Applicable Planning Objectives
Statement of ;appropriate City Plan Principles and Policies achieved by the
proposed plan.
The proposed development meets the following City Plan principles and policies:
➢ This development is proposed to serve the future compact urban forms of the
area. The proposal is located on a site generally surrounded by future
development, along a potential transit corridor. The project is also within
walking distance of existing and future residential neighborhoods to the north,
east and west and is located within a proposed subdivision. (Principle LU-1 8c
Policy LU-1.1)
➢ Public sidewalks surround the site on three sides. Adequate pedestrian
connections to public walks are proposed to the north and east sides of the
building. (Principle T-5)
➢ The building entrance is visible to passers-by and visitors through the use of
architectural features such as a foyer that project from the exterior wall,
windows and a glass store front affect and the proximity to the proposed
parking lot. Direct pedestrian access from the street is provided to the building.
(Policy T-5.2)
> The architecture proposed has been designed to be sensitive to the residential
character of the Westchase neighborhood while allowing the structure to
function as a fire station. The structure will achieve this character with a brick
wainscot with neutral colored siding similar to that proposed in the
surrounding neighborhood. The structure also incorporates multiple roof
heights and large eaves to immolate a residential structure. (Principle CAD-3 &,
Policy CAD-3.1 and 3.2)
➢ The site lighting is designed to provide a safe and comfortable level of light on
the site, while being sensitive to the adjacent residences. (Policy CAD-4.2)
Description of proposed open space, buffering, landscaping, circulation,
transition areas, wetlands and natural areas on site and in the general
vicinity of the project.
Streets border this site on three sides. Timberline Road borders the western side,
Westchase Road lies to the north and Carmichael Street borders the eastern side of
the project. An access easement also straddles the southern property line.

This letter is in response to the variance requests, dated May 24, 2002.
The variance request to the 36' maximum driveway width has been granted. The
proposed 40' width is approved as designed.
The variance request to the minimum distance requirement between a driveway and a
street intersection of 150' has been approved. The proposed distance of approximately
140' is approved as designed.
The variance request for the 20' curb return at the main entry onto Westchase Road has
been approved. The 20' curb returns are approved as designed.
The variance request for the minimum parking setback requirement of 40' has been
approved. The proposed setback of 29' is approved as designed.
This variance request does not set a precedence or change the application of our design
standards in other situations. If you have any questions, please contact Susan Joy at

As requested, CTUThompson, Inc, installed temporary piesomoters and
monitored groundwater levels on selected lots owned by Ryland Homes In the West
Chase Subdivision, and on the adjacent propsrtyto the north. Slotted PVC pips was
Installed In 24 borings drilled on March 8 and July 22, 2002. Nineteen (19) of the
borings ware locatad on lots owned by Ryland Homes, and five (5) were located on
the adjacent property approximately 100 feet north of the property line. The
approximate locations of the borings are shown on Figure 1. Groundwater
measurements were taken betwoon March 8, 2002 and August 5, 2002, and ware used
to estimate the depth to the groundwater surface and the elevation of the
groundwater surface as shown on Figures 1 and 2, respectively.
$hollow groundwater was encountered during our soils and foundation
investigations for residential lots within the northern portion of the West Chase
Subdivision. An underdrain system was designed and constructed below the sewer
system for the subdivision, and subsequent Investigations Indicate that In general,
water levels are dropping across the site. However, our Investigation suggests that
groundwater Is flowing from northeast to southwest onto the site. Therefore the
lots that form the northern border of the subdivision are not protected from
groundwater flowing from the north. Groundwater was observed In the excavation
on Lot 5, Block 3, and we believe shallow groundwater may also affect Lots 1
through 4, Lot 8, and Lot 7, Block 3; and Lots 9 -12, Block 2.

