Re: Sage Creek — Construction Phasing and Design for County Road 36
Dear Jim:
The purpose of this letter is to respond to questions raised in several meetings with the
Developer's engineering consultants and staff over the past two months with regard to phasing,
design, and construction of County Road 36. At the Developer's request, I have provided
information for constructing County Road 36 at one time and information with respect to phasing
the construction of County Road 36. In addition, I have included some information with regard to
phasing and construction of Corbett Drive.
If Developer still desires to construct County Road 36 at one time, then the design for County
Road 36 as shown is adequate. Below are the construction requirements that will be in the
development agreement for County Road 36 and Corbett Drive if County Road 36 is built at one
time. (Note: Th is is not development agreement language.)
(a) The City shall require that the Developer construct County Road 36 prior to issuance of more
than 36 building permits in Phase 2 (or 50% of the building permits in Phase 2). If weather
restrictions place an undue hardship upon this developments ability to construct County Road
36, then the applicant shall be required to escrow 150% of the total County Road 36
improvements prior to the issuance of more than 36 building permits in Phase 2. If the
aforementioned situation should occur, the Developer shall be allowed no more than an
additional 18 building permits in Phase 2 of this development and shall construct County
Road 36 no later than July I, 2001. No building permits shall be issued for phase 3 and 4
until the completion of Phase I and 2 for this development.
(b) The City shall require that Corbett Drive to the north of Sage Creek Drive be constructed
prior to the issuance of more than 18 building permits for Phase 2.
If the Developer would like to phase the construction of County Road 36, the design shall
incorporate the items listed below.
(a) The design shall show how it ties into existing grades with each phase (i.e. centerline profile
adjustments and cross section adjustments).
(b) "fhe design shall show 40:1 transitions.

I regret yet another delay in this project for hearing but we need additional information
on a more complete set of utility plans prior to setting a hearing date. I understand this
letter may create, some concern on your part. However, I believe it is important for
Engineering to relay to you, our position on why we can not recommend this project for a
hearing at this time.

Re: Sage Creek Local Street Design Requirements
Dear Eldon:
Transportation Services has determined that Sage Creek Drive between County Road 9
and Corbett Drive should be a 42-foot street cross section with an I I -foot combined bike/
park lane to accommodate bike traffic within and leading to activity areas (see the street
design manual detail D-2-a(Bike lanes)).

(c) The signing and striping plan shall show interim signing and striping for each phase and final
signing and striping.
(d) The design shall provide both tie-ins and ultimate cross sections.
(e) The design should address any drainage issues.
(f) The design shall show pavement placement and removals for each phase.
(g) (Note: The pavement tie-ins to match existing grades that deviate from the ultimate design
will not be reimbursed by Street Oversizing.)
(h) (Note: If the Developer chooses to phase the construction of County Road 36, the
development agreement shall be written to accommodate the approved design. In other
words, the City can not make a determination on the construction phasing until a design is
submitted. Regardless of the construction phasing for County Road 36, the applicant's
obligation for Corbett Drive shall remain same.)
As an aside to cur last conversation the County Road 9/ County Road 36 intersection shall be
constructed with Phase 1.

Re: Sage Creek -- Box Culvert
Dear Jim:
The City acknowledges the benefit of allowing you to begin construction on the
McClelland Channel Box Culvert for Ziegler Road as shown on the Sage Creek/ Harvest
Park County Road 9, Box Culvert, and McClelland Channel Improvement plans. Prior to
starting construction you shall provide the following:
1. A Letter of Credit ($305,694.00) and a check for the Inspection Fees
($9,665.40) to the Engineering Department as agreed upon with the Sage
Creek, Phase 1 Development Construction Permit Application (A27-00 dated
7/17/00).
2. Permission from the Traffic Operations Department to close Ziegler Road for
the duration needed to complete construction of the box culvert.
Under no circumstance does this letter grant the right to construct any other portions of
your development as shown in the Sage Creek final project development plans and the
Sage Creek/ Harvest Park County Road 9, Box Culvert, and McClelland Channel
Improvement plans.

