When compared to a plan compliant with the Land Use Code standards,
The proposed plan would preserve the natural topographic condition of the site better than a
plan compliant with the standard. Although not specified as a natural feature on the approved
Johnson Property CDP, the City of Fort Collins Natural Resources Department has identified
the "valley wall' through the site as a landform of interest. Development can occur on and
around this feature by maintaining the general landform and slope. By orienting the road layout
parallel with the contours this slope; the landform can better maintain a steepness and grade
that more closely resembles that of the original grade. A road system that strictly meets the
solar orientation criteria would not preserve the integrity of this topographic feature as well as
the proposed design. Generally, roads that run more perpendicular to the contours on the site
require greater grade manipulation than those that run parallel to the contours.
The proposed plan allows for more efficient use of developable area and vehicular circulation
than a plan compliant with the solar orientation standards of the Land Use Code. The property
lines paralleling the railroad tracks on the eastern side of the site dictate site layout and lot
placement. The road layout was designed to relate both to the existing topographic features of
the site and this boundary line. These two site constraints almost parallel each other and drive
site layout and design. In areas where lot lines and topography are more forgiving, the road and
lot layout has been designed to meet the solar orientation standards.
The proposed plan allows for a greater level of safety for vehicular traffic than a plan that is
compliant with the solar orientation standards. The plan allows for the road system to meet the
City of Fort Collins road engineering standards in regards to maximum grade at and between
intersections. Roads oriented generally parallel with the existing topography tend to allow for
less steep road grades. The roads in SideHill are generally parallel to the existing topography
and hence deviate from the solar orientation standards.

Re: Easement Vacation Exhibit
Dear Susan,
Enclosed please find an Easement Vacation Exhibit depicting the portions of the existing
cinergency access and utility casements that will be vacated to accommodate the construction of
carports on the subject site. Accordingly, please note the following:
• The city standard easenw.it width for sewer is 15' each side and 10' each side for water.
Two carports in the south parking lot encroach to within I I' of the sewer main. One carport
in the south parking lot encroaches within 7' of the water main. One carport in the
northwest parking lot encroaches within 7.5' of the sewer line. These four carports do not
meet the City's standard. However, per our previous discussions with the City of Fort
Collins Utility Department, these clearances were determined to be acceptable.
• Several private services pass through portions of the vacated easements. Since the City is
not responsible for the maintenance of these private services, we anticipate that this will be
acceptable.
Kindly review the enclosed imbnnation and inform our office of any comments you may have.
