Dear Marc:
This letter is a variance request with regard to driveway
separation along Boardwalk Drive. Boardwalk Drive is classified
as a minor (two-lane) arterial street on the Fort Collins Master
Street Plan. It was built prior to adoption of the "Larimer
County Urban Area Street Standards," (LCUASS). The distance
between Harmony Road and Whalers Way is 650 feet, on -centers. In
this segment, there are two existing driveways on the west side
of Boardwalk Drive. Both of these driveways fit the definition
of a high volume driveway. The south driveway is 210 feet north
of Harmony Road, on -centers, and the north driveway is 110 feet
south of Whalers Way, on -centers. The distance between these
driveways is 330 feet, on -centers. According to Table 7-3 in
LCUASS, the separation between driveways and intersections is
460-660 feet, on -centers. The locations of the existing
driveways do not meet this spacing criterion. It is assumed that
this condition does not require a variance, since it already
exists. The First MainStreet Bank Development, on the east side
of Boardwalk Drive, cannot change this condition.
The First Main Street Bank Development is an "i.nfill"
development. There is existing residential and commercial
development on all sides of this site. This segment of Boardwalk
Drive is physically constrained due to previous development
decisions. The site plan for the subject development shows a
driveway on the east side of Boardwalk Drive that is 195 feet
south of Whalers Way, on -centers. It is 85 feet (on -centers)
south of the north driveway on the west side of Boardwalk Drive.
The offset between these driveways is such that there could be
conflicting major street left -turning vehicles in the center
median area. It is recommended that Boardwalk Drive be widened
to provide for a center two-way left -turn lane in Boardwalk
Drive, south of Whalers Way. This center median lane will be
approximately 250 feet long, extending south of Whalers Way
through the proposed driveway on the east side of Boardwalk
Drive. This median area will provide for storage of the major
street left -turning vehicles at the proposed site access and at
the north driveway to the Pier Apartments. Using the long range
peak hour traffic forecasts, the calculated delay for the major
street left turns is 8-10 seconds per approach vehicle at either
access. Using the long range peak hour traffic forecasts, there
will be less than a 1$ probability of left -turning vehicles from
opposite directions occupying this center median lane at the same
time. However, it is acknowledged that there will be a time when

this will occur. Under that circumstance, common driver courtesv
would indicate that the first vehicle in the center median lane
would execute their maneuver first. This occurs at many other
locations in Fort Collins where continuous center left -turn lanes
exist with driveways on both sides of the street.
The location of the proposed site access driveway on the
east side of Boardwalk Drive does not meet the spacing criteria
in LCUASS. Current striping on Boardwalk Drive is such that
major street left turns are made out of the through lanes. This
is considered to be less than ideal. The recommended widening on
the east side of Boardwalk Drive and the restriping will remove
left -turning vehicles from the through traffic lanes. The
probability of major street left -turning vehicles from opposite
directions occupying the center median lane between the existing
Pier Access and proposed site access is low. In consideration of
the above analyses and the expectation of designing for prudent,
courteous motorists, this will not be detrimental to the public
health, welfare, and safety. It is respectfully requested that
the necessary variances with regard to driveway location be
granted.
