1. Eliminate two of the bollards in the mountain avenue island (bump out) per Transportation and
Transfort.
2. Need to provide easement for construction along the east property line. There is a retaining
wall shown on the property line I don't believe you will be able to construct this without getting
on to the neighboring property. A letter from the neighbor granting permission is fine.
3. On the site plan - The scoring for the walk at the access drive should angle across so that it
follows the ramps. Per the parking standards the striping for the parking should be extended to
19 feet.

Site Layout comments
1 There is not adequate depth for diagonal parking along Mountain Avenue with the curb moved
north as shown, therefore the curb needs to remain in its original location. A six foot clear space
(sidewalk) will also need to remain between the flowline and the face of the retaining wall. In
addition the proposed circular curb bulge into the street on Mountain should be squared off to
accommodate its use as a bus stop ( the —32 foot distance allows for use of both doors on the
busses) and a ramp provided at the east and west sides of the bulge. This will provide use for the
handicap parking spaces that need to be provided on each side of the curb bulge.
2. In the diagonal parking spaces along Mathews the northerly parking spaces in both sections
along the frontage of this property shall be designated handicap spaces. The proper striping
including hatching and ramps shall be provided next to these spaces. The ramp and connection
for the most southern handicap space will require a cover plate over the drainage pan to provide
access.

3. Stamped concrete or other acceptable material shall be provided within the access drive
(located in the middle of the site on Mathews Street) between the sidewalk ramps, so that the
pedestrian path across this access clearly shows up.
4. The 6 foot sidewalk along Mathews Street shall be modified to be a 10 foot concrete sidewalk
with tree wells within the sidewalk. Tim Buchanan should be contacted regarding the proper
location of the tree wells.
5. Additional bicycle parking needs to be provided along the Mountain Ave frontage.
6. A use fee will also be required for encroachment into the Row. This amount will need to be
determined.
Utility Plan comments
7. Sheet 4 - Vertical curb must have a 2 foot gutter.
8. Still need a driveway detail for the drive and Mathews Street. Sheet 3 must indicate the
driveway width and provide a section thru the driveway indicating the min/max slopes and the
location of expansion joints and limits of concrete. This detail also needs to show the limits of the
stamped concrete to be provided across this drive.
9. It appears as if a wall is being shown on the site plan through the parking lot off of the alley.
This appears to conflict with the drainage plan that shows sheet flow across this parking lot.

A meeting needs to be held with the City to discuss the encroachment in the ROW. There are
some concerns and/or problems with what is being shown. The improvements appear to be for
your own benefit and not the public This meeting needs to include the architect, please contact
me to set this up

L The access drive off of Mathews Street needs to be a minimum of 24 feet in width for two way
traffic. "The parking lot is designed for two way traffic.
The walls shown on the site plan differ from those shown on the utility plans. As shown on the
site plan the wall may conflict with the meter pit and curb stop.
3- The access into the parking lot needs to be acceptable for fire/emergency access. It needs to
be a min 20 feet in width and for the turns a min 20 foot inside radius is required and a min 40
foot outside radius is required This is required unless I am informed otherwise by the Fire
Department.

Site Plan
1. The access drive off of Mathews Street needs to be a minimum of 20 feet in
width for fire/emergency access. This access should be shown with concrete
being provided to the property line.
2- The sidewalk ramps along Mathews Street may need to moved to the east to
work with the drainage pan shown alongside the walk.
3 The drainage channel is not being shown along Mathews Street.
4. The utility plans show the sidewalk along Mathews Street to be 6 foot in
width. This should be labeled as such on the site plan. A minimum of six feet is
needed with the overhang from the parked cars.

required for curves/turns.

12. The walls shown on the utility plans differ from those shown on the site plan.
13 Indicate what the curb radius are for the curb construction in the ROW.
14. The path to the corner of Mathews and Mountain - does this correspond with
the existing ramp location and width? How does it drop down? No wings are
being shown. No work is being shown at this corner. The current width of the
ramp will be allowed but not anything wider. We do not want to encourage the
use of the ramps by vehicles.
15. The courtyard configuration is shown differently on the site plan.
16 Provide a typical x-sections of the road and curb. If needed provide a detail
for the curb if the gutter portion ends up being wider than the standard detail.
11 , A six inch high curb shall be provided along the street section and in front of
the diagonal parking. If necessary transition down from the 9 inch curb where
new curb meets the existing high curb.
18. Indicate what the existing grades are off site that are being tied into.
19. The cross pan at the alley entrance is shown with a slope of .40%. This
doesn't meet the minimum requirement of .60% across a cross pan. Can this be
met? What is the upstream slope? A variance should be requested for this if it
can not be met.
20. A minimum slope of .40% is required, a slope less than this is shown. This
minimum needs to be met. More of the existing curb shown at greater slope may
need to be removed to achieve this.

21. Per the new street standards the entire alley width shall be concrete with a
valley pan configuration.
22. Details for the access points need to be provided. The City detail for'street
intersection' will not work as a typical detail. Details are needed for the access
and Mathews Street, alley and Mathews Street, and the alley and the access
points.
