Dear Cameron,
We are pleased to submit the following Project Development Plan for the Public
Improvements Infrastructure for the PVHS Harmony Campus. This PDP will serve as a
framework for future project submittals within the Harmony Campus. Construction
phasing for road, utility and drainage improvements will be addressed with subsequent
development applications based on these overall infrastructure plans.
Conceptual Review comment response
In addition to the initial Conceptual Review meeting, we have held subsequent
meetings with CDOT, Engineering, Utilities, and Traffic staff to review specific design
issues. We also held a 'Pre -Submittal' meeting to review the items to be included with
this submittal. All issues that were discussed at the Conceptual Review Team meeting
have been addressed with this PDP (or will be addressed with subsequent Project
Development Plans as applicable) with the following exceptions:
Lighi and Power Comment 5: A utility coordination meeting will be held after the initial
round of review is completed by City staff.
Engineering Comment 7: The applicant/owner assumes that with this project that there
will not be any specific street oversizing fees applicable as with this project there is not
any specific vertical development. Applicant / Owner understands that each
development project will be held accountable for the then current City of Fort Collins
Oversizing Fees. Applicant / Owner also assumes that for all public street
improvements provided for each development project that the City will reimburse per
the':hen current City Oversizing Reimbursement Policy.
Engineering Comment 2: The applicant/owner assumes for this project that there will
not be any Larimer County Street Oversizing Fees as there is not any specific vertical
development related to this application. Applicant / Owner understands that each
development project will be held accountable for the then current Lorimer County
Street Oversizing Fees.

Effect on downstream properties, i.e. Stetson Creek detention pond should still be evaluated.
[12/2/03] The drainage plan needs to show what the assumed imperviousness of all basins are in order to be able to
check the proposed imperviousness in the future as the site develops.
Pond numbering is very confusing from existing ponds to proposed ponds. It is not clear which portion of the pond will
be built when and where as this site develops. It is suggested that a phasing plan be provided. Please
provide a phasing plan for the drainage infrastructure. Maybe this site should have 2 or 3 drainage phases
where the drainage infrastructure is constructed rather than doing a bit of pond enlargement with each
building, that could get very confusing and could cost more in the long run.
What will be done with the pond area that will be filled in ?? Please make sure area is seeded and mulched.
Please provide easements for all proposed detention areas and vacate the easement for the pond area that will be filled
in and no longer be used for detention.

financial participation requirements for the proposed traffic signal. Applicant/Owner
4V- is assuming that standard City of Fort Collins Oversizing Reimbursements for qualified
projects apply to this project at the time the signalized intersection is constructed.
Engineering Comment 10: A phasing plan will not be provided with this submittal.
The purpose of this submittal is to provide a framework for future development
projects within the campus. Future project development applications will provide
phasing plans based on these infrastructure plans. At this time the sequence and
timefrome for future projects has not been determined.
We have included a copy of the Conceptual Review Letter with our submittal for your
reference.

Hi Matt,
After reviewing the TIS's for the PVH site and the signal warrant, I've come across an item I need some
input on.
The following is my DIMS comment:
[4/30/04] As best I can tell from the TIS memo and the March 30, 2004 TIS, the site will generate approx.
180 PM trips (3/30 TIS). The Timberline and Timberwood intersection increased by 105 trips (diff. of Wb
ST Back and Wb ST Total), therefore 75 of the PM Snow Mesa Nb trips are from the development. The
remaining 130 (195 PM NbLt's + 10 NbRt's - 75 from site) must be PM peak trips from the neighborhood
connection of Timberwood. City counts for Nb Corbett are less in the PM than in the AM. Snow Mesa's Nb
PM peak hour volumes are higher in the PM than AM, but not due to PVH site traffic. There must be
something I'm missing or not following correctly. Please provide additional documentation and
conversation regarding the expectation of 120 PM Peak hour trips from the adjacent neighborhood via
Timberwood to Snow Mesa.
Per our Syncro volumes for Corbett and Harmony we show about 170 vph Nb in the PM, and 480 vph Nb
in the AM. And I seem to recall having seen numbers you provided possibly in the bound TIS for the site
indicating about 200 vph in the PM, and roughly 400 in the AM.
So I'm having some trouble with the PM exiting numbers in the "Warrant" TIS.
Any assistance you could provide would be appreciated.

stonnwatcr management as shown in the plans for that phase.

A maximum of 15% of any one -tree species is permitted within the development. It
appears that one species- Washington Hawthorn- exceeds this limitation. Staff
acknowledges that two varieties are provided, but they appear to be the same species
and therefore don't comply with the minimum species diversity. Please add an additional
tree species.
Response: The quantities shown on the plan are incorrect. The plant schedule is
representational at this time and quantities for individual species have not been
calculated. The actual plant species for each plant will be indicated on the plans in final
design. The re -submittal of this PDP will not indicate any quantities in the plant
schedule.

Streetlights will be placed along public streets. A 40 feet separation on both
sides of the light is required between canopy trees and streetlights. A 15'
separation on both sides of the light is required between ornamental trees and

Response: The plan will comply with the required landscape spacing from the
streetlights. Lighting design will be completed by the city of Fort Collins Light and
Power Department during final design. The landscape plan will be adjust when
the lighting design is completed.

[12/2/03] The drainage plan needs to show what the assumed imperviousness of
all basins are in order to be able to check the proposed imperviousness in the
future as the site develops.
Response: All of the new development is considered to be 80% impervious.
Please refer to the erosion control plans for Coefficient values.
Pond numbering is very confusing from existing ponds to proposed ponds. It is
not clear which, portion of the pond will be built when and where as this site
develops. It is suggested that a phasing plan be provided.
Response: You are right it is confusing. The SWMM model from Anderson
Engineering has 500 type numbering and the original SWMM modeling has 300
type numbering. Before Final design Sear Brown will discuss with you the
preferred numbering system.
What will be done with the pond area that will be filled in ?? Please make sure
area is seeded and mulched.
Civil Response: This set of plans does not address the filling in of the pond
because there will be no construction until another development is proposed.
When a development is proposed that will cause the pond to be filled in then we
will call for seeding and mulching.
Planners Response: The site will be vegetated or reconfigured with subsequent
development. Please see note 21. On sheet 1 of the landscape plan.
Please provide easements for all proposed detention areas and vacate the
easement for the pond area that will be filled in and no longer be used for
detention.
Response: This will be done in response to the needs of each development
proposal. As discussed we have noted that the pond will be built in no more than
three phases.

an overall development plan which justifies the locations of these proposed services or
perhaps it would be better to extend services from the mains when the exact location of
the future buildings is better known. If services are extended now and they are located
in the wrong location for future buildings they will need to be removed from the mains
and new services extended which could double the cost of the future services.
