We offer the following responses to the PDP Review Comments from City Planning Staff
dated 4/19/04.
Current Planning (Cameron Gloss, 221-6750 cgloss(c'Dfcgov.com):
1. Comment: Staff supports the revised site plan that reorients the building
facade toward Snow Mesa Drive and the proposed Private Drive given that
the building is part of the larger PVHS campus.
Response: Aknowledged. We prefer the new arrangement from a medical design
standpoint. It matches the 'West" Campus layout, also. We appreciate the City's
efforts to accommodate a solution.
2. Please sho,,v how pedestrian access will be provided to the common open
space area eventually to be constructed east of the primary care building.
Response: A future walkway with connections to the building has been shown on
the site and landscape plan.
3. An administrative public hearing has been scheduled for this item on May 17,
2004. Please submit the addendum to the traffic study, a written response to
the review comments and 5 sets (site and landscape plans, plat, architectural
elevations and isometric elevation) to the Current Planning Department no
later than May 3rd.
Response. Acknowledged.

1. Comment: Transformer location has not been discussed with Light & Power.
The transformer can be located at the northwest corner of building, adjacent
to the parking lot. This will require moving the sewer, fire line and water

service to the east. Contact Light & Power as soon as possible with
comments about transformer location, electric and gas meter locations.
Response: Conversations have been held between Alan and myself regarding the
light and power issues. The Utility Plan now shows location of the transformer.
Because of the reconfiguration of the Site with the building being on the east side
of the site, it works better to have the transformer near the southwest corner of the
building. Final location of this can be adjusted at final design.
PFA (Ron Gonzales, 221-6570, ronzales of ,,fcgov.com):
1. Comment: The private drive will be required to be shown on the plat as a
dedicated Emergency access easement.
Response: This is shown schematically and will be done at final plat stage.
2. Comment: A site plan shall be submitted to review the acceptance, the
efficiency and the effectiveness of the temporary fire access to Timberwood
Drive by the PFA.
Response: With this submittal the fire access will no longer be built. Snow Mesa
drive and the eastern leg of Timberwood Drive will be constructed as a two-lane
asphalt road w/o curb and gutter south of the Primary Care site, thus connecting
the site to the existing drive to the east.
3. Comment: The building is required to be fire sprinklered, and to have a fire
alarm system, both installed and in service prior to issuance of the Cert. of
Occupancy.
Response: The building will be fire sprinklered and will have a fire alarm system
per the Building Codes. Both will be installed and in-service prior to the issuance
of the C.O.
4. Comment: Fire hydrants will be required to be located along the fire lane
with one being within 300 of the building; thereafter, they will be spaced on
600 centers. Hydrants required to deliver 1500 gpm a 20 psi.
Response: Acknowledged. Final spacing will be worked out with the City.
5. Comment: Address is required to be visible from the street fronting the
property. .Address numerals required to be a minimum of 6 inches posted on
a contrasting background. If bronze/brass numerals are used they shall only
be posted on a black background for visibility.
Response: Acknowledged. Final location of the numerals has not been
determined, but will comply with requirements.

1. Comment: Will evaluate landscape, lighting, surveillance at FCP.
Response: Acknowledged.
Stormwater Utility (Basil Hamdan, bhamdanpfcgov.com)
1. Comment: No drainage report was submitted. Was this to be handled by the
report associated with the infrastructure plans? At a minimum a small report
should still be submitted covering the local drainage infrastructure such as
the pipe in the parking lot, the temporary pipe at the turn -around the size of
the swale and the erosion control measures associated with this facility.
Rob Zakely still expects an erosion control plan and report to be submitted
for this site.
Response: 'We have written a drainage report and addressed the erosion control
in a general statement. This will be finalized at final Compliance.
2. Comment: The grading plan that was submitted was taken from the infrastructure
plan. Please: submit a grading and drainage plan for this project at a scale limited to
the scope of this project. A separate exhibit for the off -site swale can be provided
showing how the drainage will get from this site to the large pond on the southeast
corner of the PVH campus.
Response. A� Grading sheet has been added with specific grading for the site.
3. Comment: Please clarify what portion of the pond will be built with this
Primary Care facility. The current plans indicate that a portion of the pond
would be constructed with this facility however does not provide a grading
plan for that phase 1 pond design.
Response: This is addressed in the PVHS Infrastructure plans and not a portion of
this work.
Transportation Planning (Tom Reiff, 221-6608, treiff@fcgov.com)
1. Comment: Is the path planned to be integrated with the temporary
emergency access road? If it is please identify it on all plan sets and make
sure the temporary road is accessible to bikes and pedestrians. This will
most likely require a ramp or driveway cut and a sidewalk connection.
Response: The emergency access road is no longer needed as and extension of
Snow Mesa Dr. and Timber wood Drive will be constructed in a temporary
condition. A 5' asphalt walk will be constructed diagonally to connect the sidewalk
in front of the primary care building to the sidewalk in front of the',Vildwood Town
homes. The walk will be constructed at a 5-foot width rather than an 8-foot width
as it is anticipated that bicyclists will use the temporary roadway.
2. Comment: According to the TIS and previous conversations a temporary 8'
asphalt path was planned to connect the proposed development to