To mitigate the effects of the shallow groundwater on the referenced lots, we
suggest the following measures be considered:

1. Install deep exterior foundation wall drains around the residences
e where shallow groundwater is encountered. A detail showing a typical
deep foundation drain Is shown on Figure 3;
2. Raise the basement elevation of the planned residences to Increase
the clearance between the groundwater level and the basement floor;
3. Construct an Interceptor drain that parallels the northern and "stem

We recommend continued monitoring of the groundwater levels to determine
the effect of the Interceptor drain. Our recommendations above wore based on a
slope of 0.5 percent and a 6 foot excavation depth for residential foundations. If
these parameters change we should be contacted to review our recommendations

Subject Westchase Interceptor
Tom, regarding your inquiry for the interceptor drain we recommended for
Ryland Homes in the West Chase Subdivision, we drilled holes and installed
temporary piezometers to estimate the direction of water flow onto the
subject lots. We determined the flow to be primarily from the north and
northwest I believe the water is following it's historical path along a
swale or drainage feature that existed along the northern boundary of the
subdivision prior to development of the site There are existing Cottonwood
trees east and west of the property and the ditch still exists to the east.
We were told by a contractor that the ditch previously flowed through the
site We have seen evidence of the cottonwood trees that previously
occupied the area but were removed as part of the development. We further
understand that utility construction on the property to the north has not
encountered much water, which further supports the hypothesis that the water
is flowing from northwest to southeast in the previous drainage feature.
We sized the underdrain for the subject lots assuming a coefficient of
permeability of 1 x 10-4 cm/sec for site soils, a minimum slope of 0.5
percent for the pipe, and a minimum pipe diameter of 4 inches. Assuming a
half -full pipe, our calculations show the 4 inch diameter pipe could
effectively dewater approximately 50 lots

This letter is to request for variance to Fort Collins' standard street cross-section for portions of the public
sidewalk to be attached rather than detached.
Fort Collins' Sanitation District requires 10-feet of separation between water, sanitary sewer and storm sewer
lines. In addition water and sanitary sewer lines are to be placed 5-feet from the centerline of the road. To
satisfy both criteria for stone sewer, Type R curb inlets are the most feasible solution. By using Type R curb
inlets, the storm sewer pipe is primarily behind the curb and gutter. The landscaping plan, however, calls for
trees to be placed in the area between the curb and gutter and the detached sidewalk_ It is undesirable to plant
trees above storm sewer pipe, and therefore our proposal is to have an attached sidewalk in these storm sewer
areas (please see the attached exhibits). � (at
An attached sidewalk will still provide a minimum f 4.5 eetf om the back of the sidewalk to the public
right-of-way, and more than adequate room for othe sties and landscaping. Wewould greatly appreciate a

Pedestrian circulation, public vehicle parking and fire station personal and
equipment circulation are designed to be separate from each other. Public vehicles
access the site from Carmichael Street. Pedestrians enter the site from a walk
connecting the public sidewalk along Carmichael Street to the front door.
Fire station employees' will use the access easement parking areas.
There is a landscaping buffer proposed along the perimeter of the site to buffer and
screen this use from the adjacent residential development. Street trees are
proposed along the Timberline, Westchase and Carmichael frontages.
Statement of proposed ownership and maintenance of public and private open
space areas; applicant's intentions with regard to future ownership of all or
portions of the project development plans.
This site is to be occupied by one owner. There will be a shared access easement
along the southern property line to be shared with the future property owners of
the two lots to the south of this parcel. Maintenance of the on site parking and
drive areas will be the responsibility of the owner. A shared maintenance
agreement will be negotiated between the owners over the access easement. No
public open spaces are proposed.

The estimated number of employees on site at any one time is seven.
• Description of rationale behind the assumptions and choices made by the
applicant
No notable assumptions were made in the development of this Project Development
Plan.
• Evidence of successful completion of the applicable criteria
To the best of our knowledge, the applicable criteria found in the Land Use Code
(LUC) relating to the commercial site development has been incorporated into this
Project Development Plan.

