10) Bob Dunn and myself met with representatives of Light and Power
and I feel we resolved most of the concerns.
11) We have shown existing vegetation on the landscape plan and large
trees have been moved from easements.
12) Proposed lighting for streets and pedestrian areas are shown on the
Horizontal Control sheet.
13) The owner has agreed to plant native grasses and vegetation south
of Spring Creek and not install a sprinkler system.
14) I have notified Mr. James Reigles of the need to submit the
elevations.
I am also returning the red -lined prints that have been addressed with
these revisions. If you have any questions, please feel free to give me
a call.

RE: PINNACLE PUD - PRELIMINARY PLAN (CASE #51-85B)
Dear Bob:
Staff has reviewed the above referenced project and has the following
comments:
1. The existing overhead power line will need to be removed as per earlier
comments.
2. The land use data needs to be shown on the site plan, the typical unit
dimensions have been shown within the site plan and are not necessary
on the side of the plan.
3. If what is shown are the building footprints (rather then the
envelopes), all dimensions are to be shown (this can be accomplished on
,the typical unit dimensions within the site plan.
4. Please show the setback of the footprints from the new right-of-way
line.
5. Please show the distance between the building footprints and all
adjacent property lines, where possible.
6. The plat should reflect a change in the Spring Creek Trail easement,
which should be enlarged to accomodate the existing trail.
7. The builder needs to contact the Poudre Fire Authority to coordinate
installation of the emergency access lane.
8. The existing overhead telephone line attached to power poles will have
to be relocated or fed by an alternate route.

9. Existing and proposed trees cannot be allowed within the 20' water line
easement at the northwest corner of the site. The fire access easement
appears to be a better location for the water line.
10. Large trees cannot be placed within the existing sewer easements along
the south property line. Landscaping must be designed to allow a
vehicle to drive along the route of these sewer lines.
11. Services to existing homes on the site must be used, or abandoned at
the main.
12. The sidewalks, where detached, need to be only five feet wide:
13. Vacation information is required at final and will be processed after
a final plan is approved.
14. The staff will initiate another utility coordination meeting in order
to standardize comments from all the utilities.
15. The Storm Drainage Utility has significant concerns involving the --
revised drainage analysis. Please contact Tom Gathmann for specific
comments.
16. Please show all existing significant vegetation on the landscape plan
and label whether it is to be preserved or not. This was and
continues to be an important staff concern.
17. It would be more desirable to have the parking along the side drives
on the inside (toward the buildings) rather than as shown.
18. The traffic study needs to be updated to show levels of service for
the one curb cut onto Prospect Road. This will involve an operational
analysis.
19. The landscape plan should provide more information:
=specify the height of the berms (2 1/2 to 3 foot are recommended)
-the east boundary needs more screening and should not depend on
existing vegetation off -site
-some of the vegetation proposed in the easements to the south will not
be possible; the southern part of the site needs a very close look
-landscaping located within an easement is the responsibility of the
property owner; if it must be moved for work within the easement, it
must be replaced by the owner.

20. This revised plan has addressed some of the staff concerns and some of
the Planning and Zoning Board's concerns. There are still important
items which may not resolved at this time. We should discuss these
comments and other known concerns as soon as possible at your
convenience.
Revisions addressing the above comments are due in this office on October
30, 1985 at noon. PMT's, colored renderings and ten copies of the
appropriate plans are due in this office by noon November 4, 1985. If you
have further comments or questions, please do not hesitate to contact me.

Re: The Pinnacle PUD - Final Plan
Dear Bob:
Staff has reviewed the above referenced project and has the following
comments:
1. No large trees or berms can be allowed in the proposed 20 foot easement
at the northwest corner of the site. Also, landscaping appears to conflict
with the existing sewer easements on the southern part of the site.
2. Please add a note to the site plan that all signs will comply with the
sign code.
3. The City will not pay for the additional two feet of oversizing of the
sidewalk where it is detached.
4. A soils report is needed as soon as possible. This should be submitted
to Bonnie Tripoli.
5. Off -site easements must be dedicated by document prior to final
approval.
6. Please indicate the treatment of the fire access way.
7. The Development Coordinator needs vacation information. Please contact
Bonnie for further information.
8. A copy of Mountain Bell comments has been sent to you by Leslie
Thompson.

9. Shrubs and trees shown at the bend of the trail may need to be better
located to avoid maintenance difficulties and future visibility hazards for
trail users.
10. The Light and Power utility considers this project difficult and
possibly expensive to install utilities. The developer must work closely
with Light and Power to make the plan work.
11. Existing vegetation needs to be shown on the landscape plan as it was
on the preliminary landscape plan. The landscape plan needs significant.
revisions in order to avoid large plantings in utility easements. It is
very important we discuss the landscape plan as a condition of preliminary
approval was to provide an effective landscape plan.
12. Please show on the site plan how areas will be lighted. This is a
particular concern in the pedestrian areas.
13. Please state or show how the open area at the south end of the site is
to be irrigated. It may be desirable to leave the area in a more natural
state by planting native grasses and vegetation. This may require less
maintenance.
14. Staff still has not reviewed the elevations for this plan. They need
to be submitted immediately.
Revisions (three copies) addressing these comments are due in this office
by January 8, 1986 at noon. PMT's, colored renderings, and ten copies of
the site plan, landscape plan, elevations and any other pertinent
information are due in this office by January 13, 1986 at noon. Final
documents are due no later than January 23, 1986. A meeting should be
arranged at your convenience to discuss these comments - please give me a
call if you have any further comments or questions.

Re: Pinnacle Subdivision
Dear Steve,
In response to the staff review and comments for the Pinnacle Subdivision
dated December 18, 1985, I have made the following revisions:
1) Moved all large trees out of the 20' easement at the northwest corner
of the site, and out of the existing sanitary sewer easements at the
south end of the property.
2) Note #2 on the cover sheet of the P.U.D. states that the signs will
comply with code.
3) It is understood that the city will not pay for the additional 2.0
feet of detached walk and that is acceptable.
4) I have asked Bob Dunn of the Pinnacle Partnership to forward a copy
of the Soils Report to you.
5) I am enclosing easement dedication forms for the offsite storm sewer
easement. It is our understanding that this easement need not be
purchased from the City, but traded for the Spring Creek Easement to
be dedicated to the City by the Final Plat.
6) Treatment of the fire access easement is indicated on the P.U.D.
7) Vacation information was submitted with the last submittal.
8) I have contacted Leslie Thompson and submitted easement vacation
information to him.
9) Landscaping at the bend of the trail has been addressed per our
meeting of 12-31-85.
