General Comments:
❑► See the redlined comments on all sheets of the utility plan. More specific comments
and concerns will be mentioned below.
❑► Show surrounding features for 150 feet around the entire site.
❑► It would be helpful to depict all details on a separate sheet. If any more details are
added to the utility plan, it will be required.
Utility Plan Comments:
Cover Sheet; Sheet I of 4:
❑► Include the date prepared and a legal description under the title.
❑► Reference the current soil investigation report.
❑► The subdivision plat should be included with the utility plans.
❑► There is a new vertical control listing for the City which negates the use of the black
bolt as a benchmark. Call Wally Muscott at 221-6605 for more information.
❑► The General Notes should include the redline comments on the cover page.
Grading and Drainage Plan; Sheet 2 of 4:
❑► The redlined parking stalls at the entrance for W. Elizabeth Street should be omitted
due to the 50-foot setback required along arterial streets with average daily traffic
volumes between 100 and 750 vehicles.
E The driveway/access radii should not exceed 15 feet.
1]► The access ramps should be a modified, one-way version of Detail 12.7 in the City
Street Design Manual. See redline sketch.
Erosion Control Plan; Sheet 3 of 4:

❑► The site utility plan must show the complete horizontal alignment including but not
limited to the following: driveway/access radii, street, sidewalk, and ROW
dimensions, and indication of all locations of outfall curb and gutter and where
transitions occur back to inflow curb and gutter.

❑► All existing and proposed sanitary sewer lines should show where applicable the
following, but not limited to: Type of pipe, slopes, lengths of segments, manholes,
and clean -outs.
❑► Include note pertaining to the depth of cover and polywrapping of D.I.P., and depth
of cover. Also, show the type of pipe and length of pipe between all fittings.
Detail Comments; (Detail Sheet optional at this point):
❑► See redlined comments. The following comments correspond to the redlined
comments:
The street intersection detail needs to be modified to specify that it is a
driveway detail. The cross-section should be retrofitted to the driveway
detail shown in the City design standards as D-15.
For details 3 and 4, it should be indicated that these curbs will be used
internally and not in the ROW.
The access ramp details at the driveways should be a modified, one-way
version of Detail 12.7. See redline sketch on sheet 2 of 4.
Plat Comments:
IF] Additional ROW will have to be dedicated for both W. Elizabeth Street (17.5 feet

❑► A 9 foot utility easement should be dedicated for City Park Avenue.
❑► A 15 foot utility easement should be dedicated for W. Elizabeth Street. The
building will encroach into the easement so the easement should extend to the
building.
Site Plan Comments:
❑► The redlined parking stalls at the entrance for W. Elizabeth Street should be omitted
due to the 50 foot setback required along arterial streets with average daily traffic
volumes between 100 and 750.
❑► The sidewalk width along W. Elizabeth Street should be a minimum of 6 feet.
❑► The Utility Plan does not depict the same locations for pans as the Site Plan. The
utility plan does not depict the saw -cut and demolition of existing curb, gutter,
sidewalk, and pan to the south of the City Park Avenue access.
❑► The access ramps should be a modified, one-way version of Detail 12.7.

[7/8/04] West Elizabeth Avenue is considered a constrained 4 lane arterial. Because the
centerline in Elizabeth wanders a little through the curve, the only way to tell whether or not
the correct amount of row is being dedicated is to measure 15' from the back (not the face)
of the existing curb. Please provide an exhibit (8.5xl1 is fine) showing this information so
that I can tell whether the plat is correct. No utility easement is required along this portion of
Elizabeth.