Development review staff from this office have reviewed the materials submitted for this proposal and the
following comments were noted:
Transportation
• Offsite improvements to the nearest improved arterial in accordance with the IGA will be required along
with the recommended short-term improvements to the intersection of Timberline and Trilby Road by the
Transportation Impact Study. The improvements required to be constructed with this project include a 36'
wide pavement section to the Willow Springs Subdivision to the north. This 36' wide section shall include
two 12' travel lanes and two 6' bike lanes. The TIS improvements to be constructed with this project
include traffic signal installation, left turn lanes on all legs, and a southbound right turn lane. Please show
the signal installation with the proposed improvements to Timberline Road in the plans.
• Please show on a plan how the drainage and erosion control concepts will be maintained during phasing.
• Transportation Capital Expansion Fees will be required at the time of building permit issuance in
accordance with duly enacted transportation capital expansion fee regulations then in effect.
Stormwater
• Drainage Fees will be collected by the Building Department at the time of building permit issuance for each
lot in accordance with the drainage fees in effect at the time of building permit issuance.
Conclusions
This office has met with the City of Fort Collins to go over their comments for this project. We support their
concerns and would like the applicant's consultant to address their issues regarding transportation and drainage in
the next submittal. For follow-up written acknowledgments or comments, we expect that the applicant will
address their comments to the Planning Department who will forward them to the Engineering Department. This

Re: Westchase PUD — Carmichael Street Extension
Dear Roy,
The City's position on the future Carmichael Street extension has two answers. First, if the
Leistikow Property is not developed in five years, the street stub does not appear to benefit his
future development The reason is that any asphalt that is constructed will more than likely fail from
not being used for several years, and the curb returns may potentially have to be reconstructed,
depending on the future street design for Carmichael Street. If the Leistikow Property were to
redevelop within five years, the street stub may make sense if there is a way to determine the
appropriate elevations for the curb returns
The City is supportive of the street connection at the time the Leistikow Property redevelops. If there

How was coefficient ofpermeability obtained? The number appears a little low, as does the safety
factor? Please provide more information.
The test method is described in the report along with the test report from Soils and Materials
Consultants, Inc. The number is indicative of clay material. Due to the nature of in situ clays and
possible field compaction inefficiencies, the safety factor of 200 was applied to the k value obtained
in the laboratory. Field observations of the existing tile subdrain on site indicate valid assumptions.
The flow currently coming from the tiles is in the range of one quarter full in the 6-inch clay pipe.
2. Provide Groundwater Quality Report.
The groundwater was sampled by Stewart Environmental Consultants, Inc. and the test results are
included in the Appendix now.
3. ...Asa part of the well information what distance can groundwater levels be affected by drawdown of the
underdrain? Please provide this information.
Explanation of the zone of influence from the proposed subdrain system is now included in the text.
4. NO OFFSITE TRANSPORT.....
The calculations and drawings have been revised to not include the properties to the north. Additional
verbiage has been added regarding the existing tile drain and outfall.
5. For details, please remove any mention ofADSpipe.
All reference to ADS has been removed and replaced with PVC.
G. ,Please provide blow-ups of the areas where the underdrain deviates from the sanitary sewer main.
The area details have been added where the subdrain leaves the sanitary sewer alinement.

Re: Taper Ratios along Timberline Road
Dear Roy,
This letter is in response to your questions concerning the required taper ratios for the turn lanes and lane transitions
along Timberline Road. As you are aware, the City's current street standards state that the taper ratio for a design
speed of 50 mph is 15:1. What the standards fail to mention is that these ratios are for deceleration lanes, i.e. entering
a right or left turn lane. This error in the City's street standards has been noted for some time and staff is currently
addressing this issue in the City's new street standards. With that, I offer the following information so that it can be
incorporated into the Westchase PUD utility plans to provide a safe environment for vehicles. Please note that the
following figures are based on AASHTO standards.
Taper ratio for a deceleration lane (right turn/left turn taper): 15:1
Redirect taper/lane drop/lane reduction: 50:1
As we discussed earlier with the ultimate design of Timberline Road, the City does not allow angle points along a public
street. Please modify the striping plan to accommodate an arc length of 400 feet (min.) in areas where lanes
transition.
I have asked Ward Stanford to provide storage lengths for the turn lanes required of this development. At the time
of writing this letter, I had not heard from him. Be assured that as soon as I receive that information, I will forward it
onto you.

