Dear Mr. Plouff:
Following our recent conversation concerning the drainage for the proposed
Sunstone development at the northeast corner of Harmony and Timberline Roads,
I examined our topo maps of the area and visited the site with Bob Smith,
our drainage engineer. It seems that although you may have to fill the
sump area adjacent to Timberline Road and undertake sane additional earth
work in the southern portion, it should be possible to channel most of the
drainage to the northeast corner of the site. At this point, however,
there is no defined natural drainage way, but a rather large area of
virtually level fields. It would appear, at least at this preliminary
stage, that the most reasonable drainage plan would be to allow the
storm runoff to outlet from the detention ponds into the ditch which runs
along the north -south half -section line, and eventually into the drainage
swale along the south side of Horsetooth Road. Of course, the use of this
ditch and any off -site improvements which might be required would have to
be approved by the off -site interests prior to final approval by the City.
In reviewing the drainage for the site, we did not examine any runoff which
might enter the site from the area to the west of Timberline Road, from the
mobile home park, or any area to the south and east. However, the final
drainage plans for your development would have to account for the passage of
any off -site drainage through your property.
In addition, I reviewed the drainage proposals for Foothills Park Resubdivision
on Horsetooth Road hest of College Avenue. Because I am unable to ascertain
all that transpired concerning the approval of the final drainage plans, any
alterations to the current plans would probably have to involve re -analyzing
the entire situation. In view of this, unless you have some specific alternatives
in mind which you would like to discuss with us, I assume you will complete the
installation of the drainage swale along the northern boundary of the subdivision
as it is shown on the approved utility plans.

connected; the extra pond capacity was taken into account so it is now
included in the overall drainage scheme. The Stormwater Utility hired a
consultant to update the Fox Meadows Basin Master Plan and to recommend
design alternatives for the offsite flows from the south, which were not
addressed in the drainage report for the first filing. Since the entire
pond volume was included in that analysis, any revisions to the master
plan, due to as -built conditions, is the responsibility of the developer
and must be approved by the Stormwater Utility. Any coordination needed
between the consultant (Resource Consultants Inc.) and yourselves is
also the developers responsibility.
Presently money is being held in escrow in -lieu -of installing the
landscaping but the landscaping must be completed and established for a
two year or two growing season time period before landscaping can be
accepted and maintenance responsibilities assumed by the City.
6. The City will not finally accept or maintain the drainage channel along
the northern boundary of the site until such time as all construction is
complete and the landscaping has been established.
This does not mean the developer will not be reimbursed for completed
portions of the construction that was identified in "Exhibit B" of the
development agreement. For instance the grading of the channel is complete
but the channel has not been accepted, therefore reimbursement can be made
for the channel grading which was included on Exhibit B for filing one. The
channel will be accepted only after all improvements are in as identified on
Exhibit B of future filings. Of the items you listed in your letter the
following were included in Exhibit B for filing one:
- grading and sloping of the detention pond,
- construction of the outfall drain from the detention pond and lowering of
the Fox Meadows storm drain,
- grading of the channel along the north boundary of the site,
- installation of the 24" diameter storm drain along the northern boundary,
- installation of the culvert pipes crossing Caribou Drive.
These items are eligible for reimbursement in accordance with Section 26-545
of the City Code, which lists the submittal requirements for reimbursement.
The two submittal items usually overlooked by developers are (1) the three
completed bid forms and (2) letters from the contractor and engineer
certifying that final payment has been received. Also, it is very important
that all invoices are clear on what is being billed for and which portions
on the invoice apply to what line item on the development agreement (Exhibit
B). Please be advised that there will be a minimum of two weeks processing
required after the invoices have been verified. Additional submittal items
that will be required are survey notes construction plans and brief
description of why the Fox Meadows storm drain had to be lowered.

Re: Water line Repairs - Sunstone Village 1st and 2nd
Dear Mark:
Several water line repair items in the SUnStOne Village let and 2nd
subdivisions have been brought to my attention by the City Water
Department. As there has been some verbal communication with Flatiron
Paving any as to these items, I am now giving you a full listing of
items and a time table to complete the repairs.
The items are as follows:
1. Raise fire hydrants at 2913 Sunray Court and 2548 Sunstone Drive.
2. Uncover water valve boxes at 2548 S7uLstone Drive, south side of
street and on Caribou Road between Sunray Court and Flagstone Court.
3. Center valve box over valve at 2455 Sunstone Drive.
4. Turn fire hydrant so it is perpendicular to the street at 2454 Sunstone Dr.
5. Straighten fire hydrant and replace broken weather cap at Caribou Road and
Stony Creek Drive.

Due to the importance of these repairs, we are requiring them to be
completed by the end of the work day on May 20, 1988. Failure to have
these repairs completed by the 20th of May may affect the release of all
Building Permits and Certificates of Occupancy on both of the above
mentioned subdivisions.

Also, I understand that there may be some change in the outlet for the
detention facilities for Foothills Park Resubdivision as the result of
a request by the New Mercer ditch company. I trust you will provide
the City with a copy of the proposed changes to be reviewed and approved
prior to their construction. Wood Brothers Homes has indicated that they
will be unable to complete the outlet for the detention facilities for
the Seventh Filing of Woodwest Subdivision until these changes are
effected, so I would appreciate your prompt consideration of this matter.

