Hi Jim,
We took the project to transportation coordination this morning to discuss a number of comments from the
last round plus it gave me a chance to wrap up a few other questions that remained "in the air".
Fleet Court - This particular eyebrow posed somewhat of a dilemma... there was concern over how we
would design the median and limit turning movement conflicts. In the end, we concluded that in this
particular case, Fleet Court must be a cul-de-sac to line up with Fleet on the south side of Morningstar
(could do an offset cul-de-sac perhaps?). The higher volume street plus the street alignment to the south
presented too many potential conflicts to allow an eyebrow in this particular location. Please redesign the
plan sets accordingly.
Variance to Brightwater CL radius - Traffic Engineering has weighed in on the variance and it has been
approved. Please add the variance to line 48 of the General Notes.
Morningstar typical section - a modified connector local/minor collector has been determined based on the
TIS and your site layout. Please design the section as follows: 11' travel, 6' bike lane, 8' parking, 7'
parkway, and 5' sidewalks. The 16' medians are not required but will be allowed at the developer's
expense and future maintenance. The total row required (if medians stay) is 90'. You could do a 7.5'
parkway and leave your row at 91'. You still need to work with Eric Bracke on the roundabout design,
distance separation for parking and driveways to the roundabout, and the Turnberry/Morningstar
intersection design.
Existing street stub that you are removing at Barnswallow - will require in the DA that the row area will be
maintained by the HOA. You may also move the sidewalk connection over into the row and use the space
as part of Tract E.

We received yesterday a copy of plans for Waters Edge, a proposed development near
Richards Lake. Thank you for forwarding those plans and for keeping WSSC on the
distribution list for future communication purposes as the review process moves forward
on this project
A brief review of the plans shows that the proposed project is located adjacent to
Richards Lake and includes provisions for stormwater discharge into the lake. Water
Supply & Storage Company is concerned about both, among other issues.
We will need some time to have our engineers review the plans and comment. We
anticipate that we will require a discharge agreement with the project owner/developer
for the stormwater discharge, at a minimum. That agreement will likely include annual
fees to WSSC and reimbursement of our out-of-pocket costs for legal and engineering
services. We will also require easements and minimum setbacks along the shoreline from
the crest elevation of the dam to ensure our ability to maintain and operate the reservoir
in the future.
Please ask the developer to contact us to set up a meeting to include our engineer and
legal counsel.

Thanks for reviewing the scoring pattern. I have one more question for you. I met with Susan Joy yesterday
on the Water's Edge plan set. We are now ready for mylars, but there is one issue Susan asked that I check
with you on.
We have one specific case where we only have 2.5' from finished grade to top of storm sewer. We are
constrained in this location due to a 12" water line that we have to go over. We looked at possibly lowering the
waterline, but there is a tee connection close to the area and I wanted to keep away from lowering the 12" line.
Is 2.5' of cover (from finished grade) acceptable to you, or do we need to lower the waterline? The pavement
location where this occurs is within a bike and parking lane, if that is of any consolation. Let me know if this is
acceptable to you and if I need to submit a formal variance.

I talked to both Mike Herzig and Eric Bracke about the variance to the 100' max on the eyebrows (off local
streets only). Erice felt that roughly doubling the length and number of lots would not make a huge
difference in the traffic counts so please write up the variance request and he'll approve it. Just be sure to
address the traffic/health/safety and the rest of the items in 1.9.4 and you're set.

This memorandum responds to Fort Collins staff comments pertaining to
the "Water's Edge Development Transportation Impact Study," October 2005.
Specifically, the comments are #93, #94, and #100 from Ward Stanford, Traffic
Operations.
93. This comment requests traffic volumes at the interior roundabout, the
Morningstar/Brightwater intersection, which is within the site itself.
The "Base Assumptions Form" indicated that only intersections along
Turnberry Road (CR11) needed to be analyzed along with an APF
evaluation at the Vine/Lemay intersection. It is likely that the
Morningstar/Brightwater roundabout is for traffic calming purposes
rather than a method to move high traffic volumes through an
intersection. The west leg of Morningstar Way and the south leg of
Brightwater Drive are classified as collector streets on the Fort
Collins Master Street Plan. Figure 1 shows the peak hour approach
volumes at the subject Morningstar/Brightwater roundabout. By
inspection, this roundabout would operate acceptably. All legs of this
intersection will have traffic volumes that are commensurate with that
of a residential local street.
94. Both Brightwater Drive, Turnberry Road to Morningstar Way, and
Morningstar Way, west of Brightwater Drive, are classified as collector
streets. As mentioned earlier, near the roundabout, these streets will
have residential local street traffic volumes. The traffic volumes on
both Brightwater Drive and Morningstar Way, just west of Turnberry
Road, will be commensurate with that of a residential connector street.
The volumes will reduce to that of a residential local street after
crossing 2-3 cross streets within the Water's Edge Development.
Richards Lake Road, west of Turnberry Road, is classified as a two-lane
arterial street. The long range traffic forecasts indicate that
Richards Lake Road, west of Turnberry Road, will have volumes that are
commensurate with that of a local street. It is recommended that the
City consider reclassifying some of these streets. It is much easier
for the City staff to reclassify streets in any given area of the City.
The "down classification" could have an overall savings to the City
with regard to construction and maintenance costs.
100. The Water's Edge Development will increase traffic at the Douglas/
Turnberry intersection. The traffic will increase substantially in the
morning peak hour, but less dramatically (< 2 times) in the afternoon
peak hour. Turnberry Road is classified as a two-lane arterial street.
By definition, all arterial streets must have center left -turn lanes
regardless of what the left -turn volume is. There is a recently
approved development (Boma Farm) in the southwest quadrant of this
intersection that was not required to build Turnberry Road to its
required cross section (left -turn lane), even though the road is
adjacent to it. Since this was the case and since the Water's Edge
Development TIS included the Boma Farm traffic, it was assumed that the
City did not desire to have this left -turn lane in the short range
future. Both transportation impact studies (Boma Farm and Water's
Edge) recommended the left -turn lane in the long range future. If the
City now desires to have a northbound left -turn lane on Turnberry Road
approaching Douglas Road, it should also be the responsibility of the
Boma Farm development. The funding formula should include the existing
traffic as well as all development projects that have/will contribute
traffic to this intersection or are adjacent to it.

I think it looks fine. We have neighborhood roundabouts throughout the City that don't have any refuge
(Corbett Drive for example) and it works fine. So, having 4' is better than nothing.
I'm good with the design as shown.

Eric,
I've attached a pdf (30 scale) of the roundabout at Water's Edge. I've
tried including a splitter island on the south leg, but the pedestrian
refuge is only 4' wide (flowline to flowline). I've also corrected the
northwest leg to provide the required 50' width from flowline to
flowline. Please take a look at this drawing and provide any input
necessary.

This memorandum provides a final compliance statement that the Water's Edge
Development site layout and access locations have not changed since the TIS,
dated October 2005, was completed and accepted by the City of Fort Collins.
The number of dwelling units and the dwelling unit mix have changed somewhat.
The number of dwelling units increased from 389 to 393. However, due to
changes in the dwelling unit mix, the daily trip generation and peak hour
trip generation have all decreased. Therefore, the TIS of record reflects
slightly higher traffic forecasts than that which would occur. In light of
this, it is concluded that no further transportation analyses are required.