Re: Turn Lane Storage Lengths for the Timberline Road/Trilby Road Intersection
Dear Roy,
As I stated from my previous letter, I am providing you with turn lane storage lengths at the intersection of Timberline
Road and Trilby Road. The City's Traffic Operations Department is requesting the following left turn lane storage
lengths:
Northbound left: 120 feet
Eastbound left: 200 feet
A separate, southbound right turn lane also needs to be provided at the Timberline Road/Trilby intersection. The
length of the taper needs to be 185 feet long and the length of the lane needs to be 115 feet. This brings the total
length of the southbound right turn lane, including the taper, to 300 feet.

Narrative description of how conflicts between land uses are being avoided or
mitigated.
No significant impacts or conflicts are anticipated. Traffic conflicts have been
mitigated at the Westchase and Timberline intersection by a "fire signal". The fire
department employees will also use common courtesy and judgement when the
need arises to turn on emergency lights and sirens during nighttime hours.
Public parking, has been separated from employee parking and fire apparatus
driveways. The main apparatus exit drive on Westchase Road has been created to
maximize the function for exiting fire apparatus while providing a decreased width
at the pedestrian crossing.
Landscaping is proposed along the perimeter to offer visual and noise buffering
from the fire station and the adjacent residential development.

Re: Taper Ratios along Timberline Road
Dear Roy,
This letter is in response to your questions concerning the required taper ratios for the turn lanes and lane transitions
along Timberline Road. As you are aware, the City's current street standards state that the taper ratio for a design
speed of 50 mph is 15:1. What the standards fail to mention is that these ratios are for deceleration lanes, i.e. entering
a right or left turn lane. This error in the City's street standards has been noted for some time and staff is currently
addressing this issue in the City's new street standards. With that, I offer the following information so that it can be
incorporated into the Westchase PUD utility plans to provide a safe environment for vehicles. Please note that the
following figures are based on AASHTO standards.
Taper ratio for a deceleration lane (right turn/left turn taper): 15:1
Redirect taper/lane drop/lane reduction: 50:1
As we discussed earlier with the ultimate design of Timberline Road, the City does not allow angle points along a public
street. Please modify the striping plan to accommodate an arc length of 400 feet (min.) in areas where lanes
transition.
I have asked Ward Stanford to provide storage lengths for the turn lanes required of this development. At the time
of writing this letter, I had not heard from him. Be assured that as soon as I receive that information, I will forward it
onto you.

Please find enclosed the redlined plans for the Timberline Road alignment associated with the
Westchase PUD development. These comments are preliminary comments and are subject to
change once the utility plans are formally submitted for review. The major comments that I have
accumulated from City staff include:
• The interim design of Timberline Road should follow a straight alignment along the
section line and include two 8' bike lanes, two 12' travel lanes (one in each direction),
and one 12' reversible turn lane, which totals a 52' wide pavement section. Additional
width would need to be provided in areas where right turn lanes are necessary. The
locations of any right turn lanes will be determined by the Traffic Impact Study (TIS).
The design for the ultimate improvements needs to follow what you are proposing on
the attached plans. Ultimately the City wants Timberline Road to be as straight as
possible. In the future when the City improves this stretch of Timberline to its ultimate
cross section the trees that we are currently trying to save will be re-evaluated. If it is
determined that the trees still need to be saved, then the City will have the room to
meander the road around them. On the other hand, if the City determines that the trees
can be removed, they will construct Timberline Road with a straight alignment that will
generally follow the section line.
• Regarding the design that your office submitted for review, please eliminate the "broken
back" curve as marked on the plans. The City would like to see one large curve with an
arc length of at least 400 feet (whatever radius provides that arc length). Center the arc
at the intersection of the two streets.
Please provide flowline and centerline curve information for all of the curves. The
information should include the arc length, radius, tangent length and angle. It may be
easier to provide a table with all of this information.
• For all of the PC's and PT's, please provide stations and elevations.

