Once the revisions are returned back to the City for review, the City will require that the review process will be 4 weeks. This is the system that works the best because of the workload currently in the system is excessive. Sheet 2 of 7: Master Improvements Plan You need to show the proposed retaining wall on all of the drawings where applicable. From the previous set of comments: Add the note, "Pavement replacement shall be in accordance with the City of Fort Collins Design Criteria and Streets Manual." Sheet 3 of 7: Alley and Sanitary Sewer Plan and Profile After talking with Mike Herzig, he said that Chris Ray is not responsible for the paving of the alley to Myrtle Street. He didn't realize that the alley was paved in the other direction. Therefore I told you wrong, i.e. that Chris was responsible for paving the alley to Myrtle Street. On the plans, do not show the alley being paved to Myrtle Street unless the City agrees to contribute funds to finish off the alley. Make appropriate changes to the cross -sections and other related drawings. The alley does need to be paved to the R.O.W. line along the frontage of the property. I low will you transition the concrete alley, where the paving ends, to match the existing grade? Provide a vertical scale. Sheet 4 of 7: Alley Cross Sections Show the what the ground does in between the edge of the alley and the property line. Sheet 5 of 7: Master Grading Plan You do not need to show the alley being paved from the edge of the property line to Myrtle Street. Refer to the comment made on sheet 3 of 7. Show the existing contours. We would like to see a detail showing the retaining wall. Show all necessary information including how it relates to the property line, the height, etc. Once we get a clear understanding of its location, we may require you to get a construction easement. Sheet 6 of 7: Master Drainage and Erosion Control Plan Show the existing contours. Sheet 7 of 7: Details Referring to the detail of the alley cross-section, should you say either, "Thickness to be comments continued on the next page comments continued from the previous page... determined upon completion of the soils report" or "Refer to note number 2 in the General Notes"? ADDITIONAL COMMENTS • Before releasing the hold on the F & F, the detail of the retaining wall will need to be submitted. Had this been shown on the previous plan submittal and I had known this was being proposed last time, this situation probably wouldn't have surfaced. If you have made arrangements to not include the retaining wall, then it needs to be taken off of the plan set and the grading will need to be modified per the recommendations of the storm water department. Please let me know if this is going to happen. • As far as a development agreement, after talking with Mike Herzig about it, we have come to the conclusion that a development agreement will be necessary. This process will not begin until all of the departments feel comfortable with the plans and are ready to see the mylars. I can't represent the other departments on determining this time. However, from an engineering standpoint, this comfort level will be reached after we have seen everything. • Per our phone conversation on April 3, 1997, you can turn in the mylars if you wish, but this doesn't mean that we will approve the utility plans. In talking with other departments, they are not ready to sign them. I will either hold onto them or send them back to you, which ever you prefer. There are still a couple of issues that need to be resolved. Once we are ready, we will contact you. When we are ready to sign the mylars, the development agreement process will begin. The development agreement should not hold up the process. • Please refer to the plan set for additional comments. • Also included with these comments are comments received from the Public Service Company. These comments were from the first submittal on February 27, 1997. Please find enclosed a form to be filled out pertaining to the development agreement. Once we receive this information from you, we will draft a copy of the development agreement for you and the attorney to review. At this time, we feel comfortable with the plans presented. Please address the comments and concerns and resubmit the redlined utility plans with mylars. If you have any questions please contact this office.
