Title sheet:
Need North arrow on vicinity map, need to describe project benchmarks, need sanitary
sewer plan and profile sheets, signing/striping plans for connectors and collectors.
Preliminary Plat:
1) 15' of non-exclusive utility easement is needed beyond the ROW.
2) 50' of 1/2 ROW is not adequate for an arterial. Dedicate 57.5'.
3) Most bearings and distances are obscured by utility lines.
4) Label and dimension all easements and Rights -Of -Way.
5) Need a statement of ownership/ maintenance of all tracts.
6) Need a statement of dedication of easements, ROW, tracts, and any site for public use.
7) Need to show bearings and distances for ROW lines, easements, and lot lines.
8) Is there a conflict between proposed development and Conservation Easement?
9) Off -site easements are needed for some storm drainage facilities and sanitary sewers.
10) Clearly indicate block boundaries.

Preliminary Overall Utility Plan:
1) Local street intersections with arterial streets shall be provided at least every 660'.
2) Trilby Road is a future bus route. Note location and escrow funds for future bus stop.
3) Overall utility plans need:
a) Complete horizontal street alignment showing centerline, curve radii, street, sidewalk,
and ROW dimensions, driveway locations, and crosspans.
b) Existing and proposed storm drainage facilities.
c) Detention ponds, ditches, and swales.
d) Floodplains, floodways, and 100 year water surface elevation.
4) Need a pedestrian/bicycle access easement or an access easement for the proposed future
bike path.
5) The `bulge' on Antigua Drive serves no apparent purpose and should be deleted.
6) Trilby Road shall be designed and improved in accordance with current City standards for
an arterial street.. An approved design is on record as a component of the Paragon Point
PUD. It is your responsibility to carry out the improvements on the South half of the road
or provide the funds for the improvement to be carried out in the future. The City is not
ready to construct this portion of Trilby, therefore escow funds for the future
improvements. Also, see that your street connections at Trilby both are compatible with
the existing conditions and will be compatible with the future improvements.
7) Label all existing and proposed waterline appurtenances.
8) Show location and elevation of reference BM.
9) Design St. Thomas Dr. as a connector w/ I F bike/park lanes (need 63' ROW).
10) Amalie Way west of Stanton Ck. Dr. should be designed as comment 9 above. Amalie
Way east of Stanton Ck. Dr. proceeding along Redonda and St. John Pl. should be designed
as a local residential street with a 51' ROW.
11) See comments specific to traffic circles on the redline plans.
Preliminary Overall Grading Plan:
1) Some sidewalks seem to conflict with proposed grading (max. Cross -slope is 2" per T)
2) Some grade lines don't seem to be correct.
3) Must show floodplain boundary on grading plan.
4) Incorrent matchline sheet reference.
5) Some sidewalks / bike path connections are misplaced.
Storm Sewer Plan and Profile:
1) Show all utilities crossing in profile and plan.
2) Riprap should be shown on these sheets.
3) North inlet of St. John Place line conflicts with access ramp.
4) Inlets of Stanton Creek Drive line should be located at flowline lowpoints.
5) Saint Thomas Drive is labeled as Stanton Creek Drive on sheet 12. Storm lines (such as
the one mentioned in comment 4 above) are likewise mislabeled.
6) Part of the proposed development is missing in plan view on sheets 12 and 12A.
7) Offsite easements are needed in some locations.
Street Plan and Profile:
1) All street plan and profile sheets need:
a) ROW and roadway dimensions
b) CL stations of all intersecting streets
c) Flow arrows
d) Curb, gutter, and walk
e) Driveway positions and dimensions
i) Curve data (stationing and elevation of horizontal PCs and PTs in plan view)
g) Crosspans
h) Spot elevations at intersections per standard drawings D-18 and D-19.
i) CL stationing at 100' intervals
j) Property, ROW lines, tracts, and easements clearly labeled.
2) Provide access ramps at all pedestrian crossings.
3) Lot numbers are inconsistant with plat.
4) Incorrect matchline sheet references.
5) Maximun grade break (of 0.4%) is exceeded in several locations.
6) Incorrect stationing on Saint Thomas Drive (sheet 15)
7) Show all flowlines accurately, not just around perimeter of each block, but also where flow
crosses the street (at crosspans).
8) Low point on South flowline of Saint John Place does not coincide with proposed inlet.
9) Lot configuration is inconsistant with plat.
10) Grades at Eastern end of Saint John Place do not match those at the corresponding end of
Redonda Drive.
11) It is not clear (on sheet 20) how the flowlines, lowpoints, and inlets will work at the traffic
circle. Show sufficient detail (i.e. spot elevations, accurate flowlines) such that the
drainage scheme is clear.
12) Acording to the TIS, a left turn lane is required at Amalie Way to S.B. Lemay.
13) The eyebrow at Redonda and Amalie is not needed, especially on a 36' street.

This Soils Report is only the preliminary report. A final report will need to be submitted as required. See comments that
need to be addressed with final report.
❑ specifications to mandate thourough mixing and processing of all fill material generated on site so that uniform
embankments are constructed. This also holds for areas where utility trenches would generate potentially
expansive backfill, such as the Western portion of the site.
❑ water content may need to be specified higher, such as 0 to 4 percent over optimum to ensure embankments
remain wet long enough to permit swelling to occur prior to construction of pavements and/or foundations.
❑ Additional drilling, sampling and testing is warranted after grading and utility work to fully define the problem.
❑ Some information on the geology, including a map showing the Pierre Shale would be very helpful in defining
the problem as well.
❑ Mitigative measures need to be included in addition to the addition of water during construction.
In summary, this is exactly the type of situation we were anticipating in developing the new soils standards. Now we
know there is a potential problem and can require further analysis to avoid problems such as those becoming apparent at
Paragon Pt. This is a situation where it will be very important to require the final soils investigation after the earthwork
has been completed. Expansive soils exist under the entire site at relatively shallow depths (< 10 feet). And need to be
adressed.