Development review staff from this office have reviewed the materials submitted for this proposal and the
following comments were noted:
Transportation
• Offsite improvements to the nearest improved arterial in accordance with the IGA will be required along
with the recommended short-term improvements to the intersection of Timberline and Trilby Road by the
Transportation Impact Study. The improvements required to be constructed with this project include a 36'
wide pavement section to the Willow Springs Subdivision to the north. This 36' wide section shall include
two 12' travel lanes and two 6' bike lanes. The TIS improvements to be constructed with this project
include traffic signal installation, left turn lanes on all legs, and a southbound right turn lane.
• Trilby Road is a collector. Please provide a cross-section in the plans for its design, especially at the
intersection of Timberline. According to the City of Fort Collins, 83' of right-of-way is necessary to
accommodate the road cross-section and the proposed trail. All internal roads should be designed as Local
Roads, except the north -south street. This street should be designed as a Connector according to the current
City of Fort Collins standards.
• Please provide the interim improvements and the ultimate improvements to Timberline Road as two
separate designs in the plans.
• The Timberline and Trilby Road designs should extend 1000' west and south of their intersection.
• Transportation Capital Expansion Fees will be required at the time of building permit issuance in
accordance with duly enacted transportation capital expansion fee regulations then in effect.
Stormwater
• Drainage Fees will be collected by the Building Department at the time of building permit issuance for each
lot in accordance with the drainage fees in effect at the time of building permit issuance.
Conclusions
This office has met with the City of Fort Collins to go over their comments for this project. We support their
concerns and would like the applicant's consultant to address their issues regarding transportation and drainage in
the next submittal. For follow-up written acknowledgments or comments, we expect that the applicant will
address their comments to the Planning Department who will forward them to the Engineering Department. This
office reserves the right to make further comments as more information becomes available. Thank you.

• Timberline Road is classified as a Major Arterial Street on the City's Master Street Plan. ROW dedication
along the frontage needs to be in accordance with the City's Major Arterial Street standards. A total of
70.5 feet of ROW is needed from the center of the. Additional ROW may be needed once the
alignment of Timberline Road has been established.
• Trilby Road is classified as a Collector Street without parking. ROW dedication along the frontage of this

The city Engineering Department has a variety of concerns ranging from the Timberline
Road improvements to the county's warranty for improvements. It might be beneficial to
discuss all the issues in our next meeting, but for now see the marked up Subdivision
Development Agreements and the comments made below.
1. The city does not want to see the CMAQ bike lane project referenced in this agreement. It
was always anticipated that Westchase would construct Timberline Road prior to the first
building permit. Now they are given two years.
2. The city has concerns with being obligated to reimburse the Developer for offsite
improvements. This is not apart of city policy. Also, the city has concerns about
reimbursing the Developer for constructing street improvements in order for the annexation
to occur. The city's position is that reimbursement may only occur if the development pays
development impact fees to the city at the time of building permit. Therefore, we believe
that language should be added that states no building permits shall be issued to this
development until the development is annexed into the city. Also, the city's standards
differentiates between adjacent and offsite improvements. It would beneficial to do that with
the Timberline Road improvements.
3. The city would like to implement our Development Construction Permit, in order to collect
inspection fees and hold the warranty. Is it possible to add language that states, "upon
annexation to the city, the city's development construction permit shall be followed and
following completion of all public infrastructure improvements, the Developer shall continue
to have responsibility for maintenance and repair of said improvements in accordance with
Sections 2.2.3, 3.3.1 and 3.3.2 of the city's Land Use Code."?
4. The statement added to the sentence above should (or could) be added in various parts of
the development agreement. In our next meeting we should discus , hat sections it might
work to add that language.

