Sheet C-14A: Willox Lane Roadway Sections • Show all utility crossings in the cross sections. • Please shoe the future curb and gutter on the north side of Willox Lane. • I talked with various people in the Engineering Department and have found that we require that the cross slopes on roads need to be a minimum of 2% (straight grade) from the lip of the gutter to the centerline of the roadway. Please modify the cross sections as necessary. • Please provide a horizontal and vertical scale for the cross sections. • See sheet number C-14A for additional comments and concerns. Sheet C-14B: Willox Lane Roadway Sections • See previous sheet for comments. Sheet C-15: Onsite Striping and Signage Plan • See sheet number C-15 for comments and concerns. Sheet C-16: Offsite Striping Plan • Please modify the location of the southern curb return for the North College access. it is currently not shown in the ultimate location. The curb return will need to be built to the property line and a temporary asphalt taper will need to be constructed to the existing travel lane. • Please modify the lane transitions. You will need to be the transitions at the southern edge of the median. • Please maintain the 12 foot wide turn lane on Willox Lane to the western property line. At the property line begin the taper using a minimum of 20:1. You may need to acquire additional easements or ROW from the property to the west. • Please show the existing lanes to the north and the east of the intersection. We need to know that the lanes this project is providing are aligned with the existing lanes. Show for a minimum of 150 feet. • See sheet number C-16 for additional comments and concerns. OFFSITE STREET PLANS Sheet C: Cover • These plans will need to be incorporated into the Utility Plan Set • Include an intersection design for the Willox Lane/North College Avenue intersection showing how the proposed lanes (future lanes) will align with each other. Also show the proper locations of the medians. Sheet C-10A: College Avenue - South Offsite P & P • Looking more closely at the offsite street design, and talking with City staff, the curb and gutter that is existing on the east side of North College Avenue has been designed to our old street standards. Therefore, the curb and gutter will need to remain. The future curb and gutter on the west side of the street will need to be designed to our current standards. This means that the median will not be able to be 19 feet wide but rather 15.5 feet wide. Please make the necessary modifications. • Please show the existing and to proposed conditions north of the access, i.e. the north curb return, curb and gutter, etc. • Please modify the dimensions of the typical section. • See sheet number C-10A for additional comments and concerns. It is currently shown in the correct location because it was built to our old street standards. The new language will need to be provided on all plats from now on. • Please explain what an incidental purposes easement is. Is it really necessary to have since it falls within the public ROW? My recommendation would be to vacate it with this plat. • Is there an existing easement for the existing sanitary sewer? If so, since the line will be abandoned, please vacate the easement. • Please refer to comments and concerns from the mapping department. Sheet C-3A: Site Details • Please modify the "Street Intersection Gutter Detail" to reflect the various situations throughout the plan set. • Provide a detail for the outfall curb and gutter along college avenue. Please check with CDOT to acquire the correct detail. Their standards may be different from the City's. • Provide a detail of asphalt paving at crosspans. Sheet C-9: College Avenue Roadway Plan and Profile • Please show concrete to the property line at the driveway access. • Please indicate on the plans whether or not you will be sawcutting N. College Avenue. If you are sawcutting, please provide a detail with dimensions. • I will need to verify the taper length and lane length for the left turn pocket with Tess Jones of CDOT. She may require that you lengthen the median to provide additional storage. I was also talking to her regarding the median and her comfort level with it. She told me that she is concerned with it as she has been from the beginning. She did tell me though that they probably do want a median but that you may need to look at installing a median north of the intersection. You may want to try and contact her with this item and get the information directly from her. Both the engineering department and traffic department are working on this issue and will keep you informed of any discussions with the State. • A reminder: you will need to apply for a State Access Permit for the work being done along N. College Avenue. • Please show concrete pans in the profile. • The curb and gutter around the median needs to be outfall curb and gutter. • Please indicate match lines on both the plan and profile views. It is currently very difficult to review. • The ultimate design for both N. College Avenue and Willox Avenue will need to be included in the utility plan set. The design shall be for 1000 feet in all directions beyond the construction boundaries. • Please include spot elevations in the locations shown on details D-18 and D-19. • Please include a note stating, "The City of Fort Collins shall not be responsible for the maintenance of..." (List the private improvements). • Please review the radii being used for the median tapers and that they meet AASHTO requirements. Sheet C-11: North College Avenue Roadway Sections • For all cross sections include the following: a. Label the curb and gutter b. Label sidewalks, medians, etc. C. Provide cross slopes • Please show all utility crossings and include invert elevations, clearances, etc. Sheet C-12: Willox Avenue Roadway Plan and Profile • Please review the length of the temporary transition. There are a couple of different lengths being provided throughout the plan set. 1 am also talking with Fred .tones of the Traffic Operations Department to see whether or not this is adequate or not. • Please recheck the elevations and grades. There are some discrepancies in the plan and profile view. • Please show in the plan and profile view how the travel lanes and other improvements tie back into the existing street. Show at least 150 feet or enough to show the "tie-ins". • Please provide spot elevations at the PC's along the bike path. • Please modify the grades along Willox Avenue. College Avenue being