A street lighting plan is included with the comments. Ornamental trees may be placed within 15 feet of the proposed streetlight so there does not have to be a significant gap on either side of the streetlight. Street trees have been replaced with ornamental trees at the 15' spacing. The developer will cover this expense. Page 5 Department: Stormwater Utility Issue Contact: Basil Hamdan Topic: Detention Requirements Number: 35 Created: 5/11/2004 [5/11/04] This site is in a part of the McClelland's drainage basin where the detention release requirement is 0.23 cfs/Acre not 0.5 cfs/Acre as currently designed. Please revise the calculations for the pond sizing to meet this release rate. The detention release requirement has been revised (i.e., from 0.50 cfs/ac to 0.23 cfs/ac). What is the plan to protect downstream/downslope areas from the box culvert extension and construction of Pavilion Lane? The proposed improvement will extend the upstream portion of the existing box culvert. The down stream/downslope areas from the existing box culvert will not be disturbed. Topic: Off -site flows Number: 39 Created: 5/11 /2004 [5/11/04] The design currently routes off -site flows from developed areas to the west through the detention pond. This makes the pond work in a less efficient manner, it is suggested that off -site flows be put in a separate system that would bypass the proposed detention pond. We considered the idea of using a parallel storm drain system to route the offsite flows around the proposed detention pond. Page 6 Topic: Plat Number: 52 Created: 5/14/2004 [5/14/04] The utility easement on Lot 1 Block 2 should be called a utility and drainage easement. Done. Please extend a utility and drainage easement onto Lot 1 Block 1 where the storm sewer stub out of the inlet on Pavilion Lane is to be extended. Done. We will provide the storm drain profiles with the final compliance submittal. The drainage plan should show a detention summary table, the 100 year water surface elevation for the detention pond should be called out, pond should have a spillway location designated on the plan and a design for that spillway should be provided. A detention summary table and the 100-year water surface elevation are shown on the plans. The emergency spillway is shown on the plan and a design for the spillway will be provided with the final compliance submittal. At final, water quality outlet details should be provided, rip -rap should be designed and placed at all pipe outlet locations. We will provide a water quality outlet structure with the final compliance submittal. Department: Transportation Planning Issue Contact: David Averill Topic: Construction Plans Number: 31 Created: 5/11 /2004 [5/11/04] There appears to be a tree located in the middle of the ramp that leads from the sidewalk fronting on JFK to the "plaza" area of the proposed building entrance. See landscape plan for redline. The tree has been relocated. This will facilitate a pedestrian crossing of JFK to those parcels east of JFK that are currently vacant. Upon further consideration, the City has directed us not to show the sidewalk access ramp aligned to cross JFK Parkway. Page 7 Number: 38 Created: 5/11/2004 [5/11/04] A 4' detached walk will need to be constructed along the edge of the "open space" at the western end of the property. This walk needs to include a sidewalk ramp for pedestrians to access the main walkway that currently exists to the west of King Soopers. This sidewalk has been added. Topic: General Number: 41 Created: 5/12/2004 [5/12/04] Transportation Planning requests that this development build a sidewalk along the southern edge of the parcel. This drive aisle does not currently have a continuous sidewalk on either its north or south side. A sidewalk on the southern edge of this project would provide a more safe and direct route for pedestrians who wish to reach the main walkway to the west of King Soopers from JFK. IF constructed this sidewalk should also have an access ramp to provide a crossing to the front (west) of King Soopers. This sidewalk has been added. After a public hearing the following items will need to be addressed: - A profile for the centerline of Pavilion Lane is needed. - Because centerline stationing was not used, please provide cross -sections of the roadway at the start and end point of all horizontal curves. - Label additional existing and proposed elevations of Pavilion out to JFK as redlined (and as specified in Figure 7-27 of LCUASS). - The southern flowline profile has a grade break just outside of the curb return and exceeds .4%, which is not allowed in LCUASS 7.4.1.13.3. - The length of the sag vertical curve on the south flowline profile appears to be counterintuitive with the coinciding vertical curve on the north flowline profile. With the south vertical curve being on the outside of the horizontal curve, shouldn't this length of vertical curve be longer? (In general the vertical design will be reviewed in greater detail after hearing when the additional information is provided). In addition the property owner(s) directly south and directly west consisting of shopping centers need to provide letters of intent. The parcel map information shows multiple ownership for both of these shopping centers. " With this project, we propose to extend the box culvert that was designed by Drexel Barrell & Co. The approved plans for this project are dated 01/09/98. To what extent are you requiring structural calculations? Also, can I provide the shop drawings for the box culvert during construction? It seems premature to request that they be provided prior to issuance of the development construction permit. Here is some history on the box culvert section and reinforcement details. I talked with Michael Middleton at Drexel Barrell & Co. prior to my last submittal. During our conversation, I asked Mr. Middleton if we could use the box culvert section and reinforcement information from sheet 18 of 75 of the plans that he stamped and signed. He agreed to allow us to use the section and reinforcement details as long as I was willing to sign off on the design. I agreed. Since we are proposing to extend an existing box culvert with no proposed change in the loading requirements or hydraulics. I felt it was best to use the existing design without proposing modifications. Can I reference the structural calcs that were completed for the box culvert by Drexel Barrell? With regards to comment No. 93: "With the depth of pavement on top of the box culvert extension ..." I am working with Terracon on this matter to update the geotechnical report. Prior to the most recent submittal we revised our design to maximize the cover that we provide over the existing and the extended box culvert section. The 24" CLIII RCP (i.e., SDA) was replaced with a 19" x 30" HEIII and the 18" CLIII RCP (i.e., SDC) was replaced with a 14" x 23" HEIII. Listed below is the cover over each pipe at the flowline (FL) and edge of pavement (EOP) on the north and south sides of Pavilion Lane: ** All distances are measured to the outside top of pipe. FL EOP SDA-IST-100: 1.38' 1.55' SDA-IST-101: 1.63' 1.80' SDC-IST-102: 1.41' 1.59' SDC-IST-103: 1.54' 1.70' In all cases, at least 18" of cover is provided at the EOP. Number 88: Yes, we are proposing sidewalk on the north side of Pavilion Lane between the westernmost driveway on the north side of Pavilion Lane and the point where Pavilion Lane expands. Additionally, we are proposing a standard driveway approach for the ditch rider to use to access the ditch road. Number 72: We moved the storm drain (i.e., SDC) to the west side of the sidewalk along J.F.K. Parkway for a couple of reasons. This move created more distance between the existing fire hydrant and the proposed storm drain, but not a full 10'. The access hole for the proposed storm drain manhole must stay out of the sidewalk; the east side of the sidewalk allowed us to design it that way. There is not room for the manhole on the west side of the sidewalk. The distance between the existing fire hydrant and the proposed storm drain is f6'. Can we use flow fill or some other fill material between the fire hydrant and the storm drain? Can the fire hydrant be moved north on Pavilion Lane until there is 10' of clearance between it and the storm drain? Number 73: Comment acknowledged. See sheet UT01 for revisions.
