[9/2/05] Please clarify the site and landscape plan with regards to the Coy Ditch crossing of
Buckingham Street tying into existing drainage pipes. It appears on the site and landscape
plans that an inlet box is proposed within the street.
Number: 27 Created: 9/2/2005
[9/2/05] A letter of intent is required from the Coy Ditch Company for the work proposed by
the development.
Topic: Plat
Number: 28 Created: 9/2/2005
[9/2105] The Coy Ditch Company will need to sign off on the plat.
Number: 29 Created: 9/2/2005
[9/2105] The plat indicates an "irrigation easement' which appears to be dedicated with the
plat. As the dedication statement dedicates all easements to the City, it appears this ditch
easement should be indicated otherwise. More than likely, an easement will need to be
dedicated to the Coy Ditch Co. by separate document, with the recording information
provided on the plat.
Topic: Utility plans
Number: 26 Created: 9/2/2005
[9/2/05] The grading plan appears to show with contours that flows are being directed out of
the driveway across the sidewalk in excess of our 750 sq. ft. area requirement.

[12121/05] This appears to be unresolved.
[9/13/05] We will need buy off from the utility companies that the 9' utility easement behind
the irrigation easement is acceptable given that the utility easement is no longer joined by
street right-of-way.
Number: 41 Created: 9/13/2005
[12/21/051 The profile sheet for the Coy Ditch does not show a proposed grade line to see if
this issue was resolved.
[9/13/05] The amount of cover over the crossing in which the realigned ditch ties into is less
than standard. That combined with the structure being corrugated metal raises a general
concern. We'd would want to see the corrugated metal pipes removed and replaced with
twin elliptical pipes (RCP?) to achieve better cover and provide a pipe type that is to
standard.
Number: 42 Created: 9/14/2005
[12/21/05) The issue is unresolved. Ideally the plat would establish a lot line to coincide
with the PDP boundary and the public improvements boundary so that it appears the limits
of proposed construction coincides with actual boundaries.
[9/14/05] Please show lot lines and PDP boundaries on the street plans (such as to help
illustrate that the sidewalk along Buckingham Street ends at a property line).

Number: 29 Created: 9/2/2005

[4111/06] The current plan appears to have changed from the previous further reducing the
amount of cover over the irrigation pipe. The previous proposal was not to standard but we
agreed internally to accept; the present proposal is problematic though. We need the
minimum clearance shown on the previous. plan which as a result appears water main

Topic: Plan Approval
Number: 105 Created: 4/12/2006
[4/12/06] Before the final plan approval signatures on the plat and plans (as appropriate)
and/or signed offsite easements must be secured.
Topic: Plat
Number: 29 Created: 9/2/2005
[4/11/06] With the plat now revised to show "PIE" and a blank area for a reception number,
the intention appears to be that an easement from the Ditch Company is intended to be
finalized prior to the plat being signed, in which case the Ditch Company signature block
wouldn't appear to be needed anymore (provided that the easement is conveyed). If a
direction is established in which an agreement with the Ditch Company is not finalized, the
information on the plat will likely need to be modified in some manner.
[1/30/061 Carried over for reference as unresolved. The creation of an "irrigation easement"
on the plat is problematic as the certificate of dedication has noted that easements shown

[1130106] Technical Services provided the following comments:

Number: 102 Created: 4/11 /2006
[4/11/061 "PIE" for the realigned ditch doesn't appear to be defined anywhere.
Number: 110 Created: 4/19/2006
[4/19/061 If "PIE" is intended as an easement dedicated to Coy Ditch then the Certificate of
Dedication on the plat will need to be looked at and possibly amended as the Certificate of
Dedication spells out that streets and easements on the plat are dedicated and conveyed to
the City.

[5/24/061 Technical Services provided the following comments:
1. Boundary Closes.
2. Area of street dedication needs to be subtracted from the total area.
3.Note the area of Tract A and subtract it from the total area.
(4/12/06] Technical Services provided comments redlined with Engineering's Plat. Please
ensure they are routed a copy of the plat with the next resubmittal.
[1/30/06] Technical Services provided the following comments:
- Show Buckinghman right-of-way in the same manner as the 3rd Filing.
- A monument is needed at intervals not to exceed 1400'
- What is "(R1)"?
- Bearing and distance information is missing at the First Street intersection.

