The TIS identifies the Ped LOS for the street crossing of Lincoln to the Wal-Mart
Supercenter and the Buffalo Run apartments as LOS B. However, in order to
achieve this LOS of B the street crossing is required to have a 6' pedestrian refuge
within a raised median. The pedestrian refuge within the median is also required as
an element of the City's street standards as outlined in the LCUASS. The ped refuge
should also be incorporated within the Lemay median, according to the LCUASS.
Please include this features as part of the raised medians in subsequent submittals.

Parking layout and site design should not preclude future cross access to
development that may occur to the east or north of this site. Please ensure that this
remains the case in subsequent submittals. Please also bear in mind that the
driveway providing access to E. Lincoln should be a right -in / right -out only.
Furthermore, as properties develop to the east a new shared access point to Lincoln
will be required. Cross access opportunities also apply to pedestrian facilities, such
as walkways and not be precluded by landscaping. Please work closely with the
adjacent developer / property owner on identifying the cross access locations with
this submittal.

This property alone may not warrant a water main looping; however, from the

protected water main. Include a Cathodic Isolation connection detail as well as
clearly define the connection on the overall utility plans.

opened after a storm event as it is intended to not only detain, but also, to retain stormwater.

(water/wastewater, ELCO, N. Weld) to discuss this issue.

(10/23/03] No variance requests were received. Please submit variance requests for:
1. Driveway separation distances.
2. The design of the left turn lane on Lincoln.
3. Sub -standard ROW dedication on Lincoln (typically, another 12' of ROW would be required for the right turn lane at the
intersection). The sidewalk and parkway as shown are not acceptable. While we mentioned at an earlier meeting that the City
would entertain a variance to reduce the parkway width, it was not anticipated that there would be no parkway at all. A
minimum parkway width of Er needs to be provided, tapering to the standard parkway width at the property line to the east, and
this will still require a variance. The sidewalk and parkway should be within dedicated ROW.
Original comment:
The access points shown do not meet the minimum separation distance from an intersection as required by the Larimer
County Urban Area Street Standards. Please submit a variance request according to LCUASS 1.9.4. It is the City's
intention to support the variance, but not without conditions. Adding to comment Nl from Traffic Operations, the
medians required to restrict access to ri/ro for both the access on Lincoln and the one on Lemay should be standard
medians in the center of the street. "Pork chop" islands in the driveways would be insufficient. Also, please note that the
access location on Lincoln is approved on an interim basis only, and should be noted that it will be removed in the future.
When the property to the east develops, a shared access needs to be provided with a greater separation from Lemay than is
shown with the current access. It is suggested to work with the adjacent property owner(s) regarding cross access from this
parcel to both the north and the east.

There are approved designs of Lemay avenue stretching from south of this site north to Vine (in the Mulberry/Lemay
Crossings, 0-1814, and Buffalo Run plans, 0-1724). These plans may be used and referenced by this project, or, if this
project wishes to redesign Lemay, then both ends of the new portion need to tie into the approved design(s) (station
equations, vertical matches). Detailed design of Lemay along the property's frontage is needed.

Lincoln needs to show that, when Lincoln is widened and the ultimate median is constructed, the grade from the

and gutter placement on both Lincoln and Lemay should ensure that grades between the sidewalk and curb and

gutter do not exceed 4:1 and should also provide for a 2' shallow -graded area adjacent to the sidewalk on each
side.

where the center of the roadway is steeper than the newly added edge and puddling and maintenance problems may be
created.

improvements for the Lemay / Lincoln intersection will include. Please keep in mind
that the ultimate intersection improvements need to account for all necessary turn

include the ped refuge.

[10/24/031 The latest submittal includes an attached sidewalk along the property's
Lincoln frontage. The pedestrian Level of Service and the street standards require
that a landscaped parkway be located between the sidewalk and right turn lane.
After discussions with transportation staff it was determined that the parkway width

required for the right turn lane at the intersection). The sidewalk and parkway as
shown are not acceptable. While we mentioned at an earlier meeting that the City
would entertain a variance to reduce the parkway width, it was not anticipated that
there, would be no.parkway_at all. A minimum parkway width of 6' needs to be
provided, tapering to the standard parkway width at the property line to the east, and
this will still require a variance. The sidewalk and parkway should be within
dedicated ROW.
Original comment:
The access points shown do not meet the minimum separation distance from an
intersection as required by the Larimer County Urban Area Street Standards.
Please submit a variance request according to LCUASS 1.9.4. It is the City's
intention to support the variance, but not without conditions. Adding to comment #1
from Traffic Operations, the medians required to restrict access to rl/ro for both the
access on Lincoln and the one on Lemay should be standard medians in the center
of the street. "Pork chop" islands in the driveways would be insufficient. Also,
please note that the access location on Lincoln is approved on an Interim basis only,
and should be noted that It will be removed in the future. When the property to the
east develops, a shared access needs to be provided with a greater separation from
Lemay than is shown with the current access. It is suggested to work with the
adjacent property owner(s) regarding cross access from this parcel to both the north
and the east.

