Meldram Sa Fort Collins, Colorado 80521 emalboneearlhsolatlons@msm.com phone: 970L493-7559 Comment Response 637 Cowan Street PDP Final After reviewing the comments provided by the city of Fort Collins, dated July 25, 2003, 1 offer the following responses and changes to the site and landscape plans: Department: Current Planning # 43: Each building has been correctly labeled and the project name now refers to the street address. # 47: The width of the drive is 18' up to the R.O.W. and then tapers to 10' wide concrete ribbon drive. # 48: Building outline has been darkened. # 49: Per your suggestion, patio pavers have been added in front of the garage connecting the back entrance to the parking area. # 50: The term `duplex' has been removed. # 51: All redlines on this sheet have been addressed. # 52: The area to the west of the house is fairly tight already and will receive traffic from residents, I do not agree with putting a tree in this location. A tree cannot be added in the tree lawn near the south property line due to a gas line. This line is shown more clearly and labeled. The area between the parking area and the north property line already has existing mutli-stem trees and established grape vines. I do not want to crowd this area or shade the existing vegetation. # 53: A table has been added to sheet L-1 that summarizes the proposed units and the parking requirements. # 54: Stairs are now shown. # 55: There will be a motion -controlled light installed on the north side of the garage as well as a porch light near the back entrance similar to the one on the existing residence. # 58: All property boundaries have been labeled and dimensioned as well as building distances to property lines. # 59: Barry Schram spoke with Rick Lee on 9-23-03 and it was determined that accessibility is not needed for a tri-plex based on the building code and we also are not required to have an he parking spot. Department: Engineering # 18: The width of the existing R.O.W. has been labeled. # 20:Utilities are now shown and clearly labeled. Department: Transportation # 27: A patio area has been added to the back entrance connecting it to the parking per Troy Jones' suggestion to meet this requirement. Department: Zoning # 4: On sheet L-1 there is now a chart that depicts the proposed units as well as the labels on the buildings. # 7: Dimensions have been added as requested. # 8: Another street tree cannot be added because of an existing gas line that is now clearly shown and labeled. # 9: Only one tree was added for the parking lot landscaping because there is a lot of existing vegetation in this area that did not show up in the survey. For example: there are established grape vines along the north property line as well as large multi -stem shrubs. Photos of this can be provided. # 11: Shrubs are now shown and labeled on sheet L-1 and the plant count on sheet L-2 includes these shrubs. # 12: Barry Schram spoke with Rick Lee on 9/23/03 concerning handicap parking and it was determined that no he parking is required because the building does not require accessibility. # 13: See reply to #9. # 14: Bicycle parking has been added off the South East corner of the garage. # 16: Gravel is now being spec'd for the planting beds but wood mulch is still recommended around each new planting to conserve moisture and reduce heat near the new plants. This proposed use is subject to type 1 review. 2. Stormwater Utility Department: a. This site is in the Old Town drainage basin where the new development fee is $4,150/acre which is applied to the new lot and is subject to the runoff coefficient reduction. b. The site is in inventory grid #9I. c. A drainage report is required and must be prepared by a professional engineer registered in Colorado. d. Normally water quality extended detention and water quantity detention is required. If your design engineer can show that the site imperviousness is less than or equal to the Old Town Mosterplan imperviousness, the water quantity detention would not be needed. Other Best Management Practices need to be considered to meet the water quality requirements. 3. Engineering Department: a. Street Oversizing Fees have recently been updated. Check with Matt Baker for the specific amount of this fee for your project. b. The project may require a Traffic Impact Study (TIS). Contact Eric Bracke to determine if this study will be required. c. If the access is off the front, follow the city's driveway cut criteria. d. If the existing sidewalk is not existing or in poor condition it must be built or replaced. It should be a detached 4.5 feet wide sidewalk. e. There probably will not be additional right-of-way needed. f. Any design of Cowan needs to be to local street standards. g. You will be required to have a Development Agreemnent, a Development Construction Permit, and Utility Plans. 4. Water & Wastewater Utility: a. Location: 637 Cowan Street (I-9) b. Proposal: Split existing lot and construct an additional 5F residence c. Ex. Mains: 4-inch water in Cowan; 6-inch sewer in alley west d. Comments: Since this lot does not have frontage on the alley, an easement will be required across an adjacent property for the sewer service. The two houses may NOT share the same sewer or water service. PIF's and water rights will be due at time of building permit. 5. Natural Resources: a. Preserve the existing trees wherever possible. b. There will probably not be a Traffic Study required. Check with Eric Bracke. If so, bicycle and pedestrian issues must also be addressed in the study. b. Each building needs a sidewalk connecting the entrance with the street sidewalk. c. If there is not an existing street sidewalk, one must be provided on the new lot, and possibly on the existing lot. d. Contact the Transportation Planning Department for information of the possibility of participating in a 50/50 cost share with the city on the required street sidewalk. 9. Historic Preservation: a. The new home must be compatible with the first home. Look at the features of the surrounding houses in the neighborhood. b. See section 3.4.7 of the LUC. c. The existing house may be eligible for historic designation. 10. Park Planning; a. The neighborhood and community parkland fees are based on square footage of each unit, and are due at the time of building permit. 11. Current Planning: a. Refer to Section 3 (General Development Standards), and Section 4.7 (NCM Zoning District) in the Land Use Code for the standards that apply to your 3 propose development. The Land Use Code is available to view on the internet at www.ci.fort-collins.co.us/CITY HALL/CODE5. b. Refer to the Fort Collins Development Manual for submittal requirements. c. The project will be considered a replat of the existing lot. Once the plat is complete, the new house on the new lot is a building permit review. d. The big issue is getting a new sewer connection from the new lot to the alley. e. Each lot must provide at least one off-street parking space. f.
