RE: North College Improvements Project — Phase II
Minor Amendment for Me -He Glass, 920 N. College Avenue
Dear Staff,
As part of the North College Phase II Improvements project, Capital Projects is preparing final
plans to install new curb & gutter, bike lanes, landscaped parkways, 8 foot detached sidewalks
and defined driveway accesses between Vine Drive and Conifer Street. It has come to our
attention that an approved site plan exists for Me -He Glass located at 920 N. College Avenue
and the proposed frontage and on -site improvements proposed by the City will trigger a Minor
Amendment review process. We submit for your review a revised site plan showing the proposed
frontage improvements and on -site improvements needed to accommodate the existing business
operations.
Frontage improvements will include standard curb & gutter with a single defined concrete
driveway access on the north side of the property to comply with the Access Control Plan.
Currently, this property utilizes two access points for business deliveries by truck circling around
the rear of the building. To accommodate the business deliveries with one single access, the City
will install approximately 1435 SF of new concrete paving on the rear of the property so that the
delivery trucks can perform a 3 point turn to exit. The existing diagonal parking on the north side
of the property will be reconfigured to standard parallel parking spaces. Included is a truck
turning template exhibit showing the new pavement and vehicle turning movement.
In order install the landscaped parkway and sidewalk improvements, two existing planter boxes
will need to be removed as labeled on the site plan. Two new street trees and parkway turf will
be planted in this vicinity.
It appears that the new parallel parking configuration may not meet LCUASS Standards (Figure
19-6) for minimum setbacks. If this is the case we would like to request a variance to this
standard based on the following:
Vehicles using the first space closest to the street will have a clear view of traffic and it is
not likely that the drive aisle or driveway access will be blocked by vehicles trying to use
this space.
The existing diagonal spaces, if left unchanged, would also fall short of the standard
when the roadway is widened out.
Fort Collins
There are no known better alternatives to comply with the access control plan (single
point of access) without causing a hardship to the business owner by eliminating or
further reducing on -site parking.
Parallel spaces are needed to allow for large trucks to enter the property from College
Avenue as shown by the truck turning template attached.
