RE: Variance Requests for Parkside East and West
Loonan & Associates Inc., on behalf of the developer for the Parkside East and West has submitted three
variance requests to the "Design and Construction Criteria, Standards and Specifications for Streets,
Sidewalks, Alleys and Other Public Ways". These two projects are currently in the development review
process as separate development applications and are situated on the south side of Drake Road on the west
and cast side o-' Rigden Parkway respectively. All three variance requests are in reference to the Parking
Setback Chart on fable 5 and are outlined below.
Parkside East:
Two variance requests are required for this site. A variance request is required to reduce the parking lot
setback for the northern driveway out to Rigden Parkway from 50' to 32'. The 50' requirement is based
upon Rigden Parkway being a collector street with ADT's below 750 internal to the site. A variance
request is also required to reduce the setback for the southern driveway out to Des Moines Drive from 40'
to approximately 35'. The 40' requirement is based upon Des Moines being a local street with 750 ADT's
for the street and 67 AD'f's projected for this driveway.
While the northern driveway has a setback that is 18' short of the standard, the engineer believes the first
variance request can be supported because of the median in the center of Rigden Parkway in front of this
driveway. With the main driveway entrance directly south having full access, this northern driveway will
have limited traffic movements (34 ADT's), similar or less than a full access local street in front of this
driveway. The southern driveway falls around 5' short for the setback standard. The engineer states that
the neck down of Des Moines Drive at Rigden Parkway provides traffic calming that would make the
distance ofthe first parking stall to the actual navel way of vehicles on Des Moines Drive greater than the
minimum required. In addition, the traffic counts into the driveway of 67 ADT's was not ofa significant
number to warrant the need to meet the 40' instead of 35'.
Parkside West_:
One variance r equest is required to reduce the parking setback width from 40' to approximately 34' based
upon Table 5. Again the engineer cites the neck downs on Rockford Drive at Limon Drive as well as lower
ADT's on the driveway forjustification.
I discussed these variance requests with Dave Stringer and we didn't have a strong inclination to approve or
deity the variance requests. The argument of the neck downs at intersections serving as traffic calming
appears to be shaky at best. Rather than attempting to expound in written detail the discussion regarding
these variance requests, I would be happy to discuss these issues in further detail.

investigation of the Traffic studies and assessment of the projected traffic flows our interpretation is that
Rigden has 525 ADT's north bound, Des Moines Drive has 450 ADT east bound and 300 ADT's west
bound and the proposed Rockford Drive will have 150 ADT's. Our assessment of the ADT's and model
distribution for Parkside East is 223 ADT's (Based on 5.86 trips per dwelling unit, "AASHTO, 1984"),
projected for this site and that the model distribution is 15% for the north entrance, 55% for the main
entrance and 30% for the south entrance. Additionally, this site has extra parking available and should not
cause congestion for engress or egress traffic. This site has two driveways that are in question, the north
and south driveways respectively. After utilizing table 5 in the "City of Fort Collin Design and
Construction Criteria, Standards and Specifications for Streets, Sidewalks, Alleys and Other Public Ways
the required set back for the north and south drive respectively is 40 feet from the flowline of Travel Ways.
Parkside West has two drive emranees, however only the west drive entrance is in question pertaining to the
setback distance. The model distribution of this site has 65% of the traffic distributed to Rigden and 35%
distributed to Rockford due to the limiting interchange for right turn only at Drake and Rockford Drive.
The analysis for both sites follows below.
Parkside East:
The north drive that enters onto Rigden Drive is limited to right in and right out traffic only. The
proposed garages are located thirty feet from the flowline of the travel ways- With the additional restriction
for movement of right turn out and the reduced volume oftraffic from the right turn in this entrance projects
a limited use and 15% of the model distribution of the projected 223 ADT's. We feel with the restrictive
movement with the raised island in Rigden Parkway and that the 34 ADT's from this drive are within a range
that support the request from the standard setback as stated in Table Five.
The south drive that enters onto Des Moines Drive is a full turning movement entrance. The
request is too allow the parking stalls to remain as shown on the site plan. This entrance generates an
estimated model distribution of 30% or 67 ADT's generated by this drive entrance and there are projected
750 ADT's for Des Moines Drive. As per Table Five there is a forty -foot set back from the flowline of
travel ways. This street is designed with an eight -foot park lane with traffic calming intersection at Rigden
Parkwav that further designates the parking lane and the distance to the travel way is forty-one feet from the
parking staff to the fTowfine of the travel way. However, the parking staff is located within thirty three feet
of the curb -line of Des Moines Drive and the additional restrictive calming interchange at Rigden Drive and
Des Moines Drive ari11 not aftow individuals to ufilize-lhe.ark lane as a travel lane, further substamiating the -
request for waiver by interpretation.

Parkside West:
The proposed development for Parkside west will generate approximately 282 ADT's and the model
distribution for this development is projected at 65% for the east entrance and 35% for the west entrance.
The distribution is determined due to the limiting turning action for right turn only at the intersection of
Rockford Drive and Drake Street. The projected traffic volumes for Rockford drive are 150 ADT's.
Rockford Drive is designed as having parking lanes on both sides of the street and utilizes traffic calming
intersections at Limon and Rockford drives respectively. The distance from the parking area on the west
drive to the flowline of the travel lane is greater than 40 feet as designated in table five. Due to the specific
design of traffic calming intersection, proximity of the west drive location and low ADT count we request
the approval of the design variance from the set back standards as traffic volumes will not warrant the
additional distance.

Dear Mark,
As per your meeting on Thursday, January 18`h, 2001, with Mr. Don Leffler, we are
requesting a variance from the standards as defined in table 5 for parking set backs from
stalls to the flowline of travel ways. Based upon the investigation of the Traffic studies
and assessment of the projected traffic flows our interpretation is that Rigden has 525
ADT's north bound, Des Moines Drive has 450 ADT east bound and 300 ADT's west
bound and the proposed Rockford Drive will have 150 ADT's. Our assessment of the

Moines Drive and the additional restrictive calming interchange at Rigden Drive and Des
Moines Drive will not allow individuals to utilize the park lane as a travel lane, further
substantiating the request for waiver by interpretation.
Parkside West:
The proposed development for Parkside west will generate approximately 282 ADT's
and the model distribution for this development is projected at 65% for the east entrance
and 35% for the west entrance. The distribution is determined due to the limiting turning
action for right turn only at the intersection of Rockford Drive and Drake Street. The

as having parking lanes on both sides of the street and utilizes traffic calming
intersections at Limon and Rockford drives respectively. The distance from the parking
area on the west drive to the flowline of Rockford Drive is less than the 40 feet as
designated in table five. Due to the specific design of traffic calming intersection,
proximity of the west drive location and low ADT count we request the approval of the
design variance from the set back standards as traffic volumes will not warrant the
additional distance.