[5/24/06] Further discussion internally regarding the dedication of Tract A to the City has
demonstrated to be complicated from a City acceptance standpoint (it appears Real Estate
Services would need to be involved and possibly an action by City Council to accept the
land). Rather than calling it out as Tract A, please revise it to be a "Coy Ditch Irrigation
Easement". As the certificate of dedication calls out all easements being dedicated and
conveyed to the City, this will be an easement dedicated to the City.

[5/24/06] The additional widening of the driveway out to Linden Street is wider than
specified under 9.3.2.A.2 under LCLIASS, however we'll accept the wider width. Please
indicate this as an approved variance on the appropriate general note.

Number. 20 Created: 9/2/2005
[9/2/05] Please clarify the limits of public improvements on the plans. The 8' concrete
sidewalk along Buckingham is not clear as to how far east it extends.
Number: 21 Created: 9/2/2005
[9/2/05] As offsite work is being shown to the west, a letter of intent from the property owner
is required prior to hearing. Given it is the same owner, I do not envision this to be an issue.
Number: 22 Created: 9/2/2005
[9/2/05] Please revise the vicinity maps of the plat and site plan to show that the boundary
of this development does not extend to Lemay Avenue.
Number: 23 Created: 9/2/2005
[9/2/05] Show the eastern lot line boundary on the site plan, landscape plan, and
construction plans to verify how the improvements coincide with the eastern boundary of Lot
1 of this development.
Number: 24 Created: 9/2/2005
[9/2/05] Provide information regarding the undergrounding of the overhead line as it lies
within the proposed street improvements.

[9/2/05] Please clarify the site and landscape plan with regards to the Coy.Ditch crossing of
Buckingham Street tying into existing drainage pipes. It appears on the site and landscape
plans that an inlet box is proposed within the street.
Number: 27 Created: 9/2/2005
[9/2105] A letter of intent is required from the Coy Ditch Company for the work proposed by
the development.
Topic: Plat
Number: 28 Created: 9/2/2005
[9/2/05] The Coy Ditch Company will need to sign off on the plat.
Number: 29 Created: 9/2/2005
[9/2/05] The plat indicates an "irrigation easement' which appears to be dedicated with the
plat. As the dedication statement dedicates all easements to the City, it appears this ditch
easement should be indicated otherwise. More than likely, an easement will need to be
dedicated to the Coy Ditch Co. by separate document, with the recording information
provided on the plat.
Topic: Wifty plans

[9/2/05] The grading plan appears to show with contours that flows are being directed out of
the driveway across the sidewalk in excess of our 750 sq. ft. area requirement.

[9/13/051 The variance request regarding the use of .4% flowline grades instead of .5% was
approved on September 8 and an approval letter was sent. Please note the variance
approval on the general notes.
Number: 32 Created: 9/13/2005
[9/13/05] The variance request regarding the elimination of the curb and gutter section for
Buckingham Street was denied on September 9 and a letter explaining this denial was sent.
As a consequence, low points (such as 18+72.13) without inlets/culverts will need to be
relooked at. Perhaps additional discussion should take place as we see options for a
bioswale behind the sidewalk with culverts taking flows from the street (with curb and gutter)
out across the parkway -and under the sidewalk as a possibility.
Number: 33 Created: 9/13/2005
[9/131051 For the low points along the flowline that collect into sidewalk culverts, the culverts
are required to be concrete not metal.
Number: 35 Created: 9/13/2005
[9/13/05] We will need buy off from the utility companies that the 9' utility easement behind
the irrigation easement is acceptable given that the utility easement is no longer joined by
street right-of-way.

[9/13/05] For the Lemay Avenue widening, a 2' gravel shoulder is required in addition to the
4' asphalt shoulder.

[9/13/05] The amount of cover over the crossing in which the realigned ditch ties into is less
than standard. That combined with the structure being corrugated metal raises a general
concern. We would want to see the corrugated metal pipes removed and replaced with twin
elliptical pipes (RCP?) to achieve better cover and provide a pipe type that is to standard.

appears fine but I'd like to see the radii specified just to be sure.