The following is a request for variances from Standard Drive Approach in Drawing 7-29 and
Minimum Off Street Parking Setback Distance in Drawing 19-03 in the "Larimer County
Urban Area Street Standards, March 2001". The site is proposed for Poudre Fire Authority
Station #t4 and has special needs because of the nature of the facility and the requirements
associated with the emergency equipment.
The first variance for the drive approach is to allow for a 40' wide drive approach at the access to
Westchase Road. This access will primarily be used for emergency vehicles exiting the station
which will result in very low usage of this access. These vehicles will exit this access with
flashing lights and sirens which will require all other vehicles and pedestrians to stop and will
increase safety at this access. The variance is being requested to allow for adequate visibility and
maneuverability for the fire apparatus. The width is also requested to allow the fire apparatus to
safely turn and enter Westchase Road and maneuver the intersection with Timberline Road. This
additional width will also allow for the ability to load hose and equipment without impacting the
street traffic.
The second variance for the parking setback is to allow for one parking space to be located within
the 40' setback from Carmichael Street on the north side of the building. This variance is
requested because of the narrow east -west dimension of the lot which is exacerbated by the
encumbrance of a 20' irrigation easement on the west boundary. The variance is also requested
in order to provide separation of the public parking from the fire apparatus drives and prevent
pedestrians from walking in the fire apparatus drives to get to the building.
The variances from the above Standards will not be detrimental to the public health, safety and
welfare. Please call me with any questions or additional information that you may need for the
approval of this variance.

have been filed with the County Clerk.
• Certain curb returns will need to be built with the appropriate phase. Please refer to the

The new alignment of Timberline Road doesn't appear to meet AASHTO requirements
for a design speed of 50 mph. Please review the requirements and modify the design.
Please provide separate sheets for the interim improvements and the future
improvements to Timberline Road.
Each development is responsible for making road improvements to the nearest
improved arterial. Therefore, this development is responsible for improving Timberline
Road north to the Willow Springs development. Interim improvements consist of
widening the road to a 36 foot wide cross section (2-12' travel lanes and 2-6' bike lanes).

Poudre Fire Authority is being asked to convey to the City an Emergency Access
Easement over a portion of its property described as Lot 1, Block 11 Westchase PUD as a
condition of the above -referenced development on Lot 2, Block 11. The area to be dedicated as
an Emergency Access Easement is currently encumbered as part of a 24 foot wide Access
Easement, approximately 225 feet long, benefiting Lots 1, 2 and 3, as shown on the plat of the
Westchase PUD.
Poudre Fire Authority intends to work with the developer of Lot 2 to dedicate the needed
Emergency Access Easement. However, such dedication is contingent on approval by the
Poudre Fire Authority Board of the conveyance of its property, as well as on the owners of Lot 2
and Poudre Fire Authority reaching a mutually acceptable agreement and entering into a contract
regarding the improvement and future maintenance of the whole of the Access Easement.

As promised, this letter is to follow up on our telephone conversation Wednesday regarding the
24 foot shared access easement located between Lot 1 and Lots 2 and 3, Westchase P.U.D. here
in Fort Collins, and your need for Poudre Fire Authority (PFA) to dedicate to the City of Fort
Collins an emergency access easement over a portion of PFA's side of the existing easement on
Lot 1 as part of your development of Lot 2.
Just for background, I would like to explain that Poudre Fire Authority is a separate legal entity
from the City of Fort Collins, although through an agreement it provides the City's fire
protection services. This office provides legal services to both the City and PFA, however in this
matter I am representing only PFA as the owner of Lot 1, not the City of Fort Collins.
PFA staff intends to dedicate the emergency access easement that is needed for your
development, and we are preparing a Letter of Intent to meet your development review
requirements. The letter will specify that the actual dedication will be contingent on approval of
the property conveyance by the PFA Board of Directors, and contingent on you and PFA
reaching an agreement and entering into a contract regarding the completion of paving of the
shared easement and how future costs for maintenance of the easement area will be divided. As I
mentioned on the phone, I've asked PFA to provide me with some numbers that we can use for
discussion.
I will pass on more information to you as I receive it. In the meantime, feel free to call me, or to

