The Access Management Plan must be amended to accurately reflect the improvements to North College Avenue planned for the North College Marketplace development. In order to enact this amendment, the Colorado Department of Transportation (CDOT), Larimer County, and the City of Fort Collins must sign the access amendment documentation. To date, both CDOT and Larimer County have reviewed and signed the access amendment documentation. To complete this amendment, the City of Fort Collins must also sign. Staff has reviewed the attached access amendment documents and recommends that these documents be authorized through signature. Staff has worked with CDOT and the City's Development Review Engineering group to locate and consolidate accesses as necessary along North College Avenue between Willox Lane and the northern City limits. Along with the updated access locations, a parallel roadway system within the development was established, meeting the long term goals of CDOT's US 287/SH 14 Access Management Plan. The access management plan must be amended to correctly reflect these improvements. With CDOT, Larimer County, and the City of Fort Collins comfortable with the access locations and the long-term parallel roadway system within the Marketplace Development, an access plan amendment was developed. Please see the attached documentation regarding this updated plan. Construction of the North College Marketplace site is underway, and the College/Willox Roadway Improvements project team is also preparing for construction activities in this area. It is anticipated that roadway construction will begin in spring of 2010 and will be completed in 1/28/10 Memo: College/Willox Roadway Improvements Project the fall. This is an important project, both serving as the first roadway project for the City's Urban Renewal Authority (URA) and acting as the City's northern gateway along College Avenue. The project design has been through a collaborative effort of several City departments, the URA, CDOT, the North Fort Collins Business Association (NFCBA), adjacent property owners, and the developer of the North College Marketplace, with the Engineering Department serving as the lead. The roadway engineering design transitioned to the Engineering Department from the North College Marketplace developer with approximately half of the roadway plans developed. From this point forward, the project team finalized the roadway engineering design, developed project specifications, a cost estimate, and a unique urban design element for the North College corridor. Each step of the design process involved all the various interests and a consensus was reached for the urban design elements within this project. The NFCBA has expressed its interest in the planned median design of College/Willox be incorporated into the North College Phase II project when these can be constructed. With the design phase of the project concluding, staff is excited to bid and construct this important project. Not only will this project address vehicle and multimodal safety issues along this section of North College, but it will also add a unique identity to the North College corridor; one that can be continued in future projects south of these planned improvements. These have been prepared based on our meeting on July 1, 2009. Following is a description of the attachments: 1. A summary table of the existing accesses on the corridor and how the existing accesses will be changed with the project. The tables also include a listing of the access locations, widths and types after project construction. Addresses from the Larimer County Assessor are included for your use. 2. Language amending the IGA between CDOT, the City and Larimer County. Please note that the IGA does not discuss the connecting parallel roadway to Spaulding, that language is only in the Access Management Report. 3. Language amending the Access Management Report. 4. Amended Figures 3-18 and 3-19 (Long -Range Access Control Plan — North College Avenue). These revised figures would need to be in both the IGA and the Report. 5. A plan showing the project improvements related to access. This is basically the "interim" condition created with the project that is more than the Short -Range Plan and less than the Long Range Plan. Please review and let me know if you have any questions or comments. I would like to go through these documents with Gloria the next time she is in Fort Collins if possible. These streets / drives would be limited to RIRO movements at North College Avenue. See PRU. The 22"d paragraph of Page 13 is amended as follows: Public Drive 740 feet north of Willox Lane (east side) shall become a 314 movement. Grape Street (east) shall be removed.
