On Lot 3, there was a pan directing flow down the side of this lot when the drainage plan shows a basin boundary coming across this swale. Make the walkway in Tract A a hard surface walk from Albion Way to the parking lot in the South Glen, Second Filing multi -family area. It should be 5' wide. Stormwater 1. Tract A has to be 20' wide to accommodate the storm drainage facility. 2. A drainage easement is needed in Lot 1 for the storm sewer. 3. The basin drainage map does not match the contours shown on this site. Engineering 1. Show all utilities and easements on the Landscape Plan. 2. A required street tree is missing on Lot 1. 3. Change Tract A to a Public Access Easement. 4. The easement vacation note on the subdivision plat is wrong. 5. There must be a minimum of 20' from the back of sidewalk along Albion Way to the garage doors. This completes staff comments at this time. Additional comments may be forthcoming. Box 580 Fort Collins, CO 80522 RE: South Glen PUD 2"" Filing Replat/Major Amendment #31-99A Project # 2223 Steve Olt, This letter is in response to the comment letter from the City of Fort Collins staff dated September 3, 2002..Jim Sell Design has modified the plans and provided to the City other documents as required to address these comments, as described below. ISSUES: Department: Current Planning Issue Contact: Steve Olt Topic: Drainage 56 Tract A, between Lots I & 2, needs to be 20' wide to accommodate the necessary storm drainage easement. Response: Tract A has been widened from 10' to 20'. Topic: Landscape plan 57 The 2 trees in Tract A shown to be relocated can be preserved in their present location if the tract is widened per Stormwater's requirement. Response: With the widening of Tract A, the southernmost of these two trees can stay, but the northernmost tree has a proposed storm line running underneath it. This northernmost tree will need to be relocated to the rear of Lot 2 as shown on the Landscape Plan. 58 The existing tree on Lot 2 shown to be removed may be a significant tree. Has the City Forester been to the site to evaluate the tree? Some mitigation may be required. Response: This tree is a mature sized Russian Olive. A phone conversation on 12-16-02 with Tim Buchanan confirmed that this tree is on a strongly discouraged landscape list and does not need to be evaluated by the City Forester and can be removed without mitigation. 59 A street tree is needed somewhere along the street frontage of Lot 1. Response: We are unable to fit a tree on the frontage of Lot 1 with the driveway, specified utility separations, and the location of the existing storm manhole. Rather, we have provided an extra street tree in front of Lot 3. 61 The Landscaping — Assurances note on the Landscape Plan is not complete. Please see the enclosed red -lined plan. Response: Assurance note has been modified per the Fort Collins Land Use Code 3.2.1.1.4. 62 Additional information is needed on the Landscape Plan. Please see the enclosed plan. Response. The landscape plan has been modified in response to the comments. Topic: Utility 54 Dennis Greenwalt of AT&T Broadband (cable TV) indicated that they have existing cable facilities that run through this area to provide service to the South Glen PUD, Second Filing. At this time they will not vacate their easement with the management of South Glen PUD, Second Filing. Please contact Reneta Santro, at 970-491-3106, about the process of changing AT&T Broadband's agreement with the management of South Glen PUD, Second Filing. Response: We talked to Reneta Santro on 12-16-02. She stated that AT&T has a blanket access easement and if there are no physical lines that need to be moved then the proposed amendment to the plat would be acceptable to them without modifying the agreement. After talking with Dennis Greenwalt with AT&T a utility locate was ordered for Wednesday 1 R°i, 2002. The utility locate was performed as scheduled and no existing cable facilities were found in the area. 55 Len Hilderbrand of Excel Energy offered the following comments: Any relocation, cutoffs, or abandoning of existing facilities will be at the developer's expense. 2. Any extension of gas facilities will be in accordance with the extension policy on file with the Colorado Public Utilities Commission. 3. No trees may be planted within 4' of any gas lines. Response: So noted. 60 A 13' wide utility easement, not 9' wide, is needed along the front of the lots for electrical service and stop locations. Response: A 13' wide utility easement has been added along the front of Lots 1, 2 and 3. Response: ROW, property lines and easements have been labeled and dimensioned. 20 The City's signature block must be provided on each sheet in the lower right corner of each sheet. Each signature block must measure 3.5" high x 4.5" wide. Response: Signature blocks have been added to all sheets. 21 Please ghost existing features so that the proposed improvements are clearly defined. Right now all the line weights are the same and it's not clear what your construction limits are in the public ROW. Is the existing curb and gutter rollover or vertical? Response: The lineweights for existing features have been changed for clarity. The existing curb is rollover and has been noted in the plans. 22 Provide a legend, each sheet, that clearly defines existing and proposed features for that sheet. Response: A legend has been added to all sheets. 23 Show street names, each sheet. Response: Street names have been added to each sheet. 24 Areas of overlay, milling, pavement removal and/or reconstruction are not clearly defined. Please provide the street cut note where applicable: Limits of street cut are approximate. Final limits are to be determined in the field by the City Engineering Inspector. All repairs to be in accordance with City street repair standards. Response: The above note has been added to the Utility Plans Sheet and additional notes have been added to clarify areas of overlay, milling and pavement removal. 