The Ciuck-U Chicken Shack on South College Avenue is proposing to convert to a Waffle
House. Since there is no change of use (restaurant to restaurant), and the same facility
is generally being used, I am waiving the requirement for a Traffic Impact Study. Please

Thanks for the e-mail. As we discussed before, we do not have any really
scientific trip counts for specific restaurants, but I can provide some
information that might be helpful. The projected sales volume for the Ft.
Collins store is $1929.00 per day. Our avg. ticket price is $5.00.
Therefore, we will serve 386.8 customers per day. We have estimated that 50%
would come by bike or walking at this store because we have only 1/2 of the parking spaces that we normally
have(actually 18 compared to 40). This leaves 193.4 by car. We
have an average of 1.8 customers per group. This means 107.44 cars per day.
With first shift being the largest(7 am - 2 pm) sales volume at an estimated
$995 per day, this translates to 55.27 cars during that shift using the same
math.

RE: Variance Request for Waffle House
Freeland and Kaufman, Inc., on behalf of the Developer for the Waffle House project, has submitted a
variance request to the Larimer County Urban Area Street Standards. The variance is for parking
setbacks from the flowline of the adjacent street. The parking setback is requested to be smaller (37 feet
from edge of parking lane) as opposed to the standard separation distance of 50 feet from flowline.
Typically, the City requires that the the setback of the first parking stall from the flowline of an arterial
will be 50 feet. This requirement serves to reduce conflicts between cars maneuvering in the parking lot
and cars entering the parking lot. The engineer proposes a setback of 37 feet from the edge of the
parking lane on College, and believes that this variance can be supported due to the fact that the
proposed 37 feet would allow for two cars to stack in the drive entrance and would be sufficient to
reduce conflicts. The engineer also believes that the variance can be supported since this parking lot has
operated as proposed for upwards of 20 years and has had no or few problems regarding this issue.
It is my opinion that this variance should be supported only in part. With the elimination of the first
parking stall on the south side of the lot, the setback would be 48 feet if measured from the edge of the
parking lane instead of the flowline, bringing the effective parking setback much closer to the intended
distance. Parking stalls 2 and 18 would be out of compliance if the parking setback were measured from
the flowline, but they are only 2 feet short of the required setback if it is assumed safe to measure the
setback from the edge of the parking lane instead, and it is my opinion that they should be allowed to
remain as proposed.

Re: The variance request for parking setbacks for the Waffle House protect
Dear Mr. Garcia,
This letter is in response to your request for a variance to the Larimer County Urban Area Street
Standards. The variance requested was a reduction of parking setback distance from 50 feet to 37 feet at
the driveway exiting onto College Avenue. This variance has been approved only in part by the City
Engineer. The approved variance is for a parking setback of 48 feet measured from the edge of the
parking lane on College Avenue. The result of this is the elimination of parking stall number1.
As with all variances to the street standards, the variances granted for this project are based on the
particular situation under design and the judgment that we (the designer and the City) apply to determine
whether there is a public safety concern. The variance for this project in no way sets any precedence for
relaxing these standards on other projects without complete analysis and justification.

We are writing this memo to confirm that the development of the above referenced
project in Fort Collins, CO will reduce the amount of storm water runoff from the
subject property. We are increasing the amount of green space from what currently
exists on site, and we are constructing a grass swale along the southern property
boundary which will reduce the time of concentration, allow for some infiltration,
and improve the water quality of the runoff from the site. Please contact me if you

This letter is in regards to the Waffle House project and in particular to
request a variance. Our client for this project is Waffle House, inc.
The specific area of concern is the parking setback along arterial streets.
The existing parking lot abuts the S. College R.O.W. and operates without
any difficulties or problems. Also due to the urban nature of the area and
'CC' zoning district a 50' setback from the flow line would render a 1/3 of
the lot undevelopable.
The variance we are requesting is to set the first parking stall 4' behind the
R.O.W. (30.8' from the flow line of S. College Avenue) and measure to the
eastern edge of the travel lane of S. College Avenue. By including the
parallel parking space and the wide walk the first parking space is 38'-10"
from the travel lane. This will allow two car stacking spaces into the drive
entrance into the lot and would be sufficient to allow a vehicle to back out of
the space and move along. It only takes but a few seconds for a vehicle to
back out of a space and clear the drive for another car to continue through
the parking lot drive.
The existing conditions have diagonal parking and parallel parking
immediately south of the site, backing into S. College Avenue. This lot has
operated with parking spaces right against the R.O.W. line for possibly 20 -
30 years and has not had any or very minimal issues for its life to date. This
project will actually help the existing situation, which is not an issue now.
Therefore we feel justified in requesting this variance. This allows the lot
to continue to function efficiently, and safely. We do not feel that this
variance will be detrimental to the public health, safety or welfare, nor will
it negatively affect the traffic on S. College Avenue.

