Number:195 Created:12/9/2002 Resolved
The vertical curve centered on station 22+00 has been shortened from the last submittal,
and is too short. See Figure 7-17 length requirements.
8.19.03 - While the curve meets the new AASHTO requirements, the City's standards are
more restrictive, and a variance would be required for the shorter length vertical curve. If the
new AASHTO graph is used in support of the variance, please also address the Decision
Sight Distance also required under AASHTO on page 115.
Number:196 Created:12/9/2002 Resolved
It does not appear that the inlet shown near station 35+20 lines up with the low point in the
road.
Topic: UP sheet 11-private streets
Number:33 Created:7/9/2002 Resolved
Please show how pedestrians will cross the "pork chop". Please provide a painted
crosswalk at this location.
Number:34 Created:7/9/2002 Resolved
Please label the angle at which Shorebird intersects Timberline.
Number:37 Created:7/10/2002 Resolved
Please show centerline profile. This applies to all street designs.
Number:38 Created:7/10/2002 Resolved
Please show all PC and PT information on the profile and the plan view.
Topic: UP sheet 12 Timberline
Number:42 Created:7/10/2002 Resolved
Please change all notes reading that improvements will be designed and constructed by
Street oversizing to read, instead, that they will be designed and constructed as a separate
project.
Number:43 Created:7/10/2002 Resolved
It is unclear what improvements will be built by this project that will stand alone without
Street Oversizing constructing anything. Please show how the project's frontage
improvements will tie into existing Timberline without any work by others.
Number:44 Created:7/10/2002 Resolved
Please provide a 10' crosspan at the Harmony Drive intersection with Timberline since the
pan is parallel to an arterial.
Topic: UP sheet 13 - private streets
Number:35 Created:7/9/2002 Resolved
Please show all utility crossings under the roadway (typ).
Number:39 Created:7/10/2002 Resolved
The maximum grade break allowed is 0.4%. There are several locations where this is not
being met.
Number: 40
Created:7/10/2002 Resolved
Page 8
Please show how the new streets tie into the existing grades on Caribou and the proposed
grades on Timberline. This type of information should be shown on all flowlines/centerlines
for all streets.
Topic: UP sheet 13- private streets
Number:41 Created:7/10/2002 Resolved
On the sag curves on Shorebird, please provide a vertical curve design since the grade
break exceeds maximum, but when the grade hits 0.5%, it should continue straight to the
inlet for a maximum 1 % grade break at the inlet, which is allowed. The centerline should
follow the curve for the entire distance. If clarification of this comment is needed, feel free to
call.
Number:155 Created:10/7/2002 Resolved
There is at least one location where the cross -slope does not reach the minimum 2%.
(Verbena near Caribou)
Number:156 Created:10/7/2002 Resolved
Please see detail 16-7 for the cross-section requirement for the ped refuge.
Topic: UP sheet 13 Timberline
Number:45 Created:7/10/2002 Resolved
The left flowline profile does not make sense when compared to the plan view. Curb
returns?
Topic: UP sheet 14 Timberline Cross -sections
Number:49 Created:7/10/2002 Resolved
Please provide cross sections for the entire length of improvements (down to sta 10+76
approx).
Number:52 Created:7/10/2002 Resolved
The centerline shown is different than the Poudre Hospital Harmony Campus plans (which
were used to construct improvements at the Harmony -Timberline intersection).
Number:157 Created:10/7/2002 Resolved
Repeat: The most current set of plans showing the centerline/sectionline to be referred to
should be referenced and used: Poudre Valley Health Systems Harmony Campus... (C3-
1745)
Number:158 Created:10/7/2002 Resolved
Please lighten all existing items, so that what is proposed can be seen more clearly (typ).
Number:159 Created:10/7/2002 Resolved
Please provide typical spot elevations for the intersection of Harmony Drive and Timberline.
Number:160 Created:10/7/2002 Resolved
Please show all utility crossing under the roadway on the profiles as well as the plan views.
Number:161 Created:10/7/2002 Resolved
At the low point leading to the inlet, please provide a 1% grade break.
Number: 162
Created:10/7/2002 Resolved
Page 9
One section of the left flowline does not meet the minimum 0.5% flowline grade.
Topic: UP sheet 15 Timberline signing/striping
Number:50 Created:7/10/2002 Resolved
Please change striping to maintain left -in turns at Harmony Drive and Summerstone Drive.
Number:51 Created:7/10/2002 Resolved
Please show the existing offsite ROW's
Number:53 Created:7/10/2002 Resolved
Please make a clear distinction between what is existing striping and what is proposed.
Number:54 Created:7/10/2002 Resolved
Why are the lanes proposed to be sub -standard? Through lanes should be 12' wide, and
bike lanes should be 8' wide.
Number:55 Created:7/10/2002 Resolved
Please clarify taper lengths. (drawing 8-06, LCUASS)
Number:56 Created:7/10/2002 Resolved