Dear Les:
As we all know the James Company would like to see the Sage Creek PDP project go to
public hearing. The Engineering Department and your firm. Sear -Brown, have been in
contact on several occasions to ensure that the city's requirements are being met. In
order to coordinate our conversations with the James Company and other pertinent city
departments. I have outlined the Engineering Departments issues that stilll need to be
addressed prior to this project being schedule for public hearing:
All necessary easements and rights -of -way required for this project shall be
delineated and presented with a letter of intent from the property owners
granting the easement or right-of-way. Going further, I requested Jonathan
Moore, Sear -Brown, submit a grading plan, demonstrating how the proposed
grades along County Road 9 and County Road 36 east of County Road 9 will
tie -into the existing grades. The reason for this request is to ensure that no
additional offsite easements or rights -of -way are necessary in locations other
than those already identified (i.e. the bridge on County Road 9, the reciprocal
easement with Harvest Park; etc).
2. The Engineering and Traffic Operations Departments met and discussed the
proposed roundabout design. The result of that discussion is that the
enhamed crosswalks at the intersection should be setback 20 feet from
tlowline. and similar to Harvest Park. Further, the Poudre Fire Authority will
need to express full acceptance of the roundabout design to the Engineering
and Traffic Operations Departments. The acceptance shall be based on a
turning template demonstration preformed by Sear -Brown (see the Harvest
Park demonstration).
3. The Plat is still showing some horizontal deficiencies. The following shall be
resolved prior to a public hearing:
(a) Please correct the local residential streets that intersect with County
Road 36 to include a transition and storage. Rabbit Creek Road, Old

Mill Road, & Cornerstone shall be designed with a 36-foot cross
section and than transition from the 30-foot local residential or 34-foot
cross section. The transition taper is based on the following equation
(equation is from MUTCD, 1988 Edition, page 6C-3):
40-mph or less (speed limit) L=WS2/60
Where: L = Taper Length in feet
W = Width of offset in feet
S = Posted speed or off-peak 85%ile speed in MPH
The actual taper length per side would be 31 feet. Please include 20-
25 feet for storage. The total % transition length is 51-56 feet.
(b) Please correct or request a variance for the inadequate tangent length
between horizontal curves from 48.16 feet to the minimum of 100 feet
on Cornerstone Drive.
It is understood that the wording in the letters of intent need to be reviewed by the city
prior to acceptance. And in a discussion with Ron Fuchs, City Planner, revised Project
Development Plan sets in conformance with all Land Use Code standards, are required
prior to formally scheduling an administrative public hearing. Ron Fuchs can be reached

RE: Utility Plan Submittal' Sage Creek PDP
Dear Mr. Postle:
The intent of this letter is to inform you of our disappointment in the quality of the latest
submittal for your Sage Creek project here in Fort Collins. This project was submitted to
the City around December 1, 1999, for its third round of review. In most cases, after
three cycles of plan review and revision, project plans will meet the City's quality
standards, and the project can then be scheduled before the City's Hearing Officer or the
Planning and Zoning Board. However, based upon the lack of response to Engineerings
previous comments and the omission of information that had been supplied on previous
submittals, one or more rounds of review will be required before I can recommend this
project for hearing.
For your information I have enclosed copies of the City's development review engineer's
latest comments for the Sage Creek utility plans submitted by Sear/Brown on December
1, 1999. The comments in bold print are those items that he has previously requested
additional information about, with the remaining items being new comments to the last
submittal. These new comments are a result of new information being provided or a lack
of information f orn previous comments.
Prior to the City accepting the next submittal I have advised our development review
engineer, Mark McCalltun,-to quickly review the plans that are being resubmitted to
determine if it is complete and that his comments have been addressed prior to the design
engineering's resubmittal to the Planning Department. If not, he has been instructed to
refuse the submittal until such time as his concerns have been met. As with all projects
currently in the City review system, the design engineer has ninety (90) days to address
our comments and resubmit revised plans to the Planning Department. Additionally, I
have asked that Mark include in his comments the requirement that the design engineer
must meet with him to go over these latest comments as soon as possible.
