to this site, will it be abandoned in place? Response: Yes Show details of how this pipe will be handled with final submittal. Response: This has been taken care of on the Infrastructure Plans Please also show at final submittal how the overflow from the existing irrigation pond will be accommodated through the existing storm sewer that goes across the private drive. Provide details on the new grading for the existing irrigation pond to the north of the drive. Response: This has been taken care of on the Infrastructure Plans Department: Traffic Operations Issue Contact: Eric Bracke Topic: General Number: 17 Created: 3/3/2005 [313/05] In general, the project is consistent with the original transportation impact study. The new signal at Snow Mesa/Harmony will be sufficient to handle the traffic loads. At what point does Snow Mesa get constructed to the south and Timberwood get constructed to Timberline? Response: Please refer to the phasing plan created by Stantec with the Infrastructure project. This phasing plan indicates when certain improvements will happen. Department: Transportation Planning Issue Contact: David Averill Topic: Site Plan Number: 23 Created: 3/8/2005 [318/051 The design as submitted is not meeting the "connecting walkway" standard as mandated by section 3.5.3(B) (1) of the LUC. My suggestion to remedy this situation is to construct a sidewalk (preferably 4.5' if detached, 6' if attached) from Snow Mesa drive running adjacent to the eastern edge of the parking area, then crossing the service access as shown on the site plan. See redlined site plan for clarification. Thanks. Response: An 6 foot walk has been detached from the entrance drive to allow for safe Pedestrian connection fro the east campus to the west campus. Number: 24 Created: 3/8/2005 Page 5 [318/05] When will the "future pedestrian connection" be constructed to the west? Why isn't this being constructed with this project? What is it connecting to? Also, please show this detail on the utility plans. Thanks. Response: The future connection to the west will be constructed when the central green improvements are made. The timing of this is currently being worked out with PVHS. Topic: Utility Plans Number: 21 Created: 3/8/2005 [3/8/05] Several access ramp locations are not identified on the utility plan set but are correctly Id'd on the site plan. Please add these "missing" access ramps to the utility plans. See redlines for clarification. Thanks. Response: We have coordinated these Number: 25 Created: 3/8/2005 [3/8/05] There are several prominent improvements missing from the utility plan set that I received but are shown on the site plan. These are: A). The meandering walkway along the southern edge of Harmony Rd (to be constructed with this project) B) the northern curbline of the proposed private drive - including the sidewalk and the connection between the private drive sidewalk and the aforementioned meandering walkway along Harmony, and C). Snow Mesa Drive in its entirety, including curb, gutter and sidwalks. Please show forgive me if I am mis-understanding the extent of this project, but it would seem that these improvements need to be shown on the utility plans. Thanks. Response: This is now shown Number: 26 Created: 3/8/2005 [318/05) The crossings of the main walkways through the parking areas (from the private drive south to the building entrances) are problematic at the main drive aisle crossing directly in front of the proposed building. These walkways need to have a treatment that gives crossing priority to the pedestrian and should be designed and constructed in accordance with Section 3.2.2 C (5) (a) and (b) of the LUC. At this point in time neither the site plan nor utility plans provide details in this regard. Please revise. Thanks. Response: See planners response Department: Water Wastewater Issue Contact: Jeff Hill Topic: General Number: 9 Created: 3/3/2005 [313/051 Label all utility easement dimensions on the plat. Response: This has been taken care of. Number: 10 Created: 3/3/2005 [3/3/05] It appears that several existing fire hydrants will need to be relocated. Clearly define all relocation procedures. Response: These are now noted. My suggestion to remedy this situation is to construct a sidewalk (preferably 4.5' if detached, 6' if attached) from Snow Mesa drive running adjacent to the eastern edge of the parking area, then crossing the service access as shown on the site plan. See redlined site plan for clarification. Thanks. Number: 24 Created: 3/8/2005 [3/8/05] When will the "future pedestrian