This letter is in response to the staff project review comments dated 01-20-2004. Our responses,
in italics, follow the City comments.
Number: I
Hydraulic analysis conducted by the district (BSD assumptions: 2.5 persons/household, 100
gal/person/day wastewater generation, ASCE peaking factor of { 18+sqrt
(popul/l000)]/[4 t sgrt(popul/1000)], pipes <_ 15 in. diameter to flow no higher than half full at
peak flow, PVC Manning friction factor 0.014 indicates portions of the sanitary sewer system, as
designed, arc undersized. This is a definite problem at MH 2 and downstream pipeline sections,
and may be a potential problem from MH 7 and some downstream pipeline sections.
Please revisit your hydraulic computations and advise on design changes. A copy of your
hydraulic analysis would be appreciated, including design flow assumptions for residential and
common/commercial facilities.
Response: Comment addressed; rve have analyzed the sanitary server system (see attacked
spreadsheet) and capsized several pipes and increased slopes on several runs (see attached
handivritten sanitary sewer changes table). Assumptions are also listed on the attached
spreadsheet.

The sanitary sewer profiles do not incorporate depictions of storm sewer. Thus any potential
conflicts between sanitary sewer and storm sewer infrastructure remain unidentified.
Please show storm sewer infrastructure location and size in the sanitary sewer plan and profile
views. Also, please include in the drawing set, copies of the storm sewer infrastructure
plan/profile views.
Response: Comment noted and addressed.
Number: 3
Sanitary sewer service laterals are not shown. As a result, it is not clear which lot is being served
by which sanitary sewer line/manhole. Also, clarification is needed as to how many laterals will
be connected to the main line from each multi -family housing unit.
Please draw sanitary sewer service laterals in plan view, also indicating the pipeline station
where this lateral should connect to the main line.
Response: Sanitary sewer service laterals have been drawn in the plan view. Pipeline station
will be indicated in the final submittal plans.

Commercial/common facilities and flows there from are not identified on the plans. Please
indicate on the drawings what proposed buildings/facilities are planned, their potential sanitary
sewer service lateral locations, and expected wastewater flows generated by them.
Response: Conlin erciallcommoil facilities flows are identified on the plans in table format.
Service laterals connecting to the sewer mains at this area will be depicted at final submittal
once building layout/loeations are solidified.

• Boxelder sanitary sewer details are not included. Please incorporate them into the
plans. AutoCAD drawings are included on floppy disk sent herewith.
Response: Comment has been addressed.
Overall Utility Plans:
• Please show pipe diameter, pipe length, and slope of sanitary sewer lines (Sheets 11
through 17).
Response: Comment has been addressed. For information regarding the slope of the
sanitary sewer lines, please refer to the sanitary server plan and profile sheets.
Sheet 18.
• Move MH 10 just a little to the west, and MH 11 closer to the street center -line.
Response: In order to maintain 10' bebveen sanitary sewer lines and water lines MH
10 and H remained in place. MH 9 was moved in order to move the sanitary sewer
line out froin under the curb and gutter.
Sheet 19.
• Pipeline lengths do not match between plan and profile, between MH 4 and existing-
MH.
Response: Text has been updated to match plan and profile.
• Also, MHs 4 and 5 are sticking out of the ground.
Response: Rho elevations now reflect proposed ground surface.
Sheet 20.
• Profile shows an 8" water line conflicting with the sanitary sewer line.
Response: All crossings are now shown and all conflicts have been identified and
resolved.
• Mll 46 to be moved away from flowline.
Response: MH 46 has been moved away front the flowline.
Sheets 22 and 23.
• May be able to eliminate two manholes (e.g., #26 and #22) by having longer pipe
length runs (e.g., <_ 400 ft.) and repositioning MH 21.
Response: Manhole #26 and #22 are at bends. Therefore, all manholes have
remained.
• Existing and proposed grade level labels are switched for San 9, sheet 23.
Response: Existing and proposed grade level labels have been corrected.
• Need to depict proposed commercial/common facilities and their sewer service
laterals connecting to sewer mains at San 9 (sheet 23) , San 5, (sheet 25).
Response: Service laterals connecting to the sewer mains at San 9 and San 5 will be
depicted at final submittal once building layout/locations are solidified.
Sheet 24:
• Storm sewer should, preferable, cross sanitary sewer perpendicularly and not at a
slant.
Response: Perpendicular crossing achieved as much as possible. Stormwater and
waterline restricted some crossings.
• MH 27, 28 too close to stormwater.
Response: Location of these manholes to the stormwater is restricted by the size of the
storm water pipe and the location of the waterline.
Sheet 25:
Two manholes and sewer lines located in the triangle between Wagon Trail Road,
Yule Drive and Trading Post Road connect to MH 31-B. No plan/profile of such
lines is shown. If these lines are built, district would meet utility/access easement 30'
wide and a pathway that can withstand vacuum truck weight.
Response: This sewer line has been eliminated. Refer to sanitary server system
calculations spreadsheet.
• Maybe able to eliminate manhole MH 32.
Response: MH 3I-B will be eliminated at final submittal..

