Dear Sheri,
This letter is in regards to requesting the vacation of a portion of the blanket utility
casement within Tract A of the Willow Springs P.U.D. North plat. This request is due to
one building foundation falling outside of the building envelope (Area 1) and one garage
foundation falling outside of the garage envelope (Area 2) and being within the blanket
utility easement (see Exhibit "A"). The location of where these foundations fall outside
of the envelopes does not have an effect on any utilities for the site. The utility
improvements for this site arc complete.
Please process the required documents for our request for the vacation of the blanket
utility casement. Also enclosed is the plat for the project for your use. Should you have
any questions please contact me at 226-0557.

Request for Variance from Street Design Criteria
Dear Sharlene:

This letter is in response to your letter dated November 14, 1997 in which you requested
a variance from the City's Design and Construction Criteria, Standards and Specifications for
Streets, Sidewalks, Alleys and Other Public Ways (the "Criteria"). The City's response follows:
1.02.03.04 Minimum Tangent Length for Horizontal Alignment
In two instances in the proposed development the minimum tangent length at an
intersection approach is not met. In the first instance, at Wilmington Drive and Thyme Court,
there does not appear to be a sight distance problem, therefore the variance is granted at this
intersection. In the second instance, at Wilmington Drive and Rosemary Court, there is potential
for a sight distance problem looking North onto Wilmington Drive from Rosemary Court.
Because you have addressed this potential hazard by dedicating a sight distance easement at the
Northwest corner of the intersection, the variance is granted at this intersection.

Dear Michael:
This letter is in response to staff comments of October 31, 1997 regarding the above reference
project. Please see attached Revision Comment Sheet with TST's response.
Also, this letter is for the purposes of requesting a variance to City Standard 1.02.03.04 — a
minimum tangent length of 100' should be provided along Wilmington Drive at the intersection
approaches. Due to the constraints of the connection points for Wilmington Drive north of the
project location and at Battlecreek Drive, two horizontal curves were required. Unfortunately,
these two horizontal curves are located at points were residential streets are intersecting
Wilmington Drive. Due to these restrictions on the site, we are requesting a variance to the
above mention City Standard.
It is my understanding that if a sight distance easement was dedicated at the intersection of
Wilmington Drive and Rosemary Court, that the variance would be granted. We have dedicated
this sight distance easement on lot 16; therefore I believe we have met the requirements by the
Engineering Department.
