This is an old Planned Unit Development that has been very slow to develop. It first came into the system in late 1993 or early 1994 and is being developed under the LDGS criteria. Request number 1. The applicant is asking to exceed the intersection approach grade of a local street onto an arterial street of 2 percent (2%). The basis for this variance is an existing City of Greeley water transmission line that runs diagonally across the proposed roadway through a slight hillside. The City of Greeley has stated that this line can not be lowered or relocated . Following is the criteria the City of Greeley staff used in making their decision. This line does not have adequate valving to shut it down, it serves appoximately 400 customers ( without any other water source) before feeding the city distrubution system. In addition, Greeley has asked for a minimum amount of cover over the line where it crosses the road. Consequently, the flowline grade on the north flowline is 3% and the south flowline at 2.5 %. It is my opinion that design measures have been taken to make a difficult situation work and that the slight\ difference in grade, 1 % or less will not significantly impact the motorists, bicyclists or pedestrians. /J Request number 2. This request is asking the City to vary its street cross section from the current standard 30 foot roadway with detached sidewalk to a 28 foot wide street cross section with attached sidewalk. This is an old project, which was given Preliminary Approval in 1994, which gives the developer -vested interest in layout and density. In addition, the first Final Submittal for review was July 1994. The streets as proposed are in accordance with the old street standards that were in effect at the time the project was approved. Technically this is not a variance request to those standards but is to our current standard. Therefore, It is my opinion that the variance should also be approved. Attachedments. Box 580 Fort Collins, Colorado 80522 Re: Lindenmeier Estates PUD — Linden Gate Place and Linden Gate Court - Request for Variance for Street Slope Approaching Lemay Avenue Dear Dave: Please consider this as the Variance Request for the approach grade to Lemay Avenue on Linden Gate Place in Lindenmeier Estates PUD. The proposed grades 3.0 percent for the north flowline and 2.5 percent for the south flowline are greater than the grades required by the "Design and Construction Criteria, Standards and Specifications for Streets, Sidewalks, Alleys and Other Public Ways", City of Fort Collins, Colorado, City Engineering Office, July 1996, (City's Street Design Criteria) of 2 percent for any street intersecting an arterial street. This standard is found in Section 1.02.03.05 of the City's Street Design Criteria. This variance is being requested due to the location of an existing City of Greeley Waterline (27" Thin Walled Steel Pipe) which crosses Linden Gate Court just west of Lemay Avenue. This pipe was originally constructed with only 3.5 feet of cover. The City of Greeley is not allowing this main to be lowered as it is one of their primary treated water supply lines with several hundred customers between LaPorte and Greeley and no good way to shut down and isolate this portion of the line. There are only 12 lots proposed for access off this street. Eastbound traffic will be slowing for a stop sign at Lemay Avenue and westbound traffic will be a relatively low speeds as they will have just turned from Lemay Avenue. In Chapter 9, "At Grade Intersections" of the AASHTO's A Policy o n n Geometric Design of Highways and Streets, 1990, Page 688, under "Profile", the first sentence of the third paragraph states "The calculated stopping and accelerating distances for passenger cars on grades of 3 percent or less differ little from the distances at the level." In addition, it is not anticipated that icing will be a concern as this intersection lies in the southeast corner of the site and will have good sun exposure during the winter months. Therefore, it is not anticipated that any public health, safety, and/or welfare problems will be created by the varied design. Re: Lindenmeier Estates PUD — Linden Gate Place and Linden Gate Court - Request for Variance for Street Cross Section for Width and Sidewalk Location Dear Dave: Please consider this as the Variance Request for the street cross section on Linden Gate Place and Linden Gate Court in Lindenmeier Estates PUD. The proposed roadway width of 28 feet with attached sidewalk is less than as shown for a Residential Local Street in the "Design and Construction Criteria, Standards and Specifications for Streets, Sidewalks, Alleys and Other Public Ways", City of Fort Collins, Colorado, City Engineering Office, July 1996, (City's Street Design Criteria) of a 30 foot roadway with detached sidewalks. This standard is found on Detail Sheet D-2-b of the City's Street Design Criteria. This variance is being requested to minimize the amount of "hardscape" in this subdivision, similar to the existing Larimer County subdivisions to the north and east. This subdivision is characterized by a small overall size (12 lots) which will generate a maximum traffic of less than 150 vpd, relatively large individual lot sizes with large setbacks (allowing additional driveway parking capacity), and the fact that the streets are both cul-de-sacs which are not intended to ever become through streets. This has resulted in a design that proposes adding sidewalks to the City's typical section for a "Rural Residential Roadway", as found on Detail Sheet D-2-d of the City's Street Design Criteria. Due to small amount of anticipated traffic on these streets, both vehicular and pedestrian, and the unique configuration of this subdivision (two, short cul-de-sacs), the proposed roadway cross section is more than adequate. Therefore, it is not anticipated that any public health, safety, and/or welfare problems will be created by the varied design.
