Code, the lowest strand of barbed wire must be at least 10'
above the ground and exterior area security lighting must be
provided.
This completes staff (and outside reviewing agencies) review
and comments at this time. Another round of staff review is
determined to be necessary. This proposal is subject to the
90-day revision re -submittal requirement (from the date of
this comment letter, being July 20, 2004) as set forth in
Section 2.2.11(A) of the Land Use Code. Be sure and return
of your red -lined plans when you re -submit. The number of
copies of each document to re -submit is shown on the attaches.

Re: Timnath Tap Expansion Project - Fort Collins, Colorado
Tri-State Generation and Transmission Association, Inc.
Thank you for the information that you provided during our telephone conversation last
Wednesday. As you are aware, we received your Staff Project Review dated July 20,
2004, regarding Tri-State's Timnath Tap Expansion Project. Your comments and the
red -lined marked plans were reviewed in Tri-State's Engineering and Land
Departments. The following clarification and additional information is provided to obtain
permit approval and begin construction of this much needed Project as soon as
practical. As I am sure you are aware, this Project is necessitated by the substantial
growth in the Fort Collins area and to further support Tri-State's Member Company,
Poudre Valley Rural Electric Association.
Enclosed are new drawings S1011-Al-003, rev. B and S1011-C2-002, rev. 1, which
have been revised to incorporate your Staff Project Review comments. As you
requested, the red -lined prints returned to Tri-State with your Staff Project Review
comments are also enclosed. In addition, an additional copy of the site plan is provided
for your transmittal to Larimer County Planning, as we had also discussed in your
offices. The following response is provided to each your comments:
1. Topic: Architectural — Comment Number 14 — We have revised Tri-State
drawing no. S1011-C2-002, rev. 1. This drawing provides the elevations of
all four sides of the new control building. Also included on the drawing is a
height dimension, building materials and color description of the building.
This should provide a more complete description of the new control building.
Subject to your approval of our application, Tri-State will be ordering the new
control building from Parkline, Inc. Additional information in the form of
Parkline's catalog sheets is available if required.

2. Topic: Site Plan — Comment Number 11 — The surface material is a crushed
rock surface which is shown on Section A of both the Grading Plan and Site
Plan. The crushed rock surface is necessary to provide safety for electrical
step potential within the substation in case there is an electrical fault. We
consider this material as impervious.
3. Topic:: Site Plan — Comment Number 12 — The area around our facility is a
corn field and the additional graveled area outside the fence is a buffer not to
be farmed. It is also for weed control around our facility. The area outside
the substation fence will also contain three wood poles and guy wires for the
electrical connection of the incoming transmission line to the substation. We
are aware of the 24-inch water line which runs through this area and prefer
that it not be within the substation fence. ELCO Water District will continue to
have unrestricted access to the water line.
4. Topic:: Site Plan — Comment Number 13 — The Vicinity Map is shown on
drawing no. S1011-Al-003, rev. B. This vicinity map indicates the access
road from the 1-25 Frontage Road to the substation site.
5. Topic: Site Plan — Comment Number 15 — The Fort Collins City Limits have
been included as a revision on drawing no. S1011-Al-003, rev. B. As has
been explained and you can see from the drawing, the city limits exclude the
existing substation site. The addition to the substation is within the city.
6. Topic: Site Plan — Comment Number 16 — Same as Comment Number 13
see item No. 4.
7. Topic: General — Comment Number 6 — The plans were not submitted in
accordance with Larimer County Urban Area Street Standards because there
are no streets involved with this Project. The access road is a gravel farm
road through the farm yard, along the Larimer and Weld Canal (also known
as the Eaton Ditch), to the existing transmission lines, and then to the
Timnath Tap Substation. Tri-State has had an Easement for the Access
Road and a Right of Way Easement for the transmission lines since 1974. A
copy of the Access Easement is enclosed for your information.
8. Topic: General — Comment Number 7 — The access road is shown on
drawing no. S1011-Al-003, rev. B, see Vicinity Map. Comments provided in
item No. 7 above apply. Western Area Power Administration has an access
agreement for the transmission line as well.
9. Topic: General — Comment Number 8 — PFA has advised that our plans are
acceptable as submitted and have indicated that they would enter their
approval into the computer system.

10. Topic: Stormwater — Comment Number 10 — The impervious area of the
buil6ng and foundations is 993 sq. ft. The cable trench has an open bottom
and is not considered an impervious area. No detention is required.
11. Topic: Zoning — Comment Number 2 — A copy of drawing no. S1 01 1-Al-003,
rev. 13, is provided showing the city limit boundary.
12. Topic: Zoning — Comment Number 3 — This comment has been addressed on
drawing no. S1011-Al -003, rev. B and in item No. 4 above.
13. Topic: Zoning — Comment Number 4 — This comment has been addressed in
item No. 1 above, see drawing no. S1011-C2-002, rev. 1.
14. Topic: Zoning — Comment Number 5 — This comment may be addressed by
changing the three strand barbed wire along the top of the fence to a three
strand smooth wire as discussed with you recently. The existing fence
around the substation has the three strand barbed wire. Drawing no. S1011-
A1-004 was submitted in the initial package so the entire fence around the
site would be consistent.
15. Mr. Bill Cowan, Tri-State Engineer, has been working with Susan Joy of your
office to satisfy this requirement. We have indicated that the only utility is
electrical service station provided within the Substation or as an external
source from our member company, Poudre Valley Rural Electric Association.
Should you have questions or require additional information, please let us know. You
indicated that an additional Staff Review meeting would be required and we will be
happy to attend to address any further questions that you or your staff may have.
Please advise of the date and time at your earliest convenience. We would also
appreciate your scheduling the required public meeting at your earliest convenience.