connection" be constructed to the west? Why isn't this being constructed with this project? What is it connecting to? Also, please show this detail on the utility plans. Thanks. Topic: Utility Plans Number: 21 Created: 3/8/2005 [3/8/05] Several access ramp locations are not identified on the utility planset but are correctly Id'd on the site plan. Please add these "missing" access ramps to the utility plans. See redlines for clarification. Thanks. Number: 25 Created: 3/8/2005 [3/8/05] There are several prominent improvements missing from the utility planset that I received but are shown on the site plan. These are: A). The meandering walkway along the southern edge of Harmony Rd (to be constructed with this project) B) the northern curbline of thp, proposed private drive - including the sidewalk and the connection between the private drive idewalk and th meandering walkway along Harmony, and JIforementioned 5 os sigma Da e XCHECK HERE IF YOU WISH TO RECEIVE COPIES OF REVISIONS Plat X Site Drainage Report Other _ Utility X Redline Utility .57 Landscape Page 1 C). Snow Mesa Drive in its entirety, including curb, gutter and sidwalks. Please show forgive me if I am mis-understanding the extent of this project, but it would seem that these improvements need to be shown on the utility plans. Thanks. Number: 26 Created: 3/8/2005 [3/8/05] The crossings of the main walkways through the parking areas (from the private drive south to the building entrances) are problematic at the main drive aisle crossing directly in front of the proposed building. These walkways need to have a treatment that gives crossing priority to the pedestrian and should be designed and constructed in accordance with Section 3.2.2 C (5)(a) and (b) of the LUC. At this point in time neither the site plan or utility plans provide details in this regard. Please revise. Thanks. Page 2 City of Fort Collins LUKE/ANGIE BHA DESIGN 4803 INNOVATION DR. FORT COLLINS, CO 80525 STAFF PROJECT REVIEW Date: 03/11/2005 Staff has reviewed your submittal for PVH HEALTH SYSTEMS - HARMONY CAMPUS 4TH FILING, HEALTHY LIVING CENTER PDP, TYPE I, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Cameron Gloss Topic: General Number: 43 Created: 3/11/2005 [3/11/05] The applicant has indicated that there may be the desire to add a cover to the walkway between the proposed Healthy Living Center and the existing Medical Office Building that would cross the proposed property lines for Lot 1, Lot 2 and Tract A. If that is the case, a note should be added to the Site Plan indicating the possibility of a future covered walkway crossing the property line and that the consent of the property owners has been given for such encroachment. This note should also appear on any plans submitted for a building permit in order to alert the Building Department that consent has been given. Response: The walkway will not be included in the FCP submittal. Number: 44 Created: 3/11/2005 [3111/05] In order for the PDP application to be scheduled for a public hearing, the Letter of Intent for off -site easements (see comment 39) will need to be submitted. Response: Done Number: 45 Created: 3/11/2005 [3/11/05] Please provide a sidewalk connecting the sidewalk system on the southwest corner of the Snow Mesa Drive/private drive intersection with the proposed sidewalk immediately northeast of the Healthy Living Center. Response: This has been noted Department: Light & Power Issue Contact: Alan Rutz Topic: General Number: 14 Created: 3/3/2005 [3/3/05] Proposed location of the electric transformer is not accessible by a line truck. One option is to place the transformer next to the trash enclosure and widen the driveway leading to it. Response: Both transformers have been shown within 10 feet of a drivable surface and appropriate offsets from buildings and landscaping have been executed. The primary electric source for this development is located near the west side of the building. Locating the transformer to the west side of the building will shorten the length of primary cable required for the project. The cost for primary cable and backfill is $16.23 per foot. Response: Acknowledged. Contact Light and Power to discuss transformer specifications and location. Response: The light and power department has been contacted. Number: 15 Created: 3/3/2005 [313/05] Contact Light and Power to discuss the platting of this project. A tract may need to be platted to the east and south of the building lot. This will depend somewhat on how the land to the south is going to be developed. Response: Acknowledged Page 3