Dear Dave:
We have reviewed your designs for the proposed cul-de-sacs in Sunstone.
Although there are advantages that you presented, we have decided that the
problems created for the maintenance and operations are more important.
Therefore, we do not support your request. We want you to use the standard
circular cul-de-sac design.
Several of us in the Planning and Engineering departments met to review
your design proposals. We also had our street maintenance people comment. I
checked with the City of Loveland staff to see how they felt your designs
worked there. From all of the information gathered, our conclusion is that
the flowline radii would have to be increased to keep from having to use
more expensive methods of sweeping and snow plowing. The 35' standard
radius that we have provides what we want.
If you have a problem in just an isolated situation, we will be glad to
work with you to solve the problem. But, with your proposals for Sunstone,
we do not see any situations where the standard will not work.

Dear Mike:
In explanation for the proposed placement of perforated PVC
pipe in the sewer bedding material, we wish to offer the
following rationale:
1) In the Westerly portion of the total area the ground
water is presently too high to permit basement
construction, approximately 61.
2) The primary source of the groundwater table is deemed
to be irrigation on and above the site.
3) The nature of the soils is such that moisture migration
rates are quite slow.
4) The projected build -out rate of the total P.U.D. is
relatively rapid, as noted in the Phasing Plan.
5) Experience has shown that addition of a subdrain pipe
will facilitate a more rapid lowering of the water
table in the early stages of development. Ultimately,
the gravel bedding itself will provide adequate
control, provided that care is exercised to insure that
it is continuous through the manhole areas, and that it
can conveniently outlet downstream. Such an outlet is
provided in this case by the connection to the bedding
of the 30" diameter storm drain at the Northeast corner
of the property. We anticipate that the proposed pipe
will need no maintenance during those initial stages.

Dear Dan,
I have reviewed the information submitted concerning your new ADS N-12 pipe
as well as contacting two of the engineers who have installed it on their
projects. Since it is a new product that has not been tested for any
appreciable length of time we would like to use this product on a trial
basis only. Therefore, I hereby accept the use of this product on the
Sunstone drainageway as a test section for the City of Fort Collins. In
addition it is required that the most conservative bedding detail be used;
that being compacted granular material from six inches below pipe to 12
inches above the crown of the pipe with the lower six inches being 3/4 inch
and smaller material and the rest being 3/8 inch and smaller. For accepted
gradation, trenching, etc. please refer to our Storm Drainage Construction
Standards or if you have questions contact the Utility Inspection
Department.
Also since this will be the first use of this product in Fort Collins I
would request your engineers inspect the installation procedures as well as
the bedding material. The City's limited experience with polyethylene pipe
has taught us the installation and bedding are crucial to a good
performance of the product. Depending on the test section results, future
installations could be installed using your recommendations for bedding
thus reducing the cost so that we can realize the full financial benefits
of the pipe.

RE: Use of N-12 on Sunstone Development
Dear Jeff,
I have considered your request to eliminate the 12 inches of bedding
material above the crown of the pipe and agree that it is quite
conservative to require it. Especially since ASTM standard D 2321-83
paragraph 9.1.1.1 requires it only to the top of the pipe and your own
specifications require 12 inches of bedding above the pipe, when there is
over 20 feet of cover. I have also discussed it with our inspectors who
feel more comfortable with 12 inches of bedding above the pipe but could
not justify requiring it. Therefore 3/8" and smaller bedding will be
required only to the top of the pipe. (The six inches below the pipe is to
be 3/4 inches and smaller).

which have been completed on the subject subdivision have
been constructed in accordance with the approved plans. The
basic improvements which have been constructed include:
grading and shaping of detention pond; construction of out -
fall drain from detention pond and lowering of Fox Meadows
storm drain; grading of channel along north boundary of
site; installation 24" dia, storm drain along north bounda-
ry; installation of culvert pipes crossing Caribou Drive;
grading of Swale along south boundary of site; regrading of
Harmony Village MHP Detention Pond; installation of outlet
pipe from Harmony Village MHP Detention Pond to on -site
detention pond; grading of overflow Swale along easterly
boundary; installation of pipes and catch basins on -site;
and installation of concrete pans for overlot drainage.
We are requesting that you confirm that the construction
which has been completed is acceptable. This is not a
request for reimbursement for area wide drainage improve-
ments. A separate request for reimbursement will be submit-
ted shortly. If you would briefly describe the procedure to
be followed in order to expedite the reimbursement request,
it would be greatly appreciated.

Gentlemen:
In response to your request, this is to confirm that I have received your
letter of construction compliance (letter attached) and have reviewed it
with our Construction Inspection Department. The construction plans
referenced in this letter were approved by the Stormwater Utility on March
20, 1987 and May 5, 1987 for the first and second filings respectively. Our
comments are as follows:
1. The letter of compliance needs to be signed by an engineer registered in
the state of Colorado.
2. The catch basin box on the south side of Montezuma Drive near the east
property line needs to have the weep holes drilled per my conversation
with J. L. Walter,
3. The catch basin box on the west side of Caribou Road and south of the
north property line presently is open on the west side. This allows
silt to be washed into the system and eventually across the street into
the detention pond. This silt must be cleaned out of the system and
the opening plugged or install erosion control measures until such time
that the box is connected into the rest of the system.
4. The detention pond survey verification indicates the toe of the slope
along the east side of Caribou Drive is approximately where the low flow
pan was to be constructed. Therefore the pond capacity is not as shown
on the construction plans. In addition there are no elevation checks in
the interior of the pond. The pond volume must be verified and since it
has been reduced the effects must be analyzed or the pond regraded.
Originally this pond was oversized but when the detention pond in
Harmony Village Mobile Home Park was revised and the two ponds