Fence type(s) and location will need to be included on the PDP. Fences will need to comply
with the criteria in Section 3.8.11 of the LUC.
Response: Fencing details have been added to the plans. The fencing will be similar to that of
the adjacent Waterglen Development. There is a 4-foot three -rail fence with wire mesh and
either a five or six foot high solid wood privacy fence. All fencing will be controlled by a
design review committee.
Ground cover material will need to be included on the landscape plan (irrigated sod, non -
irrigated sod, mulch, etc.)
Response: We are showing turf areas on the revised landscape plans and have shown more
detail on the daycare and clubhouse buildings.
Building setbacks will need to be shown on the site plan. Parking dimensions, including drive
aisles, and walkways will need to be shown as well.

building should be included as well.
Response: We have added a stone wainscot and indicated lap siding to the daycare building to
better match the clubhouse building.
Can the detached garage elevations be included with the PDP (perhaps as typicals?)
Response: We are now showing typical detached garage elevations.
Is it possible to loosen up the detention pond in the southeast corner of the site? Perhaps a little
more naturalistic grading. Landscape groupings could provide a more natural design as well.
Response: Adequate pond volume necessitates pond size and shape. Landscaping can be
modified to provide a more natural design.
The Block of lots 59-84 and 181-206 are greater than 700 feet, a pedestrian connection will need
to be provided to the bike path along the rear of these lots.

Can the north -south alley below Lower Loop Circle be dedicated as a local street? This block

control notes, and the legend for BMP's. Also, it would be much better if one sheet could be utilized to
show the entire project and the BMP's needed to control stormwater runoff. The other, more detailed
sheets currently submitted could then be utilized for clarity on portions of the project. If the project is to
be phased, each phase must have a "stand alone" stormwater runoff control plan.

arterial intersection if a roundabout design is determined to be unsatisfactory. This means dedicated
turn lanes in all directions, or adequate space for future turn lanes, pedestrian enhanced crosswalks
with minimum 6' median refuges, directional access ramps and continuous bike lanes through the
intersection.
The Greenfields/Vine drive ultimate design intersection has been designed to meet the full
intersection design needed. Two thru lanes per direction, a left turn lane into Trailhead, a
right turn lane into Trailhead, 2 thru bike lanes and thru pedestrian walks. Adequate room in
the median has been provided for a left turn lane into the southern development when they
develop. Pedestrian crossings across Vine Drive have not been provided since a pedestrian
underpass is to be constructed just to the east of the intersection, a connection from the
intersection to the proposed location has been provided. When the southern development is

designed they will only need to show the necessary left turn lane within the designed median,
provide the additional ROW for a right turn lane into their development, and provide a
southern pedestrian connection to the proposed underpass. We believe this design is best
completed by the southern development property. A roundabout analysis has been
completed and is described within the Trailhead Traffic Impact Study dated December 2003.
The single lane roundabout analysis proved to be inadequate.
Redline drawings and City comments dated 3/22/2004 have been included in this submittal.

of the underpass. Then the trail would go east to near Campfire Drive. Near Campfire
Drive there would be a connection from the trail to the street. The trail would then be a
widened sidewalk (10' wide south along the west side of Campfire Drive to the underpass
at Vine Drive.

would not be needed.
