Luminaires have been adjusted in accordance with the comments and standards. Department: Stormwater Utility Topic: Drainage design Number: 1 I Issue Contact: Basil Hamdan Created: 8/14/2003 The proposed design allows a good portion of the site to drain directly out of the parking area and into existing streets with no water quality treatment. The City understands that this is an iniill site and that not all the requirements can be met, however the plans as presently designed do not make a serious attempt at meeting these criteria. It is recommended that something be done to treat the drainage going out through the south side of the site, if no water quality pond can be designed there due to the lack of a storm sewer system nearby, then maybe a swale or another treatment option can be explored. There is an existing monitoring well in the proposed water quality pond area. Show that well on the grading plan_ Please discuss/clarify how will the grading of the water quality pond affect that exising well. Drainage going to the south side of the site is going through a grass swale at the southeast corner. We are currently exploring the moving of the monitoring well out of the water quality pond. Topic: Easements Number: 21 Created: 8/ 19/2003 The water quality pond should be placed within a drainage easement, if the site is not being replatted this should be done by separate document. Easements shall be dedicated by separate document. Topic: Erosion Control Number: 12 Page 4 Created: 8/18/2003 August 1, 2003 Plan is OK. Thank you. Topic: Grading Plan Number: 13 Created: 8/18/2003 The plan seems to create a low area in the front of the building, please correct as per redlines to ensure that a minimum .5% grade is maintained. There is no curb cut to allow drainage from the west side of the north parking lot entrance to get into the water quality pond. Also, elevations along that entrance suggest that this area will not drain well, as the called out elevations are the same at both ends of that entrance. The proposed grades along the south side entrance into the parking lot may allow water to drain freely into Thunderbird Drive without routing water through the proposed sidewalk drain. Please correct or clarify. The landscaped area on the east side of the parking lot will drain onto the existing wall and fence. This could create problems especially when the landscaping in that area is watered. It is suggested that a trench drain system be designed at the bottom of that area to capture any runoff that would otherwise be trapped. Please provide some erosion control fabric or concrete protection at the points of infall from the parking lot into the water quality pond. A curb cut is provided at the southwest corner of the north parking lot for drainage into the water quality pond. A portion of the frontage road is being re -graded to accommodate drainage. A perforated pipe is being added along the existing wall to allow for drainage. Erosion control fabric will be used along the water quality pond. Topic: Site Plan Number: 16 Created: 8/ 19/2003 The contour elevations shown for the water quality pond on the site plan do not agree with the ones shown on the grading plan. Please revise and correct. Grading plan and site plan shall be coordinated Department: Traffic Operations Topic: Traffic Dept Number: 54 Issue Contact: Ward Stanford Created: 8/26/2003 The north access this project is planning to utilize for the exit of its drive thru, is planned by the Traffic Dept. to be closed with the redevelopment of the property to the north. This project needs to provide for its drive thru and parking traffic to exit back to Thunderbird or Drake. Per the August 26, 2003 meeting, traffic is being redirected from the drive -through onto the frontage road. The access onto College from the Eckerd site has been eliminated. Number: 55 Created: 8/26/2003 The frontage rd in this area only serves the property south of this project. Since all properties in this area could be served from Thunderbird, the Traffic Dept would like to close this leg of the frontage road. The frontage road shall remain open to serve the Eckerd site and the Moot House Page 5 Department: Transportation Planning Issue Contact: Tom Reiff Topic: Transportation Number: 37 Created: 8/20/2003 The existing attached sidewalks along Thunderbird Drive and the College Ave. frontage road are an acceptable alternative to the City's detached standard sidewalk, as long as they are 6 feet in width with ADA accessible crossings of the driveways. Please see attached letter to Ted Shepard from Bob McDonaugh dated 9/19/03. Number: 38 Created: 8/20/2003 It appears that the turning radius from the shared northern driveway off of College Ave. is too tight to accommodate most turning vehicles without entering into the opposing traffic lane. What alternative designs for this driveway have been explored? The access onto College from the Eckerd site has been eliminated. Number: 43 Created: 8/20/2003 The sidewalk along the north side of the bldg. is required to be a minimum of 6 feet in width where cars are allowed to overhang by 2 feet to ensure a 4-Coot minimum clear space. The parking angle has been changed to 30 degree parking to accommodate the 6' sidewalk width. Number: 45 Created: 8/21/2003 A meeting with CDOT, Engineering, Traffic and Transportation Planning is highly recommended to discuss circulation within the site as well as to and from the surrounding streets. All parties have