Park Place Variance Requests
I looked at Boardwalk today, and I agree that it is actually built to collector standards. Its speed
limit is posted at 30 mph. Perhaps the Master Street Plan envisions this needing to carry minor
arterial volumes in the future, but widening will need to occur for the actual classification to be
upgraded. 1 would hope that Park Place is at least providing ROW to allow for future widening.
These variance requests to apply collector standards to the corner sight distance and parking
setback requirements are reasonable and will not jeopardize public safety in any way..
Therefore the requests for variance from Sections 1.02.03.c and 1.02.12.a(2) of our Street
Standards are approved. As always, this cannot be construed as setting a precedent for future
deviations from our standards.

speed. And, accordingly a 400' line -of -site and 50-60' parking setback are
appropriate.

Please consider this as the Variance Request for easement width (and subsequently building
separation from Right of Way) along Boardwalk Drive for Park Place P_D_P_ The proposed plan
as submitted provides a Blanket Utility, Draining, Access and Emergency Access Easement for
the entire site excepting out building envelopes. The distance between the proposed Right of
Way and the nearest building envelope is approximately eight (8) feet. This dimension is less
than the easement width of fifteen (i5) feet as shown on the Minor Arterial Street Detail D-1-c in
the "Des1tn and Construction Criteria, Standards and Specifications for Streets,
Sidewalks. Alleys, and Other Public Wav_c''_ City of Fort Collins, Colorado, City

This variance is being requested for the foliowing reasons. First, ci-In (8) feet of additional Right
of Way is dedicated to the Cite with the Final Plat to bring the half street Right of Way to Minor
Arterial Standards. No improvements are proposed on Boardwalk Drive, which is currently built
to previous Collector Street Standards. This additional Right of Way. paired with the narrower
street, provides additional space if a public utility required it. Second, all utilities have been
contacted and coordinated to use the proposed blanket easement and Right of Way. Following is
a statement that will be signed by all utilities accepting the blanket easement as proposed.
Si2t.t Distance Easements have also been provided to ensure that no building envelopes obstruct
the view of vehicles leaving the site. it is not anticipated that public health, safety, and or welfare
problem; will be created if this variance ',s aunroved.

Re: Park Place / Line of Site and Parking Setback Considerations
Thank you for meeting with me Friday, Marc, to discuss our concerns about line -
of -site and parking setback.
As you are aware, Boardwalk was built with a collector radius of 600'.
The line -of -site for a street with a 600' radius is 400', maximum design speed is
40 mph and the parking setback is 50'-60' (for under 750' ADT / over 750' ADT
respectfully).
In fact, the speed limit posted on Boardwalk is 30 mph.
Furthermore, as you may be aware, the neighbors In that area are concerned
both about driving speeds and volumes on Boardwalk and feel the best solution
would be to slow traffic down, not speed it up, and avoid use of Boardwalk as a
minor arterial for which in fact it is not properly designed and rather let such
traffic proceed much more safety and at more satisfactory speeds and volumes
along Harmony, JFK and College.
From both a design standpoint (which cannot be modified) and a political
standpoint, it is unsafe and unrealistic to ever permit vehicle speeds to go above
30 or 35 mph on Boardwalk, and in fact, a good case can be made for reducing
speeds to less than that.
This coupled with the fact that Boardwalk has an existing radius of 600', the
conclusion is logical and compelling that 400' line of site and 50-60' parking
setback are appropriate for this unique, odd -shaped and transitional site. f
Accordingly, I would like to respectfully request that you explore the possibility of
Engineering supporting where to put the tine-of-slte and 50-60' parking setback
as we have proposed. Please review this with your colleagues. Given the "as
built" fact of Boardwalk as well as the site's unique, difficult configuration and its
transitional nature coupled with the other factors mentioned above, I trust that the
Engineering Department and/or the City Engineer can, within its discretion,
conclude that this section of Boardwalk is in fact an "as built' street both grand-
