I 1, Lt l ti/ty.iif G RE: JFK Senior Apartments — Variance Request The applicant for JFK Senior Apartments is requesting a variance to section 1.02.03.D in the "Design and Construction Criteria, Standards and Specifications for Streets, Sidewalks, Alleys, and Other Public Ways" in order to allow an off -set driveway alignments across JFK Parkway. See the attached copies of the variance from J.R. Engineering. If the standard is applied strictly, it only pertains to street intersections and not driveway intersections. As Engineering Staff, we strive to use the standard liberally to align all driveways and streets. With that in mind, it is my opinion that it is important to try to align intersecting streets and driveway s to promote safe traffic conditions, but it is also important to consider traffic volumes associated with a development. The proposed JFK Senior Apartments development is expected to generate 17 morning peak hour trips, 25 afternoon peak hour trips, and 263 trips per day for both of the development's driveways. I could not find the traffic impact study for Parkway Townhomes, but in my opinion, it would generate similar or less traffic than this development. In addition, the movements are not conflicting left turn movements. The relatively low traffic volumes at the driveways and free left turning movements between the two driveways, in my mind demonstrates that by allowing this variance the City is by no means compromising public safety. Finally, per Detail D-9 in "Design and Construction Criteria. Standards and Specifications for Streets, Sidewalks, Alleys, and Other Public Ways", all curb cuts on arterial streets need to be evaluated by the City Engineer and City Traffic Engineer. For the record. I have heard no objection to the access point from the latter during the review process. If there are any questions, please let me know. Thank you. The proposed driveway is slightly off set from the existing Parkway Townhomcs driveway on the west side of JFK Parkway. Per detail D-9 of the "Design and Construction Criteria. Colorado, City Engineering Office, July 199o, (City's Street Design Criteria). all curb Cuts on arterial streets need to be evaluated by the City Engineer and City Traffic Fngineer. This site is proposed as Senior Housing. Therefore, it is anticipated that there will be trips to the site by vans. Dial -a -Ride vehicles, and emergency vehicles. It is also anticipated that many of these trips will take place during off-peak times. This variance is being requested to allow the location of the entrance to be situated to allow for the smooth entrance and exist of the aforementioned vehicles. In addition, the driveway to the Parkway Townhomcs serves only a limited number of dwelling units. Therefore, it is anticipated that the potential conflicts of vehicles wanting to turn left into both sites concurrently Lit this location will be minimal. Therefore, it is not anticipated that any public health, safety, and/or wolf are problems will be created by the varied design. Box 272349 Fort Collins, CO 80527 Dear Matt: Dave Stringer and I reviewed your request to create special language for Oakridge Village, I I(h Filing, which states that you would like to pull F&F permits during the road construction phase of the project. It is our opinion that this special language will not be granted. The reason for our denial is that we do not feel that there is an overwriting need for the F&F permits with respect to the actual construction of the street. Furthermore, yourjustification lot deterioration to the street Mid continuos street clean-up really does not apply for building permits can be issued when the hase course has been completed.