25 Station all driveways from the centerline. Response: Driveways have been stationed from the centerline. 26 Driveways must be a minimum of 20' from BOW to the garage door, 3.5.2.D.2 of the Land Use Code. Two driveways do not meet this requirement. Response: We depict the building envelope on the plans, with required front, side and rear setbacks, including a minimum 15' from the ROW. A note has been added to refer to the Land Use Code for garage door setback of 20'. 30 Provide details 7-29B, 16-1, 16-2. Response: These have been added to the detail sheets. Department: Light & Power Topic: Electric Issue Contact: Doug Martine In order to install electric utility facilities to serve this replat, it will be necessary for L&P to trench across the front (behind the attached sidewalk) of 333 Albion Way as well as these lots. The storm sewer location shown will preclude the installation of electric facilities. The storm sewer must be changed to provide a location for the electric line. Also, the developer will be responsible for replacement of landscaping as necessary on 333 Albion Way. Response: We met with Doug on 12-16-02: the electric line will come under Albion Way from the cast side of the street to a vault on the north property line of Lot 3. 2 The water service to lot #3 must be moved to be a minimum of 6 ft. from the side lot line to allow for installation of an electric vault. Response: After meeting with Doug on 12-16-02, the water service will need to be a minimum of 9.5' from the north property line of Lot 3. This allows room for an electric vault. The transformer at the apartments to the west (adjacent to building F) was sized to also serve future buildings E, L, and a clubhouse within that development. Since these buildings will now not be constructed, this developer will be responsible for costs to downsize this transformer to the correct size (approximately $400.00), in addition to normal L&P Development Charges. Response: This area has been designated as a "Utility Easement". Response: The drainage pan has been removed. 52 Is drainage from the multi -family site entering Lots 2 and 3 from the west? Flows need to be directed to the stormsewer or tract between Lots 1 and 2. If this camiot be accomplished, than a drainage easement would be required for the offsite flows to pass through these lots. Response: A very small amount of drainage from the multi -family site enters lots 1, 2, and 3 and the drainage tract. The minimal drainage enters these lots as sheet flow. There is only 2500 sq. feet of offsite area contributing runoff to Lot 1. Similarly, there are only 850, 3200, and 830 sq. ft. of area contributing runoff to Lots 2, 3, and the drainage tract, respectively. The proposed lots are graded using standard FHA grading guidelines that ensure there is proper drainage around each building envelope. Spot elevations and drainage arrows shown on the grading plan illustrate that there is appropriate drainage around each building envelope. Locating a drainage easement on each lot for such a small amount ofoffsitc contributing area is not necessary due to the negligible amount of sheet flow entering the lots. 53 '['he drainage plan does not match in all areas the grading of the site. On Lot 3, there was a pan directing now down the side of this lot when the drainage plan shows a basin boundary coming across this swale. Please revise all basin lines to reflect the grading of the site. Response: The drainage basin boundary lies on the property boundary of Lot 3. The previously proposed pan had directed runoff near the south property line to Albion Way. Although it may have appeared that the grading plan and drainage plan were in conflict with each other, the spot elevations on the pan illustrated that positive drainage was achieved despite the close drainage divide. The pan has been since been removed (please see comment 51.) Department: Transportation Planning Issue Contact: Tom Reiff Topic: General 47 Identify Tract A as an access easement on the replat. Moreover, the existing sidewalk system on Albion Way and Manhattan Avenue provides adequate pedestrian connectivity for residents along Albion Way to access Lopez Elementary School, Troutman Parks and neighborhoods to the west. For these reasons, we have not included a sidewalk through the tract. Assuming this comment is directed toward Lot 1 and not Lot 3, a sufficient easement has been provided for gas and storm. The electric main will cross from the east side of Albion Way and service Lot 1 at the south property line. 35 Maintain 10 feet of separation between water/sewer services and side lot property lines. Response: 10 feet or more of separation has been allowed between water and sanitary services. 10 feet of separation from lot line to sanitary service was not possible on all lots due to separation specifications with trees and other utilities. 36 Libel sizes of all proposed water and sewer services. Response: A drainage easement has been combined with the utility easement to create a "drainage and utility easement". The basin drainage reap does not match the contours shown on this site. Response: Since the engineering design was for a re -plat, no additional field survey was conducted; existing topography shown on the plans was prepared from previous Stewart and Associates mapping for the project. Similarly, for the purpose of consistency with previous studies at the site, basin delineations were selected from the most recently submitted drainage report for the site, that being JR Engineering's report for Filing 5. While it is recognized that there is some discrepancy between the two sets of information, our field review of the site and our desire to remain consistent with previous work for the project led us to use the basin delineation as previously depicted.