There are approved designs of Lemay avenue stretching from south of this site north
to Vine (in the Mulberry/Lemay Crossings, C3-1814, and Buffalo Run plans, C3-
1724). These plans may be used and referenced by this project, or, if this project
wishes to redesign Lemay, then both ends of the new portion need to tie into the
approved design(s) (station equations, vertical matches). Detailed design of Lemay
along the property's frontage is needed.

between the sidewalk and curb and gutter do not exceed 4:1 and should also
provide for a 2' shallow -graded area adjacent to the sidewalk on each side.

Parking layout and site design should not preclude future cross access to
development that may occur to the east or north of this site. Please ensure that this
remains the case in subsequent submittals. Please also bear in mind that the
driveway providing access to E. Lincoln should be a right -in / right -out only.
Furthermore, as properties develop to the east a new shared access point to Lincoln
will be required. Cross access opportunities also apply to pedestrian facilities, such

1. Bank of Colorado project, Lincoln and Lemay design, specifically the transition of Lincoln from 4-lane to
2-lane and where that should happen, medians in Lincoln in the interim condition, APF issues at Vine and
Lemay, access point locations, and probably more. - Katie•Medians should be installed on both Lincoln
and Lemay to control the access to ri/ro only due to the proximity of the access locations to the
intersection. There are APF issues that apply to this development and there's not much they can do about
it. However, I am seriously considering eliminating the peak hour NB and SB left turns during the AM and
PM peak hours at Vine/Lemay. This will add capacity and soften the APF issue and allow the
development to proceed. A decision on this will be made by the end of the week.
2. Centre Ave - 6 ft bike lane okay?, Directional ramps or a corner ramp - Sheri I assume you are talking
about Centre Avenue from Lake to Prospect and the project CSU is proposing. I have worked with CSU
on this project and believe the design is head and shoulders above the existing condition - especially the
removal of the parking on the west side of Centre. Given the constraints of the roadway width, I believe
the 6' bike lanes works adequately. If this is not the section you're talking about, then I'll catch up with
Ward for comments.
3 Potential future alignment of Pennsylvania/Kentucky south of Cherokee Flying Heights, in particular, as
it intersects with West Mulberry - Troy J No comment
4. Timberline Village (Harmony School Shops), traffic study adequacy, the future of the 3/4 access off of
Harmony when the Harmony goes to 6 lanes, if there is no 3/4 access in the future distribution of traffic. -
Marc V The 3/4 movement is an approved access under the Harmony Road Access Plan. If it becomes a
problem either under the four or six lane Harmony Road, the Traffic Operations and CDOT have the
Police power to close it (assuming we can muster the courage to withstand the political ramifications). In
other words, I wouldn't be concerned with it at this point. I am more concerned with the Milestone access
on Timberline. The last set of plans I saw did not show the channelized "T" median that was previously
discussed. If they have changed there minds about the control feature, then the access will be rilro
-ONLY with a full median for control. I do not want to see another College/Kensington scenario.
Also with the project, I am not overly thrilled with the access provisions to the east. I expected a
"roadway" look and feel. the design appears to me as too circuitous to be overly effective. However, it's
nothing I'll fall on the sword over - it's a Transportation Planning call in my opinion.

Dear Mr. Oberlander,
This letter is in response to your request for a variance to the Larimer County Urban Area Street
Standards. The variance requested was a reduction of separation distance between the driveway on
Lemay and the Lemay and Lincoln intersection from the standard 460 feet to 325 feet. This variance has
been approved by the City Engineer only for this project.
As with all variances to the street standards, the variance granted forthis project is based on the particular
situation under design and the judgment that we (the designer and the City) apply to determine whether
there is a public safety concern. The variance for this project in no way sets any precedence for relaxing
these standards on other projects without complete analysis and justification.

(3.6.1.13) requires compliance with the City's Master Street Plan, which shows Lincoln as a 4
lane arterial (minimum 115' ROW, excluding right turn lanes or special conditions) for Bank
of Colorado's frontage and further east. The MSP also shows that Lincoln will shift from a
south -curving road to a north curving road in this vicinity. To accommodate this, as required
by the LUC, the Bank of Colorado needs to dedicate ROW for the future alignment of
Lincoln. Assuming that the Section Line to the south of the development will be the future
centerline of Lincoln (since it is pretty much the centerline of Lincoln as it crosses Lemay),
and taking into account the variance for the street cross-section previously approved (a 7'
attached walk, which is one foot wider than the standard walk, and a 12' right turn lane
attached to that walk, which is 2' wider than the standard parkway), this project needs to
dedicate the standard ROW (575, or half of 116), plus 3' for the abovementioned items,
making a total of 60.5' of ROW dedicated from the section line. It appears that previous
rounds of review showed the correct ROW to be dedicated along Lincoln (see previous
utility, site and landscape plans). Please revise and resubmit.
Variances were granted for this project based on the ROW shown on previous utility and site
and landscape plan sets. These variances may need to be revisited if less ROW is now
proposed.

on the pipe profiles the existing City of Fort Collins, ELCO and North Weld Irrigation District lines. Please provide a
minimum of 18 " of clearance from these lines.
Show the electric duct bank crossing of the proposed storm line at Lemay Avenue.
Will there be a conflict between the proposed storm line on the north side of Lincoln and any proposed duct banks as
the storm sewer alignment seems to coincide with the area that Electric utilities are usually located.
There seems to be a utility conflict at the crossing of the 8" water line and the existing storm sewer. Please pothole to
check existing elevations.