The following is a request for variances from Standard Drive Approach in Drawing 7-29,
Minimum distance between driveway and intersection in Table 7-3, Low Volume Driveways
in 9.3.2.B and standard Drawing 7-29A and Minimum Off Street Parking Setback Distance in
Drawing 19-03 in the "Larimer County Urban Area Street Standards, March 2001". The site is
proposed for Poudre Fire Authority Station # 14 and has special needs because of the nature of the
facility and the requirements associated with the emergency equipment.
The first variance for the drive approach is to allow for a 40' wide drive approach at the access to
Westchase Road. This access will primarily be used for emergency vehicles exiting the station
which will result in very low usage of this access. These vehicles will exit this access with
flashing lights and sirens which will require all other vehicles and pedestrians to stop and will
increase safety at this access. "The variance is being requested to allow for adequate visibility and
maneuverability for the fire apparatus. The width is also requested to allow the fire apparatus to
safely turn and enter Westchase Road and maneuver the intersection with Timberline Road. This
additional width will also allow for the ability to load hose and equipment without impacting the
street traffic.
The second variance is for the minimum distance between a driveway and an intersection to be
less than the required 150'. This access will primarily be used for emergency vehicles exiting the
station which will result in very low usage of this access. These vehicles will exit this access
with (lashing lights and sirens which will require all other vehicles and pedestrians to stop and
will increase safely at this access.
The third variance is to utilize curb returns at the north (main) entry onto Westchase Road rather
than the required standard driveway. This access will primarily be used for emergency vehicles
exiting the station which will result in very low usage of this access. These vehicles have
minimum turning radii that exceed the capacity of the standard driveway. The curb returns will
allow the emergency vehicles to enter the street without having the wheels of the vehicles leave
the paved surface.
With the required signage for the access on the north, the use of flashing lights and sirens
on the emergency vehicles and the low usage of the access, the above three variances from
the Standards stated above will not be detrimental to the public health, safety and welfare.

The fourth variance for the parking setback is to allow for one parking space to be located within
the 40' setback from Carmichael Street on the north side of the building. This variance is
requested because of the narrow east -west dimension of the lot which is exacerbated by the
encumbrance of a 20' irrigation easement on the west boundary. The variance is also requested
in order to provide separation of the public parking from the fire apparatus drives and prevent
pedestrians from walking in the fire apparatus drives to get to the building. This parking area will
have Tess than 30 trips per day from the public which will minimize conflicts created by the
location of this single parking space. This variance from the above Standard for the single
parking space will not compromise the public health, safety and welfare.

North Star Design Inc., on behalf of the Developer for the PFA Fire Station #14, has submitted four variance
requests to the City of Fort Collins design standards. The project is located on the southeast corner of Timberline
Road (a major arterial) and Westchase Road (a local residential).
I . In according with Drawing 7-2913, the maximum width for a commercial driveway is 36'. No single opening
shall exceed 36'. 'Wider driveways shall be divided w/a median no less than 6' wide. The project has
proposed 40' wide drive to allow for adequate visibility and maneuverability for the fire apparatus. The
hadditionalidth would allow the fire apparatus to safely turn and enter Westchase Road and maneuver the
intersection with Timberline Road.
2. In accordance with Table 7-3, the minimum distance between a driveway and a street intersection is 150' from
centerline to centerline. The proposed driveway is approximately 140' from the intersection, centerline to
centerline. This is a low volume access and will be primarily used for emergency vehicles exiting the station.
The fire trucks will exit this driveway with flashing lights and sirens which then requires all other vehicles and
pedestrians to stop. Returning trucks will enter the station via the private drive off Carmichael, further reducing
the opportunity for conflict at Timberline and Westchase.
3. In accordance with cletail 7-29A, a low volume drive requires a non -radius curb cut. The variance request is to
allow for 20' curb returns at the north (main) entry onto Westchase Road. The emergency vehicles exiting the
station have a minirrium turning radii that exceed the capacity of the standard driveway. The curb returns will
allow the emergency vehicles to enter the street without having the wheels of the trucks leave the paved surface
and "hopping" the curb.
4. In accordance with detail 19-03, the minimum parkine setback from Carmichael (a local street) is 40'. The
proposed setback is 29'. This parking area is for visitors only and will have less than 30 trips per day. The low
volume to the parking area presents little opportunity for conflict and granting the variance will not adversely
effect public health and safety.
I recommend approval fiar the above variance requests. Please let me know if you have any questions or concerns
and if you need any additional clarification.