been discussing the circulation Number: 46 Created: 8/21/2003 The walkway in front of the State Farm Insurance building will need to be connected to the Drake sidewalk system. The existing walk and concrete to the north shall remain and a crosswalk shall be painted. Number: 47 Created: 8/21/2003 Has the option of relocating the drive-thru facility to the east side of the building been explored? This would facilitate a safer circualtion pattern for customers and create less of an impact on College Ave. The option has been explored. Department: Water Wastewater Issue Contact: Jeff Hill Topic: Easements Number: 17 Created: 8/19/2003 Provide a 15 foot utility easement along the east property for the existing sanitary sewer main. Provide a copy of the offsite easements needed to construct the proposed sanitary sewer service as well as the abandonment of the existing services. Page 6 Easement shall be provided by separate document. See Engineering plans. Topic: Utility Plans Number: 18 Created: 8/19/2003 Cut a 6-inch by 6-inch tee or wye into the existing sanitary sewer main for the proposed service connection. See Engineering plans. Number: 19 Created: 8/19/2003 Use a tapping saddle on the existing water main for the proposed fire hydrant connection. See Engineering plans. Number: 20 Created: 8/19/2003 There are several sanitary sewer services which exist on this site. Some field investigation is required to determine the number of services and the location of each. All existing water and sewer services must be used or abandoned at the main. Clearly define all aspects of the sanitary sewer abandonment's. See site, landscape and utility plans for other comments. When found, sanitary sewer services will be abandoned properly. Department: Zoning Topic: zoning Number: 1 Issue Contact: Peter Barnes Created: 8/6/2003 It's not clear to me if this project includes the Moot House. Their Land Use Data includes the Moot House in their Floor Area calculation. If the Moot House is part of this PDP, then the "proposed land use" on the site plan needs to be changed from "retail drug store" to "retail store and standard restaurant". It would appear that it is part of the PDP since a new trash enclosure is proposed and the parking seems to take the restaurant into account. If the Moot House isn't part of it, then correct the floor area to include just the retail building and change the proposed land use to "retail store". There is no such defined use as a "retail drug store" in our Code. The Moot House floor area has been included and the proposed land use has been revised. Number: 2 Created: 8/6/2003 Need to dimension the building envelope or footprint, and show distances to lot lines. Dimensions have been added. Number: 3 Created: 8/6/2003 The site plan indicates that a letter was provided regarding the shared park i ng/altemative compliance. The only letter in my packet was the statement of planning objectives. If that's the letter they're refcring to, it's not adequate to make their alternative compliance case under 3.2.2(K)(3). A more detailed explanation is necessary. The square footage of the Moot House needs to he provided in order to accurately analyze the shared park ing/altemative compliance proposal. Without the square footage, we can't really determine how many spaces would normally be allowed. Page 7 The alternative compliance letter shall be provided with the resubmittal. Number: 4 Created: 8/6/2003 The landscape buffer along the east lot line adjacent to the residential is not adequate screening. Per Scc. 3.2. 1 (E)(4)(a) of the LUC, a 6' high fence or wall is required in addition to the plantings. There is an existing 5' to 6' high concrete wall that will remain with this development. The plantings shall be adjusted. Number: 5 Created: 8/6/2003 A minimum 5' wide landscape strip is required along the east side of the parking lot adjacent to the existing commercial at the north end per 3.2.2(J) and 3.2.] (E)(4)(a). A 5' wide grass strip has been provided. Number: 6 Created: 8/6/2003 A tree needs to be planted in the "turf' island at the west end of the parking row directly on the south side of the building. A proposed fire hydrant is located in the parking island. Separation requirements from utilities prevent the planting of a tree in the island. If it does end, are they going to dedicate frontage road ROW to extend the frontage road? The frontage road ROW ends south of the building and the property lines shall remain the same. Original comment: Parking does not meet the parking setback requirements under LCUA55 Figure 19-6. The setback from Drake should be 75 feet, while the setbacks along the frontage road and Thunderbird should be 50' from the flowline of the road to the edge of the first parking stall. This is required due to the narrower width of the road resulting from the sidewalk widening. Please narrow the driving lane as It approaches the Frontage road ROW so that vehicles on the frontage road do not attempt to drive the wrong way. (see redlines for suggestion). The use of glue -down curb would be acceptable in this location. Also, please show how this lane is expected to function in the future, when the driveway onto College at the property line is shut and the gas station takes access from the frontage road. The City intends to prepare and submit the Permit to C.D.O.T. the first week in September, so both Sinclair and the motel should be prepared to have a representative sign the Permit at that time.