Although Traffic Operations waived a TIS for this project, traffic numbers will still be needed for several
reasons:
1. CDOT will require data for the State Highway Access Permit needed for this project.
2. The ADT of the parking lot is needed to process the variance request for the parking setback from
College.
3. The number of trips anticipated on the alley is required to determine whether alley improvements will be
required at this time, or only Contribution in Aid for frontage improvements to the alley to be constructed at
a later date. If the number of trips is small enough, then the City would entertain a Variance request to
constructing the improvements at this time, but the developer would still be obligated to participate in
improving the alley to its ultimate standards in the future.

I am writing in response to City questions concerning site traffic related to the proposed
Waffle House at 616 S. College Avenue in Fort Collins, Colorado. The City has waived the
requirement for a formal transportation impact study; however, the following questions re-
main. Each question is stated below and is followed by a response.
1. How much traffic will be generated by the proposed Waffle House compared to
the previous use on this site?
Sales estimates provided by Waffle House for this site indicate 387 customers
per day with an average group size of 1.8 customers. This equates to 215
groups entering and exiting the site. Of these groups, at least one-half are ex-
pected to walk/bike to the site given the downtown environment, nearby residen-
tial areas, and competition. Accordingly, about 110 arrivals and departures will
access the general area by automobile.
The previous site use was a Cluck U Chicken restaurant. That establishment fo-
cused on carryout service; however, outside seating was available. The existing
building is an estimated 800 — 900 square feet. Additionally, the covered outside
eating area is estimated at 600 square feet with an additional open eating area of
100 square feet. The total area used by Cluck U Chicken is estimated at 1500 —
1600 square feet. Site traffic for Cluck U Chicken was estimated using ITE trip
generation rates. A review of the available trip generation rates resulted in se-
lection of the high turnover sit-down restaurant category although adjustment
was deemed appropriate given the much higher turnover rate associated with
Cluck U Chicken. A doubling of the ITE daily generation rate was assumed rea-
sonable resulting in an adjusted rate of 260.68 trips per 1,000 square feet. With
a total area of 1,550 square feet and the indicated daily generation rate, the pre-
vious use generated 404 trips per day. Assuming 50% of the customers arrived
by automobile, some 202 daily trips would occur. With carryout service being
primary at the chicken restaurant, the 50% reduction for walk/bike traffic may be
high; however, no adjustments were made given the tolerances of this estimate.
A table comparing site automobile traffic is provided below for the previous use
and the proposed Waffle House.

As shown above, the Waffle House development is expected to generate
fewer automobile trips than the previous use on this site.
2. What is the daily on -site parking demand?
Eighteen on -site parking spaces will be provided which is 45% of the parking
typically provided for a Waffle House restaurant. Since all employees will park
off -site, on site parking will exclusively serve customers. With the automobile
demand indicated above (110 vehicle trips) and a 30% reduction for customers
parking on street, an estimated 40 vehicles per day will park on site. Deliv-
eries, mail, and other such trips are considered negligible.
3. How much traffic will be added to the alley?
Weekday alley traffic was counted by Rocky Mountain Counts on Thursday, May
9 through Friday, May 10, 2002. This represents the end of finals week at Colo-
rado State University (CSU). As agreed in a meeting with the City, it is estimated
that normal traffic is probably 25% higher with CSU in classes. Weekday traffic
counts of the alley averaged 452 vehicles per day. Increasing the traffic count by
25% indicates some 565 vehicles per day under representative conditions. This
excludes traffic generated by the Cluck U Chicken since it was closed at the time
the counts were taken.
Site traffic using the alley is estimated at about 50% of the total site traffic enter-
ing the parking lot. This is a direct result of limited access to South College. Ac-
cordingly, 40 trips per day will be made using the alley with Waffle House opera-
tional. Since Cluck U Chicken was closed when the traffic counts were taken,
another 70 vehicles per day were added to reflect historical use of the alley. A
comparison of future traffic with Waffle House and historical traffic is presented in
the following table:

As shown above, the Waffle House development will result in a reduction of
5% in alley traffic over historic conditions. In actuality, the impact of Waffle
House on alley traffic is positive but insignificant.