What is the existing configuration of lanes at the intersection of Caribou and Timberline?
Existing and proposed striping on both the north and south legs of the intersection should be
clearly displayed.
Number:163 Created:10/7/2002 Resolved
Please dimension length of transitional taper.
Number:164 Created:10/7/2002 Resolved
Please label the grade break approved under the variance.
Number:165 Created:10/7/2002 Resolved
How will the interim grading work with the taper?
Topic: UP sheet 16 Timberline 6-lane design
Number:57 Created:7/10/2002 Resolved
Please provide much more information as outlined in the comments under the "General"
heading and called for by LCUASS.
Topic: UP sheet 18 Timberline Cross -sections
Number:46 Created:7/10/2002 Resolved
It does not appear that the cross -slopes for the 6-lane configuration match the cross -slopes
proposed for the 4-lane configuration. They appear to be smaller.
Number:48 Created:7/10/2002 Resolved
It appears that future slopes in the parkway and on the west side of the sidewalk might
exceed the maximum of 4:1. Please label these slopes. For the steep slopes adjacent to
the sidewalk a width of 2' at a gentle slope needs to be provided before the steep slope
begins for the safety of bicyclists and pedestrians.
Number:166 Created:10/7/2002 Resolved
Please doublecheck the flowline elevations at sta 11 and 11+50.
Page 10
Number:167 Created:10/7/2002 Resolved
Why don't the proposed centerline elevations tie into the existing ones? (they should.)
Number:168 Created:10/7/2002 Resolved
The flowline slope between sta 25 and 25+50 doesn't match sheet 15.
Topic: UP sheet 3
Number:17 Created:7/9/2002 Resolved
Please direct flows from the southeast drive (onto Shorebird) through an under -walk drain.
Too much water is flowing over the sidewalk.
Number:146 Created:10/7/2002 Resolved
There are still several driveways where drainage is being routed over public sidewalks in
greater amounts than are allowed under the standards. Please provide additional spot
elevations on the grading plan to show that drainage will not cross the sidewalks.
12.07.02 - In general, there should be a high point at or near the back of the sidewalk at a
driveway location to prevent drainage from crossing the sidewalk. The variance request
was denied insofar as no more than 750 square feet of drainage is allowed over public
sidewalks, which results in the need to redesign the southeastern -most driveway approach
to the street.
Topic: UP sheet 4 - Grading
Number:18 Created:7/9/2002 Resolved
Please obtain easements for offsite grading. Letter(s) of intent are required prior to hearing,
with completed easements required prior to filing mylars.
Number:19 Created:7/9/2002 Resolved
Any utility relocations along the Timberline frontage needed for this project's improvements
will be the responsibility of this project, not others.
Number:20 Created:7/9/2002 Resolved
Grading to the south as shown does not tie into any existing grades. Need to see how the
grading will work for the 4- and 6-lane designs and (if different) the project's interim
improvements without any changes to Timberline offsite (other than temporary transitions).
Please feel free to call if clarification is needed.
Topic: UP sheet 5 - Grading
Number:21 Created:7/9/2002 Resolved
Please change location of the note stating that driveways shall be concrete to the back of
walk to the overall utility plan and/or the street plan and profile.
Number:22 Created:7/9/2002 Resolved
Please clearly label retaining walls.
Number:23 Created:7/9/2002 Resolved
It appears that the curb along Caribou is going to be re -graded. If so, please provide a
profile.
Number:149 Created:10/7/2002 Resolved
Please provide elevations of lot corners.
Page 11
Topic: UP sheet 7a
Number:205 Created:8/21/2003 Resolved
Please see redlines on this sheet. Could this sheet be re -titled? The title of grading plan
doesn't really fit.
Topic: UP sheet 9 storm sewer
Number:32 Created:7/9/2002 Resolved
The Storm 4 crossing under Shorebird does not appear to have enough cover. A minimum
of 2' of cover between the pipe and grade is required.
Topic: UP's sheet 2
Number:15 Created:7/9/2002 Resolved
Notes 41 and 47 are not accurate.
The private streets are shown with Flowline stationing, and 47 needs to list the names of the
private streets.
Repeat 10.02.02 - note 47 still needs to list the names of the private streets.
Number:16 Created:7/9/2002 Resolved
Please submit a variance request for the street spacing on Timberline according to LCUASS
requirements, and include this variance in note 48.
Topic: Utility Plan Cover Sheet
Number:11 Created:7/9/2002 Resolved
Please include the cross-section for the 4 and 6-lane arterials as well as the local cross-
section.
Number:12 Created:7/9/2002 Resolved
Please reference the soils report (title, date, engineer).
Number: 13
Please list the Owner.
Created:7/9/2002 Resolved
Number:14 Created:7/9/2002 Resolved
Please include the plat in the index (for reference only), but do not include it in the
numbering of the sheets.