Timberwood to satisfy a portion of the LOS criteria. Please include this path
on subsequent submittals. Suggestion; this path could be shared with the
temporary fire lane if the lane is paved and a connection to the lane is made
from Snow Mesa.
Response: See response to Item #1 above. The path is shown as 5' wide.
3. Comment: 'The applicant response to the previous comment mentioned that
they will provide a traffic study addendum to address this comment. The
addendum has not yet been received.
Response: We are under the understanding that, because the road is now going
though, that this addendum to the traffic study is not necessary.
4. Please clarify; will the private drive leading to the existing PVH campus be
constructed) with this project?
Response: Yes, the private drive will be constructed to connect the Primary Care
Plaza to the existing medical facility.
Water Wastewater (Jeff Hill, 221-6700, jhill(a)fcgov.com)
1. Comment: Call out all fittings, thrust blocks, gate valves, sizes of
lines/services, manholes, etc.
Response: 'This will be done with final compliance plans.
2. Comment: Provide all appropriate standard detail on the next submittal.

3. Comment: Clearly define the abandonment procedure for the existing 12-
inch water main.
Response: This will be done with final compliance plans.
4. Comment: Could the water main located on the north edge of this
development be reduced from and 8-inch to a 6-inch for water quality?
Response: Per previous discussions this water line will remain an 8-inch diameter.
5. Comment: Place all fire hydrants within 5 feet of a paved surface. No water
services are permitted beyond the last fire hydrant on a water main.
Response: Comment noted, and will comply.
6. Comment: Provide profiles for all 12-inch and larger water lines as well as
sanitary sewer lines.

1. Comment: Fire hydrants must be located within 300 feet of all buildings
capable of delivering water flows of 1,500 gal/min at 20 psi.

2. Comment: Address numbers for the buildings must be visible from the

1. Comment: Street Oversizing Fees are available for Cambridge Drive is
designated as a Collector street. The applicant should contact Matt Baker at
(970) 224-6108 to determine the estimated fees.

2. Comment: A State Highway Access permit may be required.
Response: Comment noted. The access permit will be applied for with the
Infrastructure Package.
3. Comment: Please contact Eric Bracke, City Traffic engineer, at 221-6630 to
review the project scope and determine what level of Transportation

4. Comment: A 2nd point of vehicular access will need to be constructed in

1. Comment: This site is in the McClelland/Mail Creek drainage basin where the
new development fee is $3,717.00/acre which is it is subject to the runoff
coefficient reduction. This fee is to be paid at the time the building permit is

2. Comment: A drainage and erosion control report and construction plans are
required and they must be prepared by a Professional Engineer registered in
Colorado.

3. Comment: Onsite detention is required with a 0.2 cfs release rate for the 10
year storm and a 0.5 cfs release rate for the 100 year storm. Extended
detention is required for water quality treatment.

1. Comment: A neighborhood meeting is not required for a Type I PDP
application; however, staff would help facilitate a neighborhood meeting if it
is desired by the applicant. If the applicant wishes to go forward with a
neighborhood meeting, please contact the Current Planning Department to
assist in coordination.
Response: Acknowledged.
2. Comment: All of the uses proposed by the applicant as of this time are
permitted under a Type I Administrative Review.
Response: Acknowledged.
3. Comment: The project will be subject to the design standards in Article 3 and
the HC zone district standards of Article 4,of the Land Use Code, and the
Harmony Corridor Design Standards.
Response: Acknowledged.
4. Comment: In order to exceed the maximum off-street parking permitted, the
applicant will not to apply for an "exception to the general office parking
standard". Please refer to Section 3.2.2(K)(4), subsections (a) and (b)
outlining the procedure and review criteria.

paved and a connection to the lane is made from Snow Mesa.
