As you are aware, when the curb, gutter, and sidewalk was placed,
the end of the 4" sewer service was found to be approximately 1
foot under the sidewalk,at a depth of approximately e feet below
finished grade. It has been our observation that due to the
placement of the marker that compaction at the ends of services
is seldom achieved,and it is our belief that the trench was not
adequately compacted directly over the pipe's end (below the
sidewalk), and for an unknown horizontal distance back toward the
sewer main. Evidence of this lack of compaction was plainly
visible in the excavation, and our records do not indicate
compaction tests were taken in this part of the trench.
Because of the likelihood of future failure due to the conditions
described above, the City of Ft. Collins will not accept this or
related portions of the improvements on Shadowbrooke Ct. until
resolution of the problem has been assured. As we discussed in
the field, two options available to you would be to excavate
below the curb, gutter, and walk to a point of known compaction,
then backfill with a "Flowable Fill" type product, or to remove
the curb, gutter, and walk, then excavate and recompact the
trench using conventional methods. If you have an alternate
method which will assure proper compaction for the area in
question, we are certainly willing to consider it.

RE: Westbrooke P.U.D., 1st Filing, Phase 1A, 1B
Dear Dick:
This letter is to inform you that improvements at Westbrooke P.U.D., 1st Filing,
Phase IA have been inspected and will be initially accepted upon completion of
the following:
o As -Constructed Drawings still need to be submitted and approved before water
and sewer improvements can be accepted. As we discussed, the two year
warranty will not begin until these have been approved.
o Inlet filters need to be installed on the east side of Westbrooke Court and
the north side of Wakerobin.
Improvements at Westbrooke P.U.D., Phase 1B have been inspected and will be
initially accepted upon completion of the following:
o As -Constructed Drawings need to be submitted and and approved before water
and sewer improvements can be accepted.
o Sidewalk needs to be completed along Seneca Street.
o The fire hydrant at the north end of Shadowbrooke Court leaks and needs to be
repaired or replaced.
As these individual items are completed, they need to be inspected so that they
can be accepted and the warranty period can begin. Please be advised that
additional deficiencies may arise as a result of construction and will need to
be addressed as they occur. Please contact me at 221-6605 should you have any
