LAND USE DATA: Proposal to make some minor adjustments to building envelopes
and to make minor revisions to parking to reflect vacation of
Stuart Street located north of pool/ice rink, at east end of
Stuart Street, and west of Railroad tracks.
COMMENTS:
1. Water line in Stuart Street will service the proposed use. The
vacation of Stuart Street maintained necessary utility easements.
2. Would suggest that applicants consider fire sprinkeling of building.
If so, fire access lanes could be eliminated.
3. Fire emergency access easements will be required on all parking lots.
"No Parking" signs will need to be provided on "fire access lanes."
4. The project will have to meet "handicapped adaptable unit"
requirements.
5. Any changes to building footprint will need to be reviewed against
approved storm drainage requirements.
6. Need to have further discussions regarding access to Stuart Street.
7. The staff would recommend that the applicants look at interrelationship
between the southeast parking lot and the abutting single family lot.
8. Bicycle path along eastern property line will need to be in public
access easement. Please verify. The path will be constructed in
future as other connections are known and needed.
9. Bridges across detention areas will need to accomodate fire trucks.

Re: Parkwood East Patio Homes PUD (Case #12-86)
Dear Eldon:
Staff has reviewed the above -referenced project and has the following
comments:
1. A note should be added to the site plan stating that all signs will
comply with the sign code.
2. The Storm Drainage Utility is requesting that the Parkwood East
detention pond be regraded to alleviate some maintenance problems. As
this PUD will increase flows into the pond, the developer shall perform
the grading before a certain number of building permits are issued.
3. The 28 foot wide cul-de-sac must be posted "No Parking - Fire Lane" on
one side.
4. The sewer easement between lots 2 and 3 should have no major
landscaping in it.
5. These notes need to be added to the landscape plan:
-Lawn area to be a blend of Kentucky Bluegrass or drought tolerant
turf.
-Automatic underground irrigation system to be installed to irrigate
all landscape plants.
-Two inches of (your choice) mulch to be placed in all shrub beds.
-Shrub groups located within lawn areas to be set in a cut out shrub
bed separated from lawn with 1/4" steel edging.
-The lawn area should be labeled on the landscape plan.

6. The site plan needs to show details of duplexes such as envelopes,
footprints, drives, etc.
7. The setbacks for duplexes in zoning districts that allow duplexes as
permitted uses includes 15 foot minimum rear yards. The applicant
should demonstrate how the ten foot rear setback will not he obtrusive
to adjacent property owners.
8. The drives to the cul-de-sac need some redesign. Some may be awkward
in terms of parking behind the garages, crossing property lines and
general location (e.g., lot 8 driveway is 40 feet wide on a 28 foot
street 45 feet from Kirkwood Drive).
9. The parking area in the cul-de-sac will not work as designed. Some of
the parked cars intrude into the drive space and would create a hazard.
10. The note, "Alternatives may be approved by administrative change" under
"Typical Housing Types" should be deleted.
11. The landscape plan could be improved by the addition of foundation
plantings to the duplexes.
A meeting should be held at your convenience to discuss these comments.
Revisions addressing the comments are due in this office by noon, March 5,
1986. PMTs, colored renderings and ten copies of the site plan, landscape
plan, building elevations, and other applicable information are due in this
office by noon, March 12, 1986. Final documents are due by March 20, 1986
at noon. If you have any questions or comments or if I may be of any

Request to revise an approved townhome plan for 32 single
family lots and eight duplex units on approximately 8 acres located at
Kirkwood, Eastwood and Creekwood Drives- south of the Pool/Ice Arena at

1. Light and Power will request front lot utility easements for services.
The 'Water and Sewer utility requests you use or remove any existing
services on the site.
2. A traffic impact study will be necessary in order to show trip
generation and related information. For more information, please
contact Rick Ensdorff.
3. The fire authority requests you show fire hydrant locations on future
plans. Fire access requirements must be met as well.
4. All streets are to be designed to City standards.
5. All driveways are to be zero feet or a minimum of 18 feet from streets.
6. On -site detention of storm water will be required.
7. Information on the site plan should include building
envelopes/setbacks, maximum building square footage per lot,. fencing
guidelines, and any other related information.
8. A neighborhood meeting may be required 'before the project is
formally submitted. You will be contacted on or about January 6, 1986
with the staff decision.
