771is is my understand of items discussed and decisions reached:
1. The purpose of the meeting was to go through the traffic
comments regarding the site.
2. Pandy indicated that there would be no problem in preparing
comparative data between the existing approved plan and the
current submittal, as suggested in the staff comments. Rick
suggested that it really should be done in order to provide
comparative information and to show some perspective as to how
the project had come from the previous submittal to where it is
t Iola.
3. The traffic report will oe revised to indicate the 8-phase
controller.
4. Rick suggested that the right -turn bays and other suggestions
for Prospect need to be Looked at as far as what needs to be
dooP -G a result of this protect.
5. The office parking at: Welsh and Prospect should be looked at a
little harder. Cathy indicated that a 'count" of children
walking to and from the school will be made, and that the
sc::Iool had been notified regarding a date to do this. Rick
also asked what amount of traffic might be diverted, by virtue
of completing the project, onto Welsh, Stuart and then Lemay.
Rick also asked that the traffic study show if Prospect is the
only curb cut, how gnat has impact on stacking distance, etc.

6. It is Rick's opinion that: a decel lane continuous from Lemay to
the Health Club entrance be provided.
7. Tha plan specifics were discussed, particularly in the
segregation of certain parking areas. Randy indicated that the
segregation was purposeful, and explained the distribution
patteri. The resubm:,ttal will indicate more traffic
information by virtue of either the traffic study, or
incorporation into the design objectives.
8. Rick felt that the entry areas should be revised, that there
should be more parking for the Health Club, particularly around
160 to 170 spaces, exciu,aive of employee park u:g, diiectiy
front of the building, and felt that more parking should be
provided in front of the office areas.
9. Rick felt that the convenience store was a traffic circulation
problem, specifically internal to the site. The moved entry
would create a longer travel distance from the Prospect Street
entrance to the convenience store. Rick felt that he needs to
be convinced that this traffic works.
10. Rick wanted to make sure that it was understood that 7-11 would
never get another curb cut on Prospect or Lemay if this plan
were approved. Rick felt that it would be beneficial to break
out the specific numbers for the convenience store in the
traffic study.
11. Larsen Associates needs to get a copy of the Spring Creek Trail
design standards in order to verify that the radii, etc. work
on the relocated trail.
12. The point chart should be for a neighborhood shopping center.
13. The revisions are due Juue 5 at 12.00 at the Planning Office.
14. The School District ,3hould be contacted regarding the Welsh
Street curb cut.
15. The new Spring Creek Trail should be constructed before closing
off the portion of the existing portion to be removed.
16. Joe felt that he would have the other comments ready by
Wednesday or Thursday. In response to Randy's question, Joe
thought that it may not oe worthwhile to do a major redesign
until the developer and applicant have seen the other comments
in order to not create additional problems in the redesign that
would be discussed i:-i the other City comments.

Dear Bob:
This letter is intended to outline the strategy for drainage of the
stormwater from Phase III of the Park Central project.
The site is located on the southeast corner at the intersection of Lemay
and Prospect streets. Presently, approximately 400 of the site is
undeveloped. An asphalt parking lot, including curb and gutter, was
constructed on the remaining 60% of the site during the construction of
Phase II of the Park Central project. The Phase III site comprises 1.72
acres. A convenience store/gas station is being proposed for the tract.
Stormwater runoff from the Phase III site will be routed into the
surrounding parking areas and collected in existing inlets. These inlets
are connected to an existing storm sewer which ultimately outlets into
Spring Creek. Due to a revision in the parking lot layout, one of the
existing inlets (No. 1-3) will be eliminated and replaced by a new inlet
(No. 1-3a).
Drainage calculations for the Phase III site were included in the drainage
report prepared by TST Engineers for Phase II of the Park Central project
and are on file with the City of Fort Collins. Enclosed is an exhibit
which shows the proposed drainage patterns for the revised parking area
layout as well as a print of the grading and drainage plan from the Phase
II construction drawings.
Basically, the drainage basins for the revised layout and the basins as
they exist today are identical. There is one slight modification in that
Basin No. 4 will gain approximately 0.10 acre from Basin No. 3. This will
increase the detention depth at inlet No. 1-2 by approximately 0.05 feet.
Flows from the site will remain the same and will not affect the 100 year
flood level in Spring Creek.