added on, the minimum cross slope shall be 2% minimum, not to exceed 4%. Please address in all cross sections. Sheet C-11B: North College Avenue Cross Sections • The cross sections that are shown are inadequate. Please see the previous sheet for comments and concerns. Sheet C-13A: Willox Avenue Roadway Plan and Profile • The cross :section that is provided does not comply with the current street section fora minor arterial. Please address and modify the plans accordingly. • Does the inlet being provided towards the N. College Avenue/Willox Avenue have enough capacity to handle the flows from Willox Avenue? • Please show streets, driveways, etc. that are present to the west of the McDonald's site. • Please address how the drainage will work at the Willox Avenue/Willox Court intersection. TRAFFIC STUDY • The traffic study states that no improvements to Willox Lane are necessary with this project. However, the City Traffic Engineer states that it is necessary to construct / re -stripe for an eastbound right turn lane and a through/left. Need to discuss further in conjunction with discussion on improvements to North College Avenue and C.D.O.T. requirements. • Access on College Avenue must be right-in/right-out. A median is required to restrict access to this site. Pork chop islands do not work. The one at the Albertson's site opposite this property was allowed only because a median would restrict access to the mobile home park at this time. Eventually, a median is planned. A median for this property does not affect access to other properties and is the only effective means of ensuring right-in/right-out access. SOILS REPORT: �k See attached copy of City's requirements for preliminary and final soils reports and pavement design. Need to include pavement design for public streets adjacent to site, not just private parking lot areas. UTILITY PLANS �k Plans are completely inadequate for a final submittal. Existing conditions can create situations where it is not possible to get exactly %2.00 but new construction is kept as close to %2.00 as possible. The cross- slopes on the opposite side of the road also need to be shown and evaluated to see if it is necessary to raise or drop the flowline on the side being designed in order to ultimately achieve %2.00 cross slope on both sides of the road. In some cases it is desirable and/or necessary to remove existing pavement and/or overlay portions of a street to adjust cross slopes, and sometimes, the crown line. If the ideal cross -slopes cannot be achieved when only portions of a road are being constructed„ the design must be planned to best achieve the ideal design with the complete improvements/ full width roadway construction in the future. • Cross slopes on collector streets should also be kept as close as possible to 2.00% but may vary up to 4.00% • Signing and striping plan for streets adjacent to the site and the intersection of College and Willox. • Plan view needs to define limits of pavement construction and or reconstruction/overlay if any is required • Intersection details with spot elevations, curb return radii and curve data, for any driveway or public street intersections. • Off -site design information to illustrate that the proposed improvements tie in to the existing improvements or interim conditions at the end points of the project - Centerline profile existing and proposed - Flowline profiles existing and proposed on both sides of the street to be able to evaluate where the curb and gutter needs to be located to create the proper street cross slopes * Show all existing driveways and improvements on the opposite side of Willox Lane. Driveway to this site must line up with or be off -set sufficiently from any existing drives. * Private driveways must be concrete to the property line. * The improvements along Willox Lane must include construction of a 4 foot wide sidewalk detached a minimum of 4 1/2' from the back of the new curb. Ramps must be designed and constructed in accordance with City Standards. Copy attached. * The improvements along North College Avenue must include construction of the permanent sidewalk improvements (the existing asphalt path was only put in as a temporary measure) which consist of a T wide walk detached 8 1/2' from the back of the new curb (back of walk is 16' from ultimate flowline). Due to the existing trees, it may be necessary to meander the walk (60' minimum centerline radius) outside the r.o.w. in an easement. * For the project to proceed for preliminary, the access issues and improvements which will be required with this project must be resolved between C.D.O.T., the City, and the: applicant. See the redlined utility and grading plans for comments which must be addressed on modified preliminary plans. * A full resubmittal of utility plans done to City Standards is required for a final P.U.D. to proceed. Staff recommends that the applicant not proceed with a final submittal until a full review of the preliminary is complete and the project goes to the Planning and Zoning Board for a preliminary. A combined submittal is inappropriate for a site with relatively complex transportation and public improvement issues to be resolved and the amount of design work which needs to be done. * Additional comments will be made when revised plans are received. This site is within walking and biking distance for the Greenbriar and Evergreen Park neighborhood area as well as residences along the North College Avenue Corridor. It also serves as a shopping center for a large part of North Fort Collins and Larimer County. It seems appropriate to look at the feasibility of a stand alone restaurant use since there are existing convenience store/gas station sites at 2 of the corners of the College AvenuenVVillox Lane intersection. Such a use would promote pedestrian and bicycle transportation and there are good opportunities to provide outdoor seating and play areas to create a real focus for a neighborhood restaurant facility. In talking with Tess Jones of CDOT, we have decided to eliminate the landscaping in the median to provide as much lane length, and storage length as possible for the interim conditions. The "bulb" at the southern end of the median will be 20 feet in length and the taper will be a 10:1 taper. The width of the "bulb" will need to match what is being proposed in the future for the ultimate design. This "bulb" will also need to be shifted to the south so that the southern end of the median aligns with the northern edge of the car wash access.