Topic: General
8 The presentation of street improvements to Timberline is incomplete. The
design of Timberline to the 6-lane standard (horizontal and vertical including grading
needed beyond the ROW) should be provided for the project frontage as well as
1000' offsite in both directions (north and south). (LCUASS 7.4.1 A 8) The same
information should be included in the 4-lane design. Either this project needs to
construct the 4-lane configuration from Caribou to Harmony Drive, or provide stand-
alone plans with improvements to the project frontage only. Street Oversizing may
or may not participate in the improvements to the south, so please correct the notes
that state that they will.
9 For the 4-lane design of Timberline, the street layout should be designed to
standard assuming that the east curb and gutter will remain where they are. This
will probably shift the road a bit to the west. Matt Baker of Street Oversizing should
be contacted regarding the possibility of designing the 4-lane improvements to the
constrained arterial standards. This may apply if the existing cross-section to the
north is constrained.
10 For the 6-lane design of Timberline, assume that the eastern ROW line will
not change, and lay out the street to standard based on that assumption. Again, this
will most likely shift more ROW to the west.
36 This project needs to provide the offsite sidewalk connection from this site to
a connecting sidewalk along the west side of Timberline.

47 For the 4-lane configuration of Timberline, it would be acceptable to use the
constrained arterial standards for the frontage along Stormwater property if the
appropriate tapers can be accomodated under those standards.
69 Please see redlined utility plan checklist for any additional comments on the
utility plans and plat. Please re -check the checklist and return with revisions. .
86 It would be advisable to have a utility coordination meeting soon. Please
contact Katie Moore at 221-6605 to schedule.
87 Please see the redlined utility plan checklist for additional items, and revise
and return the checklist with the next submittal.
89 Please see redlines for additional comments.

52 The centerline shown is different than the Poudre Hospital Harmony Campus
plans (which were used to construct improvements at the Harmony -Timberline
intersection).
53 Please make a clear distinction between what is existing striping and what is
proposed.
54 Why are the lanes proposed to be sub -standard? Through lanes should be
12' wide, and bike lanes should be 8' wide.
55 Please clarify taper lengths. (drawing 8-06, LCUASS)
56 What is the existing configuration of lanes at the intersection of Caribou and
Timberline? Existing and proposed striping on both the north and south legs of the

The cross -sections showing the grading of sidewalks to slope away from Timberline (sheet 18, sta 10 thru 12) are a
concern because Sidewalks should not end up in puddles/streams and because drainage from the ROW needs to stay within
the ROW or offsite drainage easements will be needed when this is built. For some of the cross -sections, the drainage stays
within the ROW, but puddles on the sidewalks; perhaps the low point could be shifted away from the walk.
Topic: site plan
Number: 204 Created: 8/21 /2003
The private roads are not ROW and should not be labeled as ROW; they are easements.
Topic: Timberline 6-lane

The vertical curve centered on station 22+00 has been shortened from the last submittal, and is too short. See Figure
7-17 length requirements.
8.19.03 - While the curve meets the new AASHTO requirements, the City's standards are more restrictive, and a
variance would be required for the shorter length vertical curve. If the new AASHTO graph is used in support of the
variance, please also address the Decision Sight Distance also required under AASHTO on page 115.

City of Fort Collins
The presentation of street improvements to Timberline is incomplete. The design of
Timberline to the 6-lane standard (horizontal and vertical including grading needed beyond
the ROW) should be provided for the project frontage as well as 1000' offsite in both
directions (north and south). (LCUASS 7.4.1 A 8) The same information should be included
in the 4-lane design. Either this project needs to construct the 4-lane configuration from
Caribou to Harmony Drive, or provide stand-alone plans with improvements to the project
frontage only. Street Oversizing may or may not participate in the improvements to the
south, so please correct the notes that state that they will.
Number:9 Created:7/9/2002 Resolved
For the 4-lane design of Timberline, the street layout should be designed to standard
assuming that the east curb and gutter will remain where they are. This will probably shift
the road a bit to the west. Matt Baker of Street Oversizing should be contacted regarding
the possibility of designing the 4-lane improvements to the constrained arterial standards.
This may apply if the existing cross-section to the north is constrained.
Number:10 Created:7/9/2002 Resolved
For the 6-lane design of Timberline, assume that the eastern ROW line will not change, and
lay out the street to standard based on that assumption. Again, this will most likely shift
more ROW to the west.
Number:36 Created:7/9/2002 Resolved
This project needs to provide the offsite sidewalk connection from this site to a connecting
sidewalk along the west side of Timberline.
10.2.02 - Repeat.
12.13.02 - As discussed yesterday, please add a drawing of the interim sidewalk connection
to the south to the plan set. Also, please ensure that all notes state the correct information
regarding the sidewalk timing and who will construct it.
Number:47 Created:7/10/2002 Resolved
For the 4-lane configuration of Timberline, it would be acceptable to use the constrained
arterial standards for the frontage along Stormwater property if the appropriate tapers can
be accomodated under those standards.
Number:69 Created:7/10/2002 Resolved
