Re: Plymouth Church Phase One Variance Request
Dear Eric,
As part of the Basic Development review process, for the expansion of the Plymouth
Congregational Church, additional right-of-way dedication along Prospect Road is required.
This dedication is 21 feet and an additional 15 feet utility easement.
The current Site Plan was designed with a 50 foot setback from the existing flowline. This
design pulled the parking lot from the back of walk to a full 50 foot separation.
With the additional right-of-way dedication, the ultimate flowline will be 35 feet from the
centerline of Prospect Road. This will result in a loss of four parking spaces. With the redesign
of the front parking area, the first row of parking stalls will encroach 4 feet into the required
setback for an arterial street.
Our request is that we be allowed to build the parking lot within the ultimate 50 foot setback.
We feel justified in this request as the interim solution will provide for a setback greater than 50
feet, providing greater stacking room off of Prospect Road. In the ultimate location, the loss of 4
feet will not diminish the stacking ability off of Prospect Road. The church's primary use is on
Sunday, when the overall traffic conditions along Prospect Road are at lower usage. The new
entrance to the church will be off of Lake Street, which will greatly reduce the use of the
Prospect Road entrance to the church parking lot.

Variance Requests for Plymouth Congregational Church
Request No. 1
During the review process for an expansion of the Plymouth Congregational Church, a
request was made by the City to dedicate additional Right -of -Way along Lake Street.
This additional dedication is 8', plus they are also requesting an additional 9' utility
easement.
As it exists today, the site discharges stormwater undetained directly onto Lake Street.
With the church expansion, we have proposed a detention pond which will keep the peak
runoff levels to historic rates, plus will add a water quality component to the discharge
form this site.
Our request is that we be allowed to install a part of our new detention pond within the
new easement. We feel justified in this request because neither the new Right of Way,
nor the new utility easement will be utilized until additional ROW is obtained from all
the other property owners, due to redevelopment, and should major redevelopment occur
along Lake Street, in all likelihood, improvements would also be necessary to the storm
sewer system in this area as well. When additional capacity is available, this site would
be able to reconfigure their pond such that surface release would not be necessary.
Request No. 2
Again this request is in regards to the detention pond, and proximity to existing Lake
Street. As mentioned above, we have to provide onsite detention for the site, and are
forced to release into the existing curb and gutter in Lake Street. We are able to
accomplish this, but this pond also has major impacts on the proposed parking.
The City has criteria that limits ponding depth in a parking lot to 12". We would request
that we be allowed to pond up to 18", in a limited area of the parking lot. We feel
justified in this request in the fact that the affected parking area will be small, and that
maximum congregational parking is seldom required. I would guess that 98% of the time,
these spaces will be unoccupied.

I'm trying something new today in the hopes we can expedite this variance request and save the mail time.
I hope all of you don't mind ... the developer really appreciates it! II : )
This project is currently in the development review process and is located at 916 W. Prospect Rd. This is
an existing church that is expanding the building and paving the parking lot. The south property line fronts
Lake Street while the north side fronts Prospect.
We are asking for additional row and utility easements along both streets and the proposed detention
pond will be in the rear, north east corner of the site (Lake Street side).
Here's where the variance request comes in....
In order to meet stormwater, parking and row needs, the applicant is asking that the detention pond be
allowed within the future 9' LIE. An approximately 3' retaining wall will be located 2' behind the proposed
detached walk to meet the volumes required. This may or may not present a problem for you as the
existing utilities could be in Lake Street. The applicant did attempt to have locates done, but as you
already know, locates won't be done unless construction is about to occur. : (

From a couple of phone conversations I have had, this church will require a new 3 phase service. The now
have single phase service from Prospect, which will need to be removed/abandoned. The 3 phase service is in
Lake St., but on the north side of the street. We will need to cross Lake St. and install a new 3 phase
transformer near the point where the existing building meets the Proposed addition to the west. Since we do
require a transformer to be within 10 feet of an all weather surface where we can drive a line truck, they have
indicated that they would install grass pavers along the western side of the existing building. I have reluctantly
agreed to this.
After telling you all this, the bottom line is I don't have a problem with their variance request.
