Glen talked to Paul last Wednesday. I understand to the direction to be as follows:
Yes, PSD is subject to our requirements. But, they can choose ignore our requirements. We can
recommend denial. The Board can deny. PSD can appeal to their Board to overturn our Board.
In other words, if PSD is firmly intent on not raising the building, and we insist with all our authority, we will
all end up on the front page of the newspaper, and still not get the building raised.
So, I think we need to head in the direction of "recommending" to Ed Holder to comply. Let him talk to his
consultants, crunch the numbers and respond. If after our "recommendation," they still do not comply,
then I suggest that we back off and try to maintain a positive working relationship with these folks. Glen,
do you agree this is how we left it after talking to Paul?

LCUASS 19.6 —Parking Lot Setbacks
Dear Mr. McNair:

We are requesting a variance for the eastern most parking stall located on the proposed Centennial High
School Expansion project. This is in response to the Utility Plan submittal comments provided by Susan Joy
of the Engineering Department.
We believe that a deviation from the City's Standard Criteria of 20' minimum set back is warranted for this
project. The 20' minimum setback distance assumes a local street and less than 100 ADT for the site (the
required traffic study for this project was waived by the Traffic Operations Department). This parking stall is
accessed from the adjacent alleyway and existed prior to the proposed improvements for the high school.
The setback provided is approximately 17' and accommodates an existing free lawn and sidewalk. The
availability of adequate parking for the school has been an issue discussed in previous neighborhood
meetings. Eliminating this parking stall will add to the concern of not providing sufficient parking for the
school staff. Considering this is an existing condition, and the need for parking, and that the stall is located
adjacent to an alleyway, we request your consideration to grant a variance to LCUASS 19.6 standards.

We are requesting a variance for the second eastern most parking stall located on the proposed Centennial
High School Expansion project. This is in response to the Utility Plan submittal comments provided by
Susan Joy of the Engineering Department.
We believe that a deviation from the City's Standard Criteria of 40' minimum set back is warranted for this
project. The 40' minimum setback distance was determined from the Table shown on Drawing 19-03 in the
LCUASS for a local street and an ADT (average daily trips) volume of 100 to 750 for the site (the required
traffic study for this project was waived by the Traffic Operations Department). This parking stall is
accessed from the adjacent alleyway and existed prior to the proposed improvements for the high school.
The setback provided is approximately 25'and provides enough room for a vehicle entering the alley from
Peterson Street to stop for a backing vehicle leaving the first parking stall. The low traffic volumes further
reduces the likelihood of conflict. Therefore, it is not anticipated that any public health, safety, and/or
welfare problems will be created by the varied design. Thus, we request your consideration to grant a
variance to LCUASS 19.6 standards.
